    Raila Odinga, who still holds that he’s the Chief Opposition Leader’s role in Jubilee has increased worries from DP Ruto’s camp.

    Raila’s puzzling protocol has been increased by the President with everything passing through DP Ruto’s nose.

    Mr Odinga is an African Union’s High Representative for Infrastructure Development with full delegated authority by President Uhuru Kenyatta.

    Hon. Raila Odinga holds meetings with cabinet secretaries, launches government public projects and Offers State cleared consultations to the President.

    Last week, Raila represented Kenya in a conference on Infrastructure under the Belt and Road Initiative in Ethiopia.

    He jetted back in the Country on Friday and was given a Presidential escort and security to Kiambu County where he was scheduled to Officially officiate the ground breaking of the Tatu Tech City.

    Raila was received by Kiambu’s top government security personnel and Wilson Wanyanga, the Kiambu County Commissioner.

    The recent Presidential escort and Security detail being offered to Mr. Odinga has increased discomfort from DP Ruto and his allies.

    According to Ruto allies, and majority of Rift Valley MPs, Raila has been given an upper protocol in government than Ruto.

    The MPs have accused Raila of using his current position to blackmail the public in his power trapping scheme.

    The Rift Valley MPs complains were echoed by the self proclaimed Ruto spokesman Oscar Sudi.

    Sudi says the President has downgraded Ruto and his constitutional responsibilities and privileges given to Raila.

    This is not the first time DP Ruto’s camp is feeling left out in Jubilee’s government rather degraded by President Kenyatta.

    In January this year, DP Ruto was forced to have a closed door meeting with President Kenyatta in Mombasa after the President transferred most vital Ruto’s constitutional powers and responsibilities to Fred Matiangi, the Interior Cabinet Secretary.

    On Raila’s defense, his spokesman Dennis Onyango, said that former Prime Minister is not a government employee.

    Onyango said that Raila is only helping the country heal and get past the bitter divisions that had shredded peaceful coexistence.

    According to Dennis Onyango, Raila is outlining the issues the government should keep working on to sustain coexistence in the country.

    However, according to Rift Valley MPs, Raila Odinga, the Opposition leader who turned out to be Chief government policy supporter and influencer elevated protocol by government and increased security details and deep State role remains a threat to the existence of Jubilee and DP Ruto’s political cause.

    Well, An Oral research by Dr. Stefanie Russell, an assistant Professor of Epidemiology & Health Promotion at US based
    University of Denver, has revealed that most pregnant women get gum inflammation called Gingivitis.

    Pregnancy gingivitis is caused by the hormonal increase of the blood flow to the gum tissue.

    This is responsible for sensitivity, irritability and swollen gums.

    Dr. Russell’s survey on over 3000 women from different nations and socioeconomic levels of the society reached a conclusion that known biological and behavioral changes associated with pregnancy and child birth are supposedly a major factor in tooth loss.

    The study also reveals that closely repeated pregnancies leads to increased hormonal changes that interferes with normal bacteria response from the body.

    This causes periodontal infections in which, without proper oral hygiene leads to Periodontitis.

    Women who have periodontitis are the most affected by gingivitis that causes tooth loss.

    Dr Warue, a resident Periodontist at Periodontic Dental Center in Nairobi, told the writer that most pregnant women ignore their oral and dental hygiene.

    “Many women have ignored their oral hygiene, a behavior that has increased cases of periodontitis” Dr Warue told the writer of this site.

    Dr.Warue also admitted that Periodontitis causes premature births.

    He said women should be advised much on how to take care of their oral hygiene.

    Dr Warue said that pregnant women at least have to;
    a) Oral checkup with a dentist.
    b) Use salty warm water to rinse
    their mouth.
    c) Brush their teeth after vomiting,            mostly caused by morning sickness.

    Pregnant women are also advised to continuously practice good oral, dental hygiene and good Nutrition.

    UK Government Seizes Sh10B Properties Belonging To David Muge, A DP Ruto’s Top Most Proxy

    Days After the UK government gave assurance to the Kenyan government on renewed efforts to curb corruption, it’s now emerging that the train has hit the rail.

    Three London properties worth more than £80m (Shs 10B) are being investigated over allegations that a “politically exposed person” bought them with dirty money.

    It is the second case using new Unexplained Wealthy Orders (UWOs), which allow authorities to look into illicit finance flowing into the UK.

    The UK National Crime Agency (NCA) said the orders were obtained at the High Court for three residential properties in “prime locations”. All were held by offshore companies.

    Highly placed sources told Kenya Insights the properties belong to Dr David Muge, a London-based close business associate of Deputy President William Ruto.

    Andy Lewis, the body’s head of asset denial, said: “This is the second time the NCA has successfully secured UWOs since the new legislation was enacted.

    They are a powerful tool in being able to investigate illicit finance flowing into the UK and discourage it happening in the first place.

    “The individuals behind these offshore companies now have to explain how the three properties were obtained. The NCA will not shy away from complex and detailed investigations against high-profile individuals and professional enablers.”

    Graeme Biggar, director of the National Economic Crime Centre said the purchase of premium property in London was a known money laundering tactic allowing criminals to hide illicit gains.

    “We will use all the powers available to us to target those who try to do this,” he added. Our aim is to prevent misuse of the UK’s financial structures which undermines the integrity of the UK’s economy and institutions.”

    UWOs came into force last year as part of powers dubbed McMafia laws, after the BBC TV drama series on international organised crime and factual book that inspired it.

    They force subjects to explain the source of their wealth and give the NCA power to seize assets if they can’t.

    The term “politically exposed person” refers to someone from outside the European Economic Are, who is in a position of power that makes them liable to bribery or corruption, or those with suspected links to serious or organised crime.

    According to the source privy to the matter, Kenyan Asset Recovery Agency (ARA) is also involved in the issue.

    “ Saitoti ( ARA Boss) was actually in London last week to assist his UK counterpart on the matter,” the source whispered.

    Muge is a veterinary doctor based in London for ‘Animals For Us’ and also runs other companies; Clifton Energy Limited, Director Great Rift Coffee.

    Muge, who is known to be a business associate of DP Ruto, has been mentioned in several scandals in Kenya.

    His name surfaced in the multibillion corruption scandal at Kenya Pipeline Corporation.

    He has also been adversely mentioned in the Arror and Kimwarer Dam scandals that saw Kenya lose Shs 21 billion.

    The first case of its kind, in February 2018, saw the orders obtained against London properties worth £22m belonging to jailed Azerbaijani banker Jahangir Hajiyev and his wife, Zamira Hajiyeva.

    Ms Hajiyeva came to the attention of the NCA because of her credit card spending and effective control of a Knightsbridge house, now worth £15m, the High Court heard.

    It emerged that she had spent £16m at Harrods, £600,000 in one day and £30,000 on chocolates in a single afternoon.

    Lawyers for the NCA said that her husband was a state employee between 1993 and 2015 and would not have had a large enough legitimate salary to fund their lifestyle.

    The couple used offshore companies to buy property including a Knightsbridge home and golf club in Berkshire.

    Hajiyev was the chairman of the state-controlled International Bank of Azerbaijan (IBA) from 2001 until his resignation in 2015 and was subsequently sentenced to 15 years for fraud and embezzlement.

    The scale of Ms Hajiyeva’s spending could be laid bare for the first time this week after a tranche of court documents were released to the media.

    She was granted indefinite leave to remain in the UK in 2015, after gaining a controversial “tier 1 investor visa”, but is now facing extradition to Azerbaijan over allegations of embezzlement.

    Most Kenyans who work for, or with foreign organizations get fired mysteriously with some going without pay as per their contracts.

    Most employers have found a way of firing their employees and blackmailing them so that their respective contracts get terminated prematurely.

    For instance, Dumus radio journalists were fired by their Italian boss from a community based station in Kibera and Ngong Kajiado.

    The two, Mark Mbao in company of his spouse Walley Mewange were arraigned at a Kibera court facing robbery without violence charges, in which they were accused of stealing Ksh 109,069 from their employers office.

    Vincent Nucci, a sub-Saharan Africa bureau Chief in charge of Italian Dumus Radio that operate From Ufungamano House, told Kibera Senior Resident Magistrate the two used their pass cards to access a safe room, which had the alleged cash.

    The Italian Radio Chief told the court that his human resource manager told him over the phone while he was in Italy that money had been stolen from his office.

    Nucci said he arrived at the decision of firing the couple after they were seen on CCTV entering the building.

    To make it clear, the two were neither seen entering the said safe room nor getting out with the cash according to CCTV footage at the radio station headquarters.

    With that out and aside, most employers have developed this tendency of accusing someone before terminating their contracts.

    According to a City lawyer Dr Ocharo, most of employers use the courts to blackmail the common termination clause on contracts.

    Dr. Ocharo told this writer that blackmail is the shortcut solution being used by  majority of employers to get through a frustration of purpose crisis.

    “Frustration of purpose is that period when the aim behind entering a contract or viability of the employee goes away.” Dr Ocharo explained to the writer of this site.

    Most foreign employers claim breach of contract by using constructive fraud.

    Most employees get sued for fraud they unintentionally did or some blackmailed by a their employers on committing nonexisting fraud.

    Dr Ocharo said that Employers have found a loophole to avoid paying for the remaining part of the contract by using Constructive fraud to fire and expel valid contracts.

    Fortunate for most employers, our courts of justice have fallen for this unfortunate acts.

    EACC is investigating the anticipatory bail issued to Kiambu Governor Ferdinand Waititu last Thursday.

    The commission on Wednesday said it received information the bail was issued by a magistrate who was on a sick leave.

    Principal Margistrate Brian Khaemba had declared the affidavit presented to the court by Waititu’s lawyer Ashiolya Biko met all the requirements for anticipatory bail.

    He was granted Sh500,000 anticipatory bail despite Judiciary regulations requiring that this is done by the High Court.

    EACC Chief Executive Officer Twalib Mbarak said the commission received credible information that Khaemba was on a sick off last Thursday, and had appeared just to hear the application before leaving.

    EACC raided on Waititu’s homes earlier on Thursday, seeking to recover documents linking the governor with tender irregularities amounting to Sh588 million.

    The governor is accused of awarding tenders to companies associated with him and his family members through which the millions were siphoned from public coffers.

    Earlier this month, the Kiambu County Government presented the Senate with a financial statement showing Waititu may have allocated budgets for functions unrelated to Kiambu.

    The anti-graft agency has told a court how Kiambu Governor Ferdinand Waititu, his wife and their daughter might have pocketed millions in kickbacks for contracts awarded by the government. In an affidavit before a Kiambu court, Ethics and Anti-Corruption Commission (EACC) accuses the governor of receiving kickbacks through his bank accounts and accounts of companies associated with him, his wife Susan Wangari Ndung’u and their daughter Monica Njeri.

    The affidavit by EACC investigator Regina Ng’ang’a details how two companies the commission said are owned by the three, received up to Sh30.6 million from a firm awarded a tender to construct roads late last year and early this year.EACC said Testimony Enterprises Limited, which had been “irregularly” paid a substantial amount “without producing certificates required to show the work done”, received Sh180 million between April last year and last April.

    Investigations showed that the company’s account was opened on March 27, last year by its managing director Charles Chege and Beth Wangechi Mburu, being the directors.Between July and October last year, Testimony Enterprises Ltd paid Sh25.4 million to Saika Two Estate Developers Limited, which is owned by Waititu and his daughter, according to EACC.

    Between October 2018 and January 2019, Testimony Enterprise Limited paid, from its bank account Sh5.2 million to Bienvenue Delta Hotel that is owned by Waititu and his wife, EACC said.  The commission said this emerged during an analysis of statements received from an Equity Bank account held by Testimony Enterprises Limited. It showed numerous transactions on various dates.The investigator told court their inquiries from Registrar of Companies revealed Waititu and his daughter are the directors of Saika Two Estate Developers Limited.

    EACC also said according to the Registrar of Companies, Waititu and his wife are the directors of Bienvenue Delta Hotel.“An analysis of evidence reveals the governor received kickbacks through his bank accounts and accounts of companies associated with him and his family members for contracts awarded by the county government,” reads the affidavit.

    Testimony Enterprise Limited was awarded a tender to construct eight roads on March 8, last year at a cost of Sh588 million.Mr Chege, on March 9,2018, accepted the tender.The detective indicted that the company had so far been irregularly paid a substantial amount of money. “The money paid was thereafter transferred to accounts of company directors and later to the account of the governor, his wife, daughter and companies associated with the county chief,” Ms Ng’ang’a said.

    EACC said money paid to Testimony Enterprise Ltd was transferred either directly or indirectly to the top county officials, their companies or relatives. “This therefore points to use of proxies for personal gain,” read the affidavit.Ng’ang’a told the court that on May 23, 2019, EACC executed search warrants where crucial documents were seized.EACC says it is based on this background that it is opposed to granting anticipatory bail to Waititu and Chief Finance Officer Faith Njeri Harrison.

    In the case, Waititu and Ms Harrison are named as applicants, while the Director of Public Prosecutions, the Director of Criminal Investigations, Inspector General of Police, EACC and Banking Fraud Unit are named as respondents.Last week, Kiambu Principal Magistrate Brian Khaemba granted the two a Sh500,000 bail each.

    Before the anticipatory bail was given, the governor had been arrested over corruption allegations.A statement by EACC chief executive Twalib Mbarak said the commission was investigating Waititu for the irregular award of tenders valued at Sh588 million to companies associated with him and his immediate family.Mbarak said investigations showed contractors paid money to senior county officials, their companies or relatives through proxies.

    He said investigations would also cover the fraudulent acquisition of public funds, conflict of interest and money laundering.Waititu has denied any wrongdoing and blamed his woes on political rivals.Ng’ang’a told court the money was irregularly paid to contractors and county officials in the 2017/2018 financial year.She informed court that the commission started investigations and obtained documents relating to the probe from the county government.

    An analysis of the documents revealed a Cabinet paper dated January 24, 2018 on the proposed improvement of County Gravel Roads to bituminous standard using soil stabilisation technology.The investigator said the purpose of the Cabinet paper was to seek approval and allocation of budget for improvement of 21.35 kilometres.

    The roads included a two kilometres Kimuchu-Corner 3 to Muthaiga road in Thika, one-kilometre Full Gospel-Githunguri Primary School road in Ruiru and the 3.7-kilometre Rainbow Hotel Eastern Bypass Road in Ruiru.

    There is also 2.6-kilometre Kahawa Wendani Nakumatt Supermarket to Kwan Ng’ethe road in Ruiru, the two kilometer Thika highway-Maraba junction and Witeithie town road in Juja, and Igegania health centre-Igegania Primary road measuring 1.05km in Gatundu North.Others are four-kilometre Kamirithu-Ngenia and Ngarariga shopping Centre Bibirioni Primary School road in Limuru, the two-kilometre Gathanja-Muchatha road in Kiambaa and the two-kilometre Karura Ka Nyungu road in Kabete.The affidavit shows the cost of constructing the roads was estimated at Sh600 million.

    Dear Ambassador Muthaura,

    RE: STAFF MEMORANDUM

    We write to you as KRA members of staff, to bring to your attention various grievances that we have had for a while now, that have been exacerbated by the events of Friday the 10th of May, which are well within your knowledge. A good majority of us have been with the authority for at least a decade now and in this time, we have witnessed its steady decline from employer of choice, to an environment of extreme distress for employees.

    Specifically, we would like to highlight the following;

    1. Ill treatment of staff

    a.) Disciplinary matters As KRA staff we are expected to uphold integrity at all times and carry out our responsibilities with this integrity intact. We understand this and we believe a good majority of us continue to embody integrity in performance of our duties. However, we admit that there are incidences of compromised integrity among staff members. We are governed by a code of conduct and we believe that this is where it should kick in.

    The code details very clearly the process to be followed where there’s breach of its provisions. There is an internal mechanism to address these issues. What we witnessed on Friday completely went against our expectation of fair administrative action from our employer.

    We were treated like terrorists and hardcore criminals. We come to work unarmed yet the officers who raided our offices were heavily armed as though they were confronting gun trotting gangsters. We believe this could have been handled much better, in a civilised manner without robbing employees of their dignity and terrorising every person who was at their work station in the affected stations.

    We have witnessed the continued harassment of these members of staff since then. The prosecution asked to hold them for a further 21 days to conduct investigations, despite a statement released to the press by the Commissioner General that these investigations had been ongoing for four months. We also take note that even up to their release on Friday, a good majority were yet to record any statement and were not even aware what crimes they were charged with as no charges had been preferred against them.

    If there is no malice, why was there an application to hold the officers for 21 days, yet we were all made to believe that this investigation had been conducted over many months and the evidence against the officers was solid? Why do these members of staff not know what crimes they are being held for? We read complete ill motive into these actions as they are designed to impart maximum suffering on the affected employees and meet the threshold for summary dismissal as outlined in the Code of Conduct.

    We are however relieved that the High court granted bail for some of the staff though others are still in custody.

    b.) Harassment and intimidation of staff As KRA staff we are completely demoralized, and the recent happenings have made a bad situation worse. Officers everywhere are gripped by tension as well as anger and bitterness at the treatment meted to the staff as a result of management decisions. Intimidation of staff is rife, and we cannot speak out in peace because we are reminded at every turn that our activities and communication are being closely monitored.

    We have witnessed unprecedented changes to the Code of Conduct designed to deprive us of our freedoms and rights. The Constitution guarantees Kenyans the right to privacy and specifically the right not to have the privacy of their communication infringed.

    The KRA code of conduct has always recognised this and in the version that has been in existence before the recent happenings, clause 6.2.1.7. characterised unauthorized tapping or eavesdropping on telephones or any other communication media, as gross misconduct and was prohibited.

    However, a revised Code of Conduct was circulated on Thursday 16th May and has notably expunged this article. It is anyone’s guess why this has been done despite it being a clear violation of the Constitution and an infringement of our rights.

    In an attempt to further infringe our rights, a new clause was introduced making it an offence “to apply, collect or solicit from other employees or from the members of the public for subscription, donations or any other form of assistance for the benefit of self or another employee without the written authority of the Head of Human Resource/CG/authorized officer”. We read this as an attempt to punish staff who are actively involved in fundraising efforts for the legal fees and bail for our colleagues.

    The practice of coming together as KRA staff has been ongoing from time immemorial because we are a family that stands together through all times. This has not been a problem before and is only now proscribed to continue harassment and intimidation of staff.

    We also raise issue with the fact that revision of the Code of Conduct has been done in a rushed and unprocedural manner to suit the current situation. Being an ISO Certified organization, we are bound to follow the proper procedure when amending official documents.

    A good example is the Discipline and Grievance Management Policy which followed the proper document control procedure, but this was not done with the Code of Conduct. We read ill motive into the current revision of the Code of Conduct.

    The Authority has treated us as people undeserving of any rights. Our communication is intercepted at will and the Authority has been flooded with intelligence operatives, ostensibly to spy on us so that we uphold integrity. Currently the Intelligence and Strategic Operations department hires more police/security trained officers than technical officers (as illustrated on their advertisement for jobs.) We do not understand why the Authority’s focus is internal cannibalisation as opposed to the bigger external threat of fraud. Staff that opt to resign from this toxic environment are victimised and harassed.

    The current level of intimidation has not been experienced before. This is surely not an environment where any meaningful work can be done, yet it is the reality we live with. The effect of this is clearly demonstrated by the revenue performance of the past few years. A toxic work environment fraught with threats and intimidation is not one where good performance can be realised.

    c.) Carrying food to the office Staff are barred from carrying food to the office in the name of security.

    For close to 6 years now this has been the situation. When this was first passed in 2013, staff tried to engage the Commissioner General but our memorandum despite having over 300 signatures was neither answered nor acknowledged.

    We have visited many offices and we are yet to find one where staff are barred from bringing their food or water into their workplace in the name of security. As you can well understand, many people would prefer to have home cooked meals which are healthier, more nutritious, and less likely to lead to food poisoning as compared to restaurant food. Exception from this bar to carry food is only granted where staff obtain letters from their doctors so that Security can issue a pass to access the building with food.

    This pass is renewable every three months. We do not understand the rationale behind this whole issue and seek your intervention on it.

    d.) Transfer of staff When working for an organization with offices in every corner of the country, one is prepared to work in any part of the country and KRA officers are no different.

    We reasonably expect that from time to time there shall be transfer and rotation of staff. However, we are greatly aggrieved by how this exercise is conducted. Often, it is done in a disruptive and unreasonable manner without due regard to the length of stay at a station away from one’s family, frequency of transfers, medical issues, succession planning, fairness and gender balance among other concerns. KRA has put itself out as an organization that is family oriented and that promotes strong families, yet this is not reflected in the manner that transfers are conducted.

    Further to this, there hardly seems to be any fairness and balance in the conduct of transfers. We have people who stay in one station for over 15 years whilst others will be moved several times within a period of 3 or less years.

    2. Management & Leadership

    a.) Communication channels In any organization there must be effective communication that flows two ways. KRA for a very long time has had an open communication culture. Staff interacted with each other at all levels in various events.

    Team spirit and cohesion was built through team building events and activities. Staff were able to talk to their team mates and their leadership in a relaxed atmosphere where issues were brought up and solutions sought. This contributed in a major way in fostering team spirit and a sense of family. This is however no more. There was also the opportunity accorded to staff to interact with each other in their respective regions at the annual end of year parties.

    These parties over and above having a good time, demystified management for staff as they interacted freely with each other boosting morale and team spirit. Another avenue of communication was at Commissioners’ conferences where the middle level managers, senior managers and top managers interacted, and staff issues were raised and addressed.

    Staff questioned management where they felt things were not moving in an acceptable direction and the same was resolved. There has been systemic elimination of this structure of communication and interaction, which staff have read as a ploy by the top management to avoid scrutiny and probe by the rest of the staff, limiting accountability.

    It has led to a situation where control is centred in the hands of one or two people leading to disillusion and dissatisfaction of staff without avenues to channel their feedback on any matter. Ideally the issues raised in this memorandum to you Sir, would have been addressed at forums such as the ones illustrated above. We need a reinstatement of the open communication culture that was healthy as demonstrated by among other things, past outstanding performance.

    b.) Disjointed leadership

    As KRA staff we have observed and taken note of the very obvious disjointed leadership. According to the structure the top management of KRA comprises of the Commissioner General, Commissioners and a few Deputy Commissioners.

    It is however very clear that some Commissioners are not trusted as was displayed by the operation carried out in their departments without recourse to them. It is a very sad state of affairs to have different layers of top management where some Commissioners are relegated to a lower level in decision making and consultation while others are elevated over them. There is no way KRA can move forward while we are all pulling in different directions.

    This disjointed leadership is bound to cascade down to staff and spreads confusion among the ranks. We need a top leadership that is pulling in the same direction in order to steer their departments and the organization as a whole towards prosperity and greater revenue collection.

    3. Work Environment Staff are not properly resourced to perform their duties.

    In many stations, staff have to contribute to buy basic amenities like printing paper and even printers. A good number of staff members have to use their personal laptops to perform their duties as the Authority does not provide sufficient computers.

    In this day and age, it is unacceptable for an organization like KRA to have a staff to computer ratio of less than 1:1. We are moving away from manual processes and yet officers still do not have enough computers, or proper internet connectivity. Basic amenities like furniture are also a challenge in many stations.

    Staff working in border offices and remote places have to contend with appalling working conditions while management continues to ignore their plight.

    4. Staff Recruitment, Career progression & Staff motivation

    a.) Recruitment Over time we have witnessed the death of the Graduate Trainee program which was invaluable in recruitment of staff for the revenue departments. This has therefore led to a glaring gap in succession planning. The revenue departments have a dire shortage of well-trained staff.

    We have seen a growth of employment of entry level staff on contract basis. This trend is a potential risk for the Authority as we handle sensitive taxpayer information and hence, we have short term employment handling very sensitive information. As a Revenue Authority that aims to be world-class, we need to embrace international best practice on staff matters starting from recruitment and engagement of staff.

    b.) Promotions and career progression:

    Officers have been known to spend over 10 years in the same grade especially the technical staff. Promotions are hardly conducted (except for very senior staff) and over the last three years alone we have observed promotions across the departments except for DTD and Customs and Border Control.

    These two are the heart of the Authority as they are the revenue departments, yet staff motivation is lowest in these departments. For progression one has to apply for positions in the support departments which seem to promote staff more frequently.

    Further to this, we take note that there is a bias in terms when hiring externally. Staff come in at very high grades while we are still slogging away at low grades many years later, yet we have built up technical expertise that can hardly be obtained from any other employer especially on tax matters. Staff are also subjected to long acting periods that go contrary to the Authority’s policy.

    We currently have staff who were appointed to act in positions in 2017 and are still performing those roles to date, without renewal of this appointment that expired after 6 months. In essence, staff are allocated higher responsibility that goes unremunerated. It remains a mystery why these vacancies have not been filled two years later.

    c.) Remuneration & Benefits

    The last time there was a review and increment of our basic salary was in 2009. In that time the cost of living has shot through the roof, yet we earn the same amount. There is an annual inflation adjustment at the beginning of each financial year but for most people it translates to below 5,000 shillings after tax. This annual increment is not commensurate with the increase in cost of living. We have also seen benefits like mortgage almost disappear because the Authority has no funds. The queue of people who’ve applied for mortgages and are waiting is testament to this. The benefits that accompanied working for the Authority have been significantly eroded.

    5. Integrity

    This is a major issue and to a large extent what has brought us to this place that would be seen as a breaking point for staff. We support the call to uphold integrity in our daily endeavours as KRA employees. We agree that there can be no compromise on this, and it behoves all of us to uphold integrity in our work in every way and in every area. In this regard, we support the fight on corruption.

    However, we feel that this fight has not been a genuine fight. We feel that there are targeted attacks on low cadre staff and yet there are glaring integrity issues right at the heart of management and helm of the Authority.

    We are all privy to the recent issues regarding the recruitment of both the DTD and Customs commissioners. The opacity and intrigues of this process played out in the public gallery, yet this does not seem to be an issue for the management.

    We have seen flawed recruitment processes especially in the appointment of the ISO commissioner which we are well aware is an issue raised by our external auditors. As members of staff, we are privy to all this and all the surrounding theatrics and we are convinced that any fight to uphold integrity driven by a department whose very existence defies that integrity, lacks genuineness.

    If we are to fight for integrity, the same must be demonstrated from the very top to the bottom. It cannot be that we use different yard sticks to measure integrity depending on whose actions are being examined. While we support the fight against corruption and the need to ensure that integrity is upheld by every member of staff, we aver that this fight must be conducted in a manner that respects employees’ constitutional and human rights.

    Taxpayers confidence in KRA staff has been significantly eroded as we have been portrayed by our employer as completely corrupt and untrustworthy. Even the simple act of coming together to support our colleagues is being portrayed in the press and in court as an attempt at sabotage.

    Despite being on the platform and monitoring the communication while sending veiled threats to people who seem outspoken on the group, the management has taken to the media to accuse us of planning sabotage. How do we abandon our brothers and sisters in their hour of need when we are not even sure when this mistreatment shall be turned on the rest of us? Why have we no right to speak out in one voice? How is helping to raise funds for their monumental legal fees sabotage of operations?

    This demonization of staff we feel is self-defeating and it makes it impossible to bridge our current revenue shortfalls. We are a revenue collection agency and the staff feel that we have lost focus and understanding of what our mandate entails. The fact that we have missed our targets year in year out for a while now is testament that we are headed in the wrong direction.

    Conclusion Sir, we need to pull in the same direction as KRA due to the very important responsibility placed on our shoulders. For any meaningful development to be realised in this country, KRA must play its role as a revenue collector to ensure the government is well financed to meet its development agenda for the people. At the very core of the Authority is its workforce. A happy workforce that operates with the support of the management will ensure a very prosperous KRA.

    We are ready to work towards greater prosperity of the Authority, but we ask that we be treated with dignity and be provided with a conducive environment to work devoid of threats and intimidation. We have full confidence in your board, and this is why we have chosen to address our grievances to you, albeit in a clandestine manner because we fear individual victimization. We have suffered in silence for a long time.

    Often, staff are victimized, and we are silent, so this practice has continued unabated. Now we can no longer stay silent. We implore you and your board to look into the grievances, many of which are within your knowledge from the meetings you held with staff around the country. We look forward to your action on our grievances and continued wise stewardship of KRA. God Bless you and God Bless KRA.

    Agriculture Cabinet  Secretary Mwangi Kiunjuri has declined to authorise the importation of more maize.

    NCPB stock records indicate that they have bags to run for only one month in storage.

    CS Kiunjuri says the decision to authorize maize importation requires approval of a full Cabinet.

    CS Kiunjuri said duty-free imports have been controversial in the past years.

    The CS told a local press that he’s going to involve the entire cabinet in the vital decision in order to avoid political cartels that always make huge profits from such importations.

    Initially, ministry of Agriculture used to apply for tax waivers from the Treasury. The ministry would later issue permits to specific traders and millers who later imports duty-free maize.

    Maize is the staple food in many poor households and the anticipated shortage would lead to massive prices hikes of maize flour and products.

    “I know time is running out, but I will leave that decision to be made by the Cabinet. I understand that landmines are being set for me and that is what I am avoiding,” CS Mwangi Kiunjuri in a media press.

    The Government had said that they have 21 million bags, which from their estimations would sustain the country until mid June.

    The NCPB is also set to release 3 million bags to Maize Miller’s. The bags are from governments Strategic Food Reserves.

    In 2017, Treasury CS Henry Rotich and the then Agriculture CS Willy Bet were subjected to thorough scrutiny and grilling from the Senate for abuse of the importation process.

    Last year, the Senate agricultural committee members accused Mr Bett of opening gates of cheap maize which affected local farmers products that were already in the markets.

    Gerald Musila, the Executive Director of Eastern African Grain Council, said that the maize will arrive more than 3 months later.

    Musila emphasized that the process should have been authorized months ago because it takes over 3 months for maize to reach Kenya from any suitable country.

    Kenya had previously imported controversial maize from Mexico that took over 4months to reach in the country.

    Our agricultural statistics indicate that Kenya depends on maize imports from Malawi and Zambia.

    However, Zambia has barred all maize importations and Malawi crop production was massively affected by Cyclone Kenneth and Cyclone .

    Tegemeo Institute researcher Dr. Timothy Njagi, said the needs to be an accurate assessment of the amount of maize in the country.

    In support of Dr. Njagi’s advice was Dr. Andrew Tuimur, the Chief Administrative Secretary at the Ministry of Agriculture.

    Dr Tuimur said that the ministry want to avoid the repeat of mistakes that made in 2017.

    In 2017, the government subsidy programme intended to import 6million backs but a backdoor deal between the ministry and Millers saw 10million bags being imported in.

    In April this year, Kenya’s inflation rate increased to 6.58% from the previous 4.35%.

    Kenya Bureau of Statistics (KNBS) has projected a very sharp rise and increased maize flour and corn related food prices.

    KNBS also reported that the maize shortage is going to cause a price upsurge on nonalcoholic and alcoholic drinks as from mid June.

    Expect Omtahtah an household name to swing into action when he’s needed. Days after KRA shortlisted candidates to succeed the outgoing CC John Njiraini, Okiya has moved to court to block James Githii from being appointed. He has been fronted as the most likely candidate to take over.

    Omtahtah alleges an elaborate plan hatched by KRA Commissioner General John Njiraini on his successor. In his petition, Okiya says that in a well planned sham, Njiraini created illegal position of Commissioner of Intelligence to have James Githii Mburu to succeed him. Omtahtah also alleges Githii’s appointment was irregular and that he wasn’t taken through a competitive process instead handed on a silver plate.

    Okiya goes further to say that James Mburu and Njiraini are relatives causing more conflicts in the whole saga. Many Kenyans have been of the opinion that the position should be rotational with many criticizing the thought of another Kikuyu taking over from Njiraini.

    The petition has been filed at the Employment & Labour Relations Court to have Mburu barred from being appointed.

    Mburu is said to have led the team that unearthed the scams at KRA leading to the recent arrests. Unconfirmed information say he was handpicked from the military intelligence.

    Nairobi Assembly’s County Clerk Jacob Ngwele has been arrested and currently being held by Dubai authorities. Ngwele together with other County Board members had travelled to Dubai for meetings that can’t be accounted for.

    Unknown to him, there was a court order for his arrest should he be spotted anywhere in Dubai. According to the document in our possession, Ngwele for Nairobi County had secured services of a firm to hold trainings for county members in Dubai.

    This accrued a bill of Sh4M which is the amount he’s being held for, goes back to 2016 when the bill was piled. So the firm went to court and an order of arrest on sight issued.

    Ngwele was picked from his five star hotel where he was staying by Dubai police. According to our sources at City Hall, there are currently an arrangement by the County’s Accountant Basil Omondi working on instructions to send the Sh4M to Dubai for Ngwele’s release.

    We also learn that the amount Ngwele is being held for had already been paid according the county books. This is a flag for misappropriation that we shall revisit later.

    Our sources also intimates to us that frantic calls are being made by his ground soldiers. The acting speaker and deputy clerk have rushed to foreign affairs to stop the story from escalating.

    Ngwele is just fresh from the courts over corruption accusations. Ngwele was accused of colluding and stealing close to Sh1 million through a tender to supply books to the Nairobi County Assembly resource centre.

    The prosecution said the books were never delivered despite Primara Ventures receiving payments.

    He was charged  jointly with 6 others for the  conspiracy to defraud. It was alleged that between March 6, and July 5, 2017, with intent to defraud the Nairobi assembly, they flouted procedures in the procurement of books for the city resource centre by irregularly paying Sh997,926 to Primara Ventures.

    Ngwele is not new to this site as we’ve previously wrote how he leads the City Hall Cartels and also his war with assembly’s speaker Beatrice Elachi. An MCA who talked to us said the two went full throttle after the speaker wrote to the EACC to investigate Ngwele over multiple corruption deals.

    Things then turned ugly with the speaker impeached after what the MCA talking to us said was a coercion, “that was not voting, they simply threatened MCAs, if you voted for madam you risked losing all the luxurious committees, the trips and per diem.”

    A court order has been issued to allow the speaker resume office but Elachi’s efforts to access her office had been futile. However, on a recent interview, County’s Majority Leader Abdi Guyo who was the headliner in removing the speaker said that they won’t respect the order and vowed not to let her resume office.

    City Hall has never been short of scandals and dramas. Currently, there’s a fierce war ongoing. Now that it’s evident Ngwele ‘alikulala pesa’ will the Governor relieve his tribesman and a confidant from office for misappropriation of the Sh4M?     Lately, the Machakos Governor has been extra vocal  on national values perhaps the rumors that he’s positioning himself for a bigger seat in 2022 could be true.

    The governor had dealt into a menace and a topic that many have been disgusted with, politicking in funerals, politicians have mastered the art and travel to the villages every weekend for funerals where the mourners gives them unsolicited large audience.

    Church and funerals have given politicians platform to trade banters and it’s getting really dirty and morally disturbing.

    “It is quite disheartening to go to a funeral where relatives of the bereaved are subjected to improper and most of the time callous political talk by some of our leaders.” Said Mutua while opening up on the subject.

    He went further, “Some people wait for someone to die so that they can use the audience that has come to pay homage to the deceased and the funeral as a platform for insulting others and to engage in empty politics. Any leader who goes to a funeral and uses the occasion to attack others or make wild political statements should be banned from speaking in funerals.”

    Most of these leaders don’t even go the funerals to mourn instead take advantage of the grieving family and the dead to advance their agendas, “Why take advantage of someone’s death to enhance your personal agenda? That is not only selfish, greedy, wrong but also sinful. Most of the time, the politicians do not even know the person who has died nor have any personal connection with the bereaved family. All they see is an audience that has to listen to their vitriol.” Mutua continued.

    “People attend funerals to comfort the bereaved and to pay their respects to the beloved one who has left this world. They do not attend funerals to witness name calling, campaigns and even microphone grabbing. As a nation, we need to have better decorum and to reject the leadership of such leaders whose hunger for identity and fame blinds them to the reality at hand. They are just users who do not care about you and me and Kenyans who want development.” He said in parts.

    He concluded by sending a warning and shaming such leaders, “Shame on you heartless leaders who use funerals as podiums to play empty politics. May God find creative ways of punishing you severely.”

    Its unlikely that the governor’s sentiment is going to shift gears but these things must be said. Apart from politicians dancing on the graves of the dead, it’s kore hurting what happens in the church. Every Sunday we see clergy shamelessly giving politicians the pulpit to spew their vitriol. It’s morally wrong and the Lord must be annoyed for turning the church into a political place.

    We’ve heard of many cases of police officers going through depression given their working conditions. We often wake up to news of a cop opening fire at colleagues or more often, killing their spouses before turning the fire on them.

    However, we’re not used to these officers publicly talking about what they’re going through. More often they bottle their feelings only to erupt in a cold blood revelation.

    Apollo Kioria a police officer posted in Murang’a has for the past days taken to his Facebook page to speak out about his conditions after getting injured in the line of duty. In what seems as his last resort, the distressed officer has opened the lid to tell a story which many officers are silently going through.

    On the 16th May, Apollo pricked the balloon with the post below:

    X-rays for now reveals broken screws and a migrated nails a condition that has beencausing some very painful moments.The medical specialist has recommended removal.

    My salary was stopped 9months ago and therefore no longer covered by the insurance scheme that caters for surgery.
    Attempts to have my problem addressed has fallen on deaf ears and the scooter that I use for mobility to avoid the painful strain was impounded at central police station three weeks ago for now.

    Its sad how the administration had mistreated Apollo to the extent of throwing him under the bus. He was injured while on duty, the government ordinarily must take the treatment responsibility and more importantly, our men and women in uniform deserves better treatment. These people do much to the country.

    There need to be a culture switch in the forces more so we need investment in mental healthcare, so many officers are going through PTSD unattended. This a reason we keep getting Of bizarre shootings. Apollo deserves to be treated better and justice served. Restore his salary, treat the gentleman and more importantly, treat our men in uniform with respect and dignity deserved.

    Juja Police have arrested Mwitethie ward Member of county assembly, Julias Macharia Taki.

    Taki was arrested yester night at around 8pm alongside his driver, George Ngugi Kiarie.

    Juja area OCPD told the investigators of this site that they received a tip off from a ‘concerned’ citizen, that the two were driving a black Toyota Hiace with pics of DP Ruto in full Military fatigue.

    Probably no, because they are busy in corridors of courts seeking their freedom and ‘justice’.

    Our August house is full of crooks and masterminds of fleecing the coffers.

    Chapter Six of the our new constitution that basically entails Leadership and Integrity Act, looks like a printed joke.

    Almost every elected member of parliament or even the senate has a case or piles of cases to answer, defend and mostly, clear their names.

    Kenya’s economy has been crippled by massive fraud, multi-billion graft and high-end forgeries all courtesy our elected and appointed officials.

    Francis Ole Kaparo, the chair of the now dysfunctional NCIC has also not been playing his role.

    This has created a niche that encourages hate speech and incitement to violence from the mouthy government officials.

    The corruption that is in this country is unbelievable.

    All scandals are linked from one member of the parliament to another corrupt deal cleared by a member of Senate to another fraud that touches the Executive which leads to another corrupt clearing by the Judiciary.

    In a working democracy, The Leadership and Integrity Act laws are supposed to be governing the government officials.

    Also, Public Officer Ethics Act is supposed to be working according to our new constitution.

    Ethics and Anti-Corruption Commission was crippled when the President appointed a retired Archbishop, Eliud Wabukala, to leader and govern corrupt government officials.

    Actually, our constitution has well thought out Laws that can actually work to make our country better and great.

    These acts are supposed to be governing our members of the national house of laws.

    c) National Assembly standing
    Orders and,
    d) Speaker’s Rules.

    Over 50 Legislators in the August house and another 30 from the Senate have active cases of Criminal Offences.

    But the most affected ones are members of the parliamentary committees.

    These legislators have active cases and allegations of extortion, bribery, corruption, breach of parliamentary acts and national assembly orders.

    Parliamentary committee members are the master chiefs of all major fraud and scandal not forgetting the massive bribes they collect to clear corrupt dealings within the houses.

    Samuel Kimeu, the Executive Director of Transparency International says very little has been done to realise the full functions of the Constitution.

    “Until we get a way in which State officers can lose benefits and stature when charged in court, we may not make much constitutional progress,” Mr Kimeu told a local press.

    David Gikaria was on 28th of January arraigned in court on eight counts of land fraud.

    On 25th June this year, Nakuru Town West MP Samuel Arama was also arraigned in Nairobi’s Milimani anti-corruption court on charges of conspiring to defraud Mr Ahmed Muhammad land in Nakuru Municipality in August 2015.

    Mr Arama was also charged of Misleading Ethics and Anti-Corruption Commission investigators.

    The notorious Bahati MP, Kimani Ngunjiri was on also arrested arrested for assaulting a lady traffic officer in Nakuru Town.

    He was later released by the court after they agreed to settle the matter privately.

    Bobasi MP Innocent Obiri is still fighting in the corridors of justice after he was charged with breach of peace by a Kisii High court.

    Mr Obiri was arrested and charged alongside his bodyguard Charles Nyakweba, who was charged separately of assault and malicious damage to property.

    Former president of Lamu County Issa Timamy was also charged with terrorism in 2014. A case that has been mentioned for over 4 years now.

    Changamwe MP Omar Mwinyi was earlier last year sentenced to four years in prison with an alternative fine of Sh1 million.

    He was charged and found guilty of assaulting two police officers during ODM party nominations in April 2017.

    Lugari MP Ayub Savula has a case to answer on charges of fraudulently obtaining Sh122 million from the Government Advertising Agency (GAA).

    Embakasi North MP James Gakuya was last year charged jointly with 12 others, of acquiring fraudulently Sh39.9 million from National Government Constituency Development Funds.

    The mouthy Sirisia MP John Waluke was arrested over corruption allegations that he denied at preliminary investigation but later a city court said he has a case.

    The controversial Nandi Hills MP Alfred Keter was charged alongside two businessmen with multiple counts related to forgery of Sh633 million Treasury Bills.

    Mwingi Central MP Gideon Mulyungi, who was a principal secretary, was in October last year charged with hate speech against the Presidency.

    Court Allows KRA to Collect Sh2.7B Withholding Taxes From Sportpesa

    The Kenya Revenue Authority (KRA) has received a go ahead to collect more than Kshs 2.7billion worth of monthly taxes on withholding tax on winnings from Sportpesa.

    This follows a ruling by Milimani Commercial Courts Chief Magistrate, Peter Gesora, allowing KRA to collect withholding taxes on winnings from betting games on the Sportpesa platform among others, that have been failing to withhold tax on winnings.

    The landmark ruling delivered on Thursday, 23rdMay 2019arose from a 2014 suit filed by a Mr. Benson Irungu against Sportpesa Ltd trading as Pevans East Africa. The suit sought to stop Sportpesa from deducting and remitting taxes arising from Mr Irungu’s and any other person’s winnings.

    In his ruling last Thursday, Chief Magistrate Gesora while dismissing Mr Irungu’s case noted that the nature of sport betting, winnings are unpredictable and a player cannot be certain of the amount that he will win.

    “That being the situation, it is not sound to argue that certain amounts should not be collected by withholding tax agents. Revenue collection is well regulated by statute, and by the fact that Sportpesa is a tax agent is a clear indicator that all those using its platform are obligated to pay tax on their winnings,” Gesora ruled.

    The Chief Magistrate added that the KRA Commissioner of Domestic Taxes is mandated to collect taxes from sport betting firms and remit the same to the Sports, Arts and Social Development Fund as set out in section 35 (1) (i) and (3) (h) of the Income Tax Act.

    He further advised Mr Irungu to explore provisions for refund if necessary as enshrined in the Tax Procedures Act.

    In the rollercoaster suit and prior to the ruling on Thursday last week, Mr Irungu had on 22nd May, 2014, obtained Court Orders restraining Sportpesa from making any withholding tax deductions on any person’s winnings from a bet or game of chance conducted by the firm.

    Aggrieved by the order stopping Sportpesa from deducting withholding tax on winnings from betting, KRA which had not been party to the case sought to be enjoined as an interested party while seeking to set aside the earlier orders.

    On 29th March, 2019, KRA’s Legal counsel successfully obtained an order from Court setting aside orders obtained by Mr Irungu’s on 22nd May, 2019 and issued by Senior Resident Magistrate D.M. Kivuti sitting at the Milimani Commercial Courts. The orders had temporarily stopped the operations of crucial Income Tax Act sections (Sections 2, 10, 34 and 35) effectively rendering KRA unable to collect taxes amounting to Kshs 2.7Billion per month; earmarked for national development projects.

    As per the budget statement read last year by National Treasury Cabinet Secretary, Henry Rotich, taxes drawn from betting activities are earmarked to finance sports, art, cultural developments and the rollout of the Universal Health programmes.

    Jiggers are tearing apart thousands of the families in the larger Gusii region.

    Most of the affected counties are Kisii and Nyamira.

    For instance North Mugirango constituency, Nyamira county, almost all family members are infested with the deadly jiggers.

    In Kisii County, Kitutu Chache North and Kitutu Chache South are the areas that has worst jigger infected families.

    Ahadi Kenya through their CEO and Founder Stanley Maina Kamau says Ebitono, Getengereri and Orwaki villages are the worst affected and needs government intervention.

    Ahadi Kenya Trust is a Not-for-profit Organization that was started in 2007 by Stanley Kamau.

    It focuses mainly on activities that help and promote eradication of jiggers.

    Currently Ahadi Kenya Trust has registered over 3 million jigger infested Kenyans.

    This number is totally worrying and heartbreaking statistics from a non governmental group in presence of our government.

    Martha Ogoti, a primary school teacher from Kericho Says so many of her pupils from Nyamira dropped out of school due to Jigger stigmatization.

    Martha Ogoti, is the founder and chairperson of Minto Anti-Jigger Campaign Group.

    A self help group that helps pupils and families mostly affected by jiggers in Nyamira County.

    Joseph Ongambi, a jigger infested man from, Nyag’enche village of Nyangena location in Kitutu Masaba told a local press that all of his family members are infected.

    Ongambi holds a believe that his neighbour is the one that bewitched him, his wife and their 4,6 and 8 year old children.

    Ongambi told the writer of this site that his wife has been diagnosed with anaemia because of the ‘witch’ sent jiggers.

    He also believes that the witch neighbour was envious of his progress in life and used dark force to infest her tippler and anaemic wife with jiggers.

    The act that has torn apart his family and made their lives more miserable.

    Poverty and poor hygiene is the root cause of the jigger menace in the counties.

    But Charity groups are throwing strong blame to county government for not creating much awareness and even supporting their initiatives to eradicate the jiggers.

    Samuel Nyangeso, former Kisii town Mayor supported the allegations from charity groups and urged Gusii political leaders to be forcefully enjoined in the fight against jiggers.

    This is not the first time jiggers are tearing apart families in our country.

    2 years ago, Jiggers almost wiped out Kenyans residing in Kiambu and Murang’a were it not for governments interventions.

    This came after consistent cries from Ahadi Kenya Trust Chair Stanley Kamau and 2005 Miss World Kenya winner Cecilia Mwangi.

    Nothing much seems to be working even though Jubilee government declared March 3 of every year a national day in togetherness to fight against jiggers.

    The government is supposed to invest in a comprehensive survey that will unveil the exact number of people affected by jiggers countrywide.

    The government needs to intervene with most urgency because the traditional method of using unsterilized pins and blades to remove the jigger is not only dangerous to the affected person but also risks getting foreign transmissible viruses like HIV.

    The government of Kenya launched Huduma Namba an initiative that had been collecting all details and bio data of Kenyans who volunteered to register.

    First, it was a voluntary process, that later the government through it’s Interior services Cabinet Secretary Dr Fred Matiangi, imposed drills of threats that it’s key to all government services.

    The government also invested in a scare drill through Communication Authority Chair that it’ll switch off all SIM cards of those that will not register for Huduma namba.

    Which doesn’t make sense at all. If the government already knows citizens who are not yet registered on the namba, why else do they need to register?

    But it should be to everyone’s knowledge that Huduma namba has totally nothing to do with nor linked to any form of delivering government services.

    Either way Jubilee government has not been good in either case, at offering it’s mandatory services.

    They surely don’t need namba to offer services neither do we need that Huduma namba for us to get government services.

    Jubilee administration is full of corruption and corrupt leaders. Wit full of projects that swindle the State.

    The President has been appointing corrupt people to represent his administration and our country in and outside the country.

    This is coming at a time when almost, if not all, of government initiatives and services filled with massive graft scandals.

    This is the only government initiative that recorded very less, almost none, criticism.

    This raises red flag on what’s the main reason behind this government sponsored Huduma namba initiative.

    Everyone who is over 18 years in Kenya has a unique Identification Number. This is linked to almost every services you may require in this country.

    Services like buying or selling properties, opening a bank account, accessing your accounts, insurance, accessing health services, traveling in and outside Kenya and many more they are all linked to ID cards.

    This is not the only number the government of Kenya wants us to have, all of Kenyans by birth are issued with birth certificates, which also have a unique “service” number which mostly are used to register students and pupils.

    From Driving licenses, KRA PIN numbers, passport number, index numbers, License number and many more more numbers

    Kenyans are tired of having ‘Unique service numbers’ that majority are irrelevant and not part of government services.

    The President should now explain to Kenyans why the tax payers are losing money to this irrelevant initiative.

    Who is this that has landed the multi-million tender for printing new Huduma cards?

    Who is this that will supply the Huduma namba database software?

    Who is benefiting from the tender to supply computer hardware and most important, who’s gonna bag the multi-billion-shilling system maintenance contract?

    That’s the only way we will know the dark forces and companies behind the Huduma namba initiative that is already swindling the coffers.

    Kenya has been facing multiple cases of election rigging and government breaching and snooping on citizens privacy through their telecommunication and biometric data.

    This is not the first time our government has invested in initiatives that made massive losses.

    We all know of SGR, Galana- Kulalu irrigation scheme, Afya House scandal , multi billion Dams scandal , NYS, class 1 Laptops and not forgetting Sh1B oil spill scandal at KPC.

    The initial reports indicate that the Huduma Number innitiave will cost over ksh6 Billion. This is also said to triple up if you include maintenance services.

    This initiave comes amid the much anticipated Ksh 25 Billion national census

    Is the government committed in offering serious services to common mwananchi or they’re just concerned with their own plans to swindle while it lasts.

    The World Animal Protection, an international not-for-profit organization that guards’ animals from cruelty and suffering launched the Animals in Disaster initiative, seeking to promote animal protection within national disaster risk management systems.

    In partnership with the County Government of Laikipia, Department of Veterinary Services and the University of Nairobi, the public campaign was launched yesterday in Nanyuki town. It strives to facilitate swift response to animals faced by disasters such as diseases, floods, drought, landslides and fires. All partners and members of the public signed a pledge committing to protect animals.

    “Every time disaster strikes, livelihoods and productive assets are affected among them livestock and working animals. The negative effects are destructive on the family unit and overall community resilience. The Animal in Disasters initiative seeks to invest and enhance animal protection through effective disaster preparedness and response,” said Tennyson Williams, Director for Africa, World Animal Protection.

    World Animal Protection is supporting countries achieve the Sendai Framework for disaster risk reduction (2016–2030) whose main objective is to reduce disaster risks that undermine development. This year’s Animal in Disastersinitiative is running in South America (Costa Rica, Brazil and Mexico), Asia (India & Thailand) and Africa (Kenya) with the global initiative having converged in Geneva during the global United Nations Disaster Risk Reduction (UNDRR) meeting held from 13 – 15 May 2019.

    In Africa, represented by Kenya, the campaign will supportthe development of animal disaster funds (ADF) in partnership with the government at national and county levels. Once established, the ADF will facilitate rapid response to animal disasters caused by notifiable diseases and natural hazards.

    It will also facilitate the establishment of National and County Animals Emergency Disaster Plans, support training for specialised veterinary response and establish animal evacuation and holding facilities.

    “Livestock husbandry being a devolved function, we have made great strides toward the protection of animals through legislation and deliberate projects that promote animal welfare.     Under the slogan #DontForgetThem, the global campaign is anchored on four focus areas: Policies; Capacity Building, Animal Disaster Financing (Funds and insurance) and Public participation.

    The Animal Disaster Fund will: develop Animal Emergency Response Plans for livestock, companion animals, working animals, wildlife, and aquatic animals; prepare, respond and recover from animal related disasters; establish Veterinary Emergency Response units; as well as support veterinary emergency training at the University of Nairobi, AHITIs, national and county Departments of Veterinary Services.

    It will also develop and disseminate disaster preparedness information to animal owners and the public; integrate animal welfare and disaster risk reduction into livestock extension services, also develop and upgrade livestock infrastructure to be disaster-ready to support relocation and recovery.
