    Kenya Kwanza Politicians Slam Court for Suspending Controversial Finance Bill

    Kenya Kwanza politicians have strongly criticized the court’s decision to suspend the implementation of the controversial Finance Bill 2023.

    Led by water cabinet secretary Alice Wahome, they argue that the court failed to consider the opinions of the majority and instead reacted to the petition of a single litigant.

    During a Thanksgiving event in a Murang’a church for one of the officials in the office of the interior cabinet secretary, Charles Karundo, the leaders expressed their concerns.

    They stated that halting the implementation of the bill would hinder the government’s commitment to achieving the goals outlined in the 2023/2024 financial budget.

    Wahome emphasized the need for the executive, led by the President, to receive support from other branches of the government in order to successfully implement projects aimed at improving the lives of Kenyans. She pointed out that by suspending the bill, the government would have limited resources, as taxes are the main source of funds.

    Kiharu MP Ndindi Nyoro stated that the implementation of the Sh. 3.69 trillion budget relies on the finance bill. While respecting the judiciary’s independence, he asserted their right to appeal the court’s ruling on the bill.

    Nyoro accused opposition leaders of deliberately obstructing the government’s operations, claiming that some of the budget programs were intended to uplift the livelihoods of ordinary citizens.

    Several other Members of Parliament, including Joseph Munyoro (Kigumo), Gitonga Mukunji (Manyatta), Njuguna Kawambui (Gatundu North), and John Kaguchia (Mukurweini), vowed to employ legal means to ensure the implementation of the bill.

    Kenya Kwanza politicians argued that Kenyans expect the government to stabilize commodity prices and lower the cost of living.

    President William Ruto took action last Monday and assented to the Finance Bill 2023 following the approval of tax measures by lawmakers. The aim of these measures is to generate funds for the Sh3.6 trillion budget.

    Last Wednesday night, Members of Parliament endorsed President Ruto’s proposed Finance Bill, 2023. This budget marks the first for the Kenya Kwanza administration, which has prioritized the Bottom-up Economic Transformation Agenda with its five pillars.

    The Sh3.6 trillion budget seeks to strike a delicate balance between debt servicing and economic stabilization. It allocates Sh1.5 trillion for recurrent expenditure, Sh718 billion for development, and Sh986 billion for servicing public debt.

    The Bill successfully passed after the National Assembly Finance and National Planning Committee chairman, Kuria Kimani, conducted the third reading.

    As a result, Kenyans will now have to allocate more of their resources to finance President Ruto’s initial budget as the Head of State.

    Woman Exploits Pregnancy to Extort Money from Partner; Man Faces Jail

    A man who had been paying Sh80,000 in monthly upkeep for his unborn child with his estranged lover has been threatened with a one-month jail term if he fails to settle the outstanding arrears of Sh320,000 within two weeks.

    The arrears, which were filed as a contempt of court application in May 2022, amount to four months’ worth of payments.

    Last year, N.E.W, the woman involved, brought the case to court, seeking monthly upkeep for her unborn baby, which was conceived with the man, I.S.

    Woman Exploits Pregnancy

     

    On June 12, High Court Deputy Registrar TE Marienga ruled that the man must pay the arrears specified in the consent judgment within 15 days; otherwise, he will be incarcerated for 30 days, with the woman being responsible for his daily subsistence.

    The court found that I.S. had failed to fully comply with the consent judgment established by Justice Antony Mrima between him and the woman.

    Initially, when the woman sued him, the man voluntarily entered into a consent agreement, agreeing to pay her Sh80,000 per month as upkeep for the unborn child. The matter was subsequently withdrawn.

    The agreement, facilitated by lawyer Danstan Omari on behalf of the woman and the man’s lawyers, included a one-time payment of Sh250,000 to cover all expenses incurred by the woman since conception. They also agreed that the woman would have full custody, care, and control of the child.

    Additionally, the man committed to providing annual medical coverage for the mother and child, including inpatient services, and allocated Sh50,000 for outpatient care.

    He also promised to make monthly payments of Sh80,000 on or before the 5th of each month for the child’s upkeep.

    While the man made a few monthly payments and provided the one-time payment, he stopped paying altogether in January 2022, leading the woman to sue him for disobeying the court orders.

    The woman claimed that the father of her baby had disregarded the court orders derived from their consent agreement.

    In his defense, I.S. argued that he had not refused to pay but stated that his business had been adversely affected by Covid. He requested a review, proposing to pay Sh40,000 instead of Sh80,000 until his business improved.

    He claimed to have significant expenses, including rent, salaries, school fees, family support, medical costs, loan repayments, and more. He argued that he had only Sh100,000 remaining and could allocate only Sh40,000 for upkeep.

    He further asserted that the woman was employed and earned a decent salary, suggesting that she could care for the child while he revived his businesses.

    The court dismissed his request to modify the payment amount, stating that renegotiation could only occur if both parties agreed to it.

    The court ruled that the man was in breach of the consent judgment, dated May 18, 2022, and noted that he had the opportunity to pay the proposed Sh40,000 since January but had failed to do so.

    Furthermore, the court emphasized that there was no evidence to support his claimed expenses and deemed his actions not in the best interest of the child, as required by law.

    Prior to the consent agreement, the woman had stated that she had a brief, intimate relationship with the man from January to March 2021, which resulted in her pregnancy.

    She alleged that they broke up after he became violent and accused her of infidelity. Despite his constant threats and lack of emotional and financial support, she decided to keep the child.

    During this time, she claimed that she needed child upkeep due to her unemployment and the emotional turmoil she experienced while going through the pregnancy alone.

    Londiani Tragedy: Murkomen Promises Gov’t Support To Families, Erection of Speed Bumps

    Londiani Tragedy: Roads and Transport Cabinet Secretary Kipchumba Murkomen has directed the erection of speed bumps at the Londiani Junction in Kericho County to curb road accidents.

    The measure comes after a tragedy that claimed the lives of at least 51 people and left 32 others hospitalized.

    Speaking after visiting the scene on Saturday, CS Murkomen stated that the government would support the families of the accident victims.

    In the accident, which occurred at 6:30 pm, a truck heading to Kericho allegedly lost control and ran over pedestrians, business people, and parked matatus along the Nakuru-Kericho highway. Eyewitness reports indicate that the trailer veered off the road and collided with numerous hawkers.

    Kericho Senator Aaron Cheruyiot, who also visited the scene, called for the commissioning of Londiani Sub-County Hospital due to the lack of adequate health facilities. He highlighted that existing facilities in Kericho were overwhelmed as accident victims were rushed to multiple hospitals.

    In response, Kericho Governor Erick Mutai announced the enforcement of a 50 km per hour speed limit in the affected section. He assured the affected families that the government would cover the hospital and postmortem bills and provide further support during their time of grieving.

    The governor also appealed for blood donations to assist those in hospital and mentioned plans for a harambee to ensure a dignified send-off for the deceased without burdening their families.

    Earlier, Interior CS Prof Kithure Kindiki expressed his condolences to the accident victims and urged road users to strictly adhere to traffic rules. He specifically called on drivers to exercise caution, avoid speeding, overloading, and dangerous driving.

    Prof Kindiki also directed traffic officers to enforce road safety measures vigorously to prevent similar incidents. He emphasized the apprehension of offenders violating traffic rules, including those driving defective and unroadworthy vehicles, throughout the country.

    President Ruto’s monthly gross remuneration package is expected to rise by 7.1 percent from July 2023, reaching a staggering Sh1,546,875, before another 6.7 percent increase to Sh1,650,000 from July 2024.

    Similarly, Deputy President Rigathi Gachagua will witness a 14.3 percent jump in his remuneration package over the two-year period, with his monthly compensation rising to Sh1,367,438 from July 1, and eventually reaching Sh1,402,500.

    Cabinet Secretaries will also see their remuneration rise to Sh1,056,000 per month starting from July 2024.

    In addition to the pay raise, Members of Parliament, including senators, will experience an 8.3 percent wage increase over the next two financial years, earning Sh741,003 and Sh769,201 respectively, excluding committee sitting allowances, which are capped at Sh120,000 per month.

    The proposed pay raise extends beyond the national government, as governors are set to receive a comparable increase in compensation, while Members of the County Assembly will witness a 14 percent rise in their monthly remuneration.

    Moreover, other state officers, including principal secretaries, the Chief Justice, the Deputy Chief Justice, the Auditor-General, judges, the Director of Public Prosecutions, the Inspector-General of Police, and chairpersons of key commissions, will also enjoy a pay raise.

    The proposed review encompasses allowances and benefits such as car loans, mortgage benefits, pensions, and medical and hospital insurance.

    While the SRC has invited public comments on the proposed remuneration packages before finalizing them, the potential approval of these increases will undoubtedly expand the country’s already burdensome wage bill.

    He specifically mentioned the charge related to a chair worth 1.12 million shillings, stating that it had not been substantiated.

    The medical facility also dismissed a report aired on Citizen TV on Sunday, June 25, which claimed that the hospital extorted investors who had provided funds to subsidize treatment costs. In a detailed letter, Nairobi Women’s Hospital clarified that it had not received any funds from the alleged investors.

    The hospital explained that it had partnered with various investors who own shares in the facility, and their approval had been granted by the government. Furthermore, the hospital reassured its patients of its unwavering commitment to providing high-quality healthcare.

    “The Nairobi Women’s Hospital has never received any grants from the said Direct Foreign Investments (DFIs) for subsidising patients’ medical bills. The Nairobi Women’s Hospital has never received any funds from the said DFIs, whatsoever.

    “Our mission is to provide quality, accessible and affordable healthcare in a sustainable way to the lower and middle class, which we have successfully done over the last 22 years,” the hospital maintained.

    However, Oxfam International, a non-governmental organization focused on ending poverty-related injustices, included Nairobi Women’s Hospital in a list of private hospital chains accused of failing to subsidize the cost of health services despite receiving funding from development finance institutions.

    “The Nairobi Women’s Hospital remains committed to providing quality, accessible and affordable healthcare and sincerely regrets any distress that these unfortunate allegations may have caused to our patients, their families, the public and all other stakeholders,” the Nairobi Women’s Hospital emphasized.

    Global Cocaine Demand and Methamphetamine Trafficking on the Rise, Says UN Report

    Cocaine demand and supply are booming worldwide, while methamphetamine trafficking is expanding into new markets, including Afghanistan, according to a United Nations report released on Sunday.

    The report, titled The World Drug Report, revealed that coca bush cultivation and cocaine production reached record highs in 2021.

    The global number of cocaine users, estimated to be around 22 million, is also steadily increasing.

    Although cocaine production has been on the rise, seizures have outpaced production, thereby containing the total supply to some extent. The report noted that the upper band of the estimated total supply was higher in the mid-2000s than it is now.

    The UN Office on Drugs and Crime (UNODC) stated that the surge in cocaine supply and demand is being felt globally, and it is likely to lead to the development of new markets beyond the traditional ones.

    While the Americas and Western and Central Europe remain the primary regions for the global cocaine market, the report highlighted that the fastest growth is occurring in developing markets in Africa, Asia, and South-Eastern Europe.

    Regarding methamphetamine, the report revealed that nearly 90% of worldwide seizures occurred in East and Southeast Asia and North America. However, while these regions have stabilized at a high level, trafficking has increased in other areas such as the Middle East and West Africa.

    The report also highlighted indications of a changing drug economy in Afghanistan, with reports and seizures involving locally-produced methamphetamine. Afghanistan is known for being the source of 80% of the world’s illicit opium poppy, which is primarily used for heroin production.

    The UNODC report paints a concerning picture of the global drug landscape, with cocaine demand and supply showing no signs of slowing down and methamphetamine trafficking expanding into new territories.

    Efforts to combat drug trafficking and address drug addiction will require international collaboration and targeted interventions to tackle this growing problem.
