    Governor Sang Petitions National Assembly To Unveil TJRC Report

    Nandi Governor Stephen Sang has petitioned the National Assembly to compel the National Government to make public and implement the Truth Justice and Reconciliation Commission (TJRC) report.

    Speaker Justin Muturi, while confirming receipt of the petition on Tuesday, said Sang expressed his disappointment with the current actions of the government in relation to the report which he said remained unimplemented years after it was compiled.

    The governor also asked President Uhuru Kenyatta to operationalize the Sh10 billion restorative justice fund recommended to settle historical injustices.

    The first-term Governor recommended that once the fund is operational, the National Government should work closely with County Governments in identifying the bona fide beneficiaries.

    The Commission was established in 2009 and wound up in 2013 after submitting to President Uhuru Kenya its report on historical injustices meted upon communities and individuals since independence.

    Deputy President William Ruto has asked politicians to stop turning Kenyans against each other for their own gains. 

    He warned that there was a section of politicians focused on sowing seeds of discord among Kenyans to advance their selfish agenda.

    The DP told off his critics who are unhappy with his engagements and vowed to continue quoting the bible saying his life principles are strongly founded on God’s word.

    “Threats blackmail and intimidation is the language of cowards and conmen and people who do not believe in democracy”, he said.

    As usual, the DP used the scriptures to pass a message to his political nemesis.

    The Deputy President said violence would never be part of the country’s political fabric.

    “It would not happen in our country. Kenyans are after development-leaning and progressive leaders.”

    He spoke at his Karen residence on Tuesday during a prayer meeting attended by Narok County religious and political leaders.

    Dr Ruto said that the beneficiaries of division, hatred and violence in politics were in for a rude shock as Kenyans were keen on the country’s oneness.

    “There are people whose political foundation is hatred, division and violence. I want to tell them, you would not succeed in dividing the people of Kenya along ethnic lines.”

    The Deputy President assured Kenyans that the Government would not allow the perpetrators of retrogressive politics to succeed.

    At the same time, Dr Ruto said the government would ensure the revenue sharing mechanism translates to a win-win formula.

    He said the government was elected to serve both populous and non-populous counties without discrimination.

    “When sharing revenue among counties, let us ensure that those who lose do not lose by a big margin and those gaining should not gain by a big margin so that we can move forward together as a country.”

    Mr Lelegwa said Senators would stand firm to ensure no county loses revenue in the disputed revenue sharing formula.

    Mr Nyoro and Ms Kihika faulted those opposed to Dr Ruto’s youth groups empowerment programme saying they were out of touch with reality.

    Ms Kihaka said it was unfortunate that some leaders were not aware of the challenges youth were undergoing in the country in the wake COVID-19 outbreak.

    Ms Jumwa said the ongoing arrests disguised as the fight against hate speech were unfair and uncalled for.

    She said: “There are far worse documented insults used by some leaders and to date nothing has been done to them.”

    DP Ruto Gave Senator Malala Sh5.5M To Build A House In Kakamega

    In the height of allegations made by the Kakamega Senator that an assassination squad has been setup to eliminate him following his stand in the revenue allocation standoff, an old clip has also emerged.

    According to Ex-CS Rashid Mohammed, Malala was gifted a house with Ruto who gave him cash amounting you Sh4M to build himself a house in Milimani Kakamega. Malala was then an MCA before he rose to the ranks of Senator.

    There have been accusations in the political rumors  treadmills that some senators received millions from state and county officials in lobbying for favorable voting in the revenue allocation deadlock. It has also been alleged that some of these legislators didn’t keep the end of their bargain and are being pursued.

    It’s unproven if Malala was paid as alleged. Malala has requested the Inspector General of Police Hilary Mutyambai to beef up his security detail claiming his life is in danger.

    While addressing the Senate on Monday morning, the legislator broke down midway his speech as he narrated his ordeal claiming that there are some unknown people who want him silenced or dead.

    In a letter penned by Malalah and Company Advocates, to Inspector General of Police Hilary Mutyambai, on August 27, 2020, the lawmaker has identified five police officers he claims have been hired to assassinate him.

    “We are aware that a secret and specialised squad of the Special Service Unit (SSU) has been recently formed with express instructions “to keep an eye/eliminate Senator Cleophas Mlalala Wakhungu”. We are reliably informed that five members of these crack assassin policemen tasked to eliminate Senator Cleophas Malalah Wakhungu are as follows…” reads the letter in part, as it continues to name the officers.

    The senator, through the law firm, also claimed the officers have met at the Directorate of Criminal Investigations (DCI) Executive Lounge several times, and were treated to ‘sumptuous meal’ and drinks at La Mada Hotel on Thika Road, where they discussed how to harm him.

    Malala further claimed in the letter that the group also met a chief inspector attached to the Homicide department at the DCI at Eaton Hotel on  Thika Road, Nairobi.

    He has further claimed that group, known as “Bravo Zulu Yankee”, operates with a Subaru and has fuel card paid by ‘unknown masters.’

    Malala said all the officers are armed with a semi-automatic rifle (Scorpion) with lenses and silencers, capable of downing a target from 800 metres.

    DCI George Kinoti has termed as fictitious the assassination claims.

    Kinoti, who appeared before the team alongside Inspector General of Police Hillary Mutyambai, said he was utterly shocked by the allegations levelled against his office by Malala.

    “Why would we allocate all those resources to assassinate you for a Covid-19 offence? It does not make any sense at all,” Kinoti said.

    Malala produced a photo of the alleged assassins and showed them to Kinoti. But the DCI boss swore he has never seen those people.

    Ruto Dismisses Those Peddling Fake News That Uhuru Wants To Extend His Term In Office

    Deputy President William Ruto has dismissed politicians peddling false information that President Uhuru Kenyatta wants to extend his term in office. 

    He said President Kenyatta was a firm believer of the principles of democracy and would not condone such a proposal.

    The Deputy President said such misinformation was causing unnecessary confusion among Kenyans.

    “I do not think President Kenyatta has told anyone that he wants his term extended. So, where are these people getting all this information?” He posed.

    The Deputy President spoke at his Karen residence during a meeting with leaders from the Luo and Luhya communities.

    Present were MPs Rigathi Gachagua (Mathira), Nixon Korir (Lang’ata), former ANC Secretary-General Eliud Owala, and former Senators Boni Khalwale (Kakamega) and Johnson Muthama (Machakos)

    At the same time, Dr Ruto called for transparency and inclusivity in talks about Constitutional amendments.

    He said leaders spearheading the exercise should not force or threaten Kenyans to support the proposals therein.

    “As we discuss about the constitution, let us treat all Kenyans equally. Let us not have cards under the table.”

    The Deputy President asked Kenyans to stand up against those using blackmail and intimidation to influence their political stand.

    He said the country would no longer be held hostage by leaders who thrive on retrogressive politics.

    Gachagua said they were ready to support the proposals in the Building Bridges Initiative (BBI) but only if the needs of ordinary citizens are prioritised.

    “We are not mad people to oppose the BBI proposals if it is about the unity and the empowerment of the people.”

    His sentiments were echoed by Dr Khalwale who said “we will support BBI at the right time, that is when we have seen its content.” He said they would oppose the report if it is about extending the President’s term limits.

    Muthama dismissed proposals to create five positions for five tribal leaders saying the move would disenfranchise small communities.

    At the same time, Owalo announced that he had ditched the opposition and officially joined Dr Ruto’s camp saying the move was informed by the need for change in the country.

    “I have with effect from today made a conscious and deliberate decision to stand with Kenyans on the right side of history by pursuing my political interests and aspirations within the hustlers’ political mantrix.”

    Deputy President William Ruto on Sunday said he will continue engaging Kenyans doing small businesses like boda-boda operators, in what he termed as an empowerment plan geared at elevating their businesses.

    His sentiments came amidst sharp criticism from Orange Democratic Movement leader Raila Odinga who has questioned the source of his money.

    But the DP said, “Odinga does not understand how it feels to be poor since he was born in riches.”

    He extended an invitation to the Kitengela Boda-Boda Association members next week, to his Karen official residence.

    The Deputy President was addressing a roadside rally in Kajiado town, after attending a church service in Kajiado, the home county of Environment Cabinet Secretary Keriako Tobiko, who recently sparked rage from Ruto’s camp after referring to him as a “mere clerk” of the President.

    “They have disrespected us for long. They think a son of a peasant cannot become a President. We shall demystify the myth in 2022,” the DP said to a rapturous cheer from the crowd.

    Two years to the General Elections, the Deputy President said he will not be derailed by his competitors, using his common mantra of being “with God and the People.”

    He further asked Kenyans to shun political leaders evoking tension that might lead to disruption of peace.

    “We no longer have fools to fight,” he said.

    Ruto’s renewed political activities came at a time Odinga and President Uhuru Kenyatta are set to resume countrywide lobbying for the Building Bridges Initiative, which is set to culminate into a referendum to amend the Constitution (2010).

    Already Odinga has held a series of meetings in the Coast, Western Kenya and Nairobi, saying “nobody can stop reggae,” while referring to an impending constitutional amendment.

    While the President has been categorical he will retire from politics in 2022, a section of political hangers-on have hinted on a possible plan to extend his mandate through seeking a fresh mandate, but it remains unclear how it will be done.

    The constitution gives any President only two terms of five years each.

    Odinga too is expected to make another attempt at the presidency in 2022.

    “We now have the system,” his elder brother Oburu Odinga said, expressing confidence of the ODM leader winning in 2022.

    Uhuru Rejects Bill That Would’ve Awarded Ex-MPs Sh100,000 Monthly Pension

    MPs have been delt a blow as President Kenyatta rejects Bill that would have conferred ex-MPs Sh100,000 monthly, saying it’s expensive.

    The Parliamentary Pensions (Amendment) Bill, 2019, was to see more than 375 lawmakers who retired between 1984 and 2001 receive a monthly pension of Sh100,000 for life.

    The Bill which has now been rejected by the President, would’ve updated provisions provided in the mother Act, which came into force in 2002, stipulating that only MPs who served for two terms or more are entitled to a monthly pension of at least Sh125,000 for the rest of their lives.

    The Parliamentary Budget Office (PBO) projected that the government would have to be paying about Sh15.1 million per month.

    With the recommendation to backdate the payments to July 2010, PBO said it would cost about Sh1.76 billion in the first year of implementing the Bill.

    “The annual pension payment would amount to approximately Sh180.9 million assuming there are currently about 160 ex-MPs and about 130 widows/widowers,” PBO said.

    Uhuru Authorizes NMS Boss Badi To Attend Cabinet Meetings After Taking A Secrecy Oath

    President Uhuru on Thursday convened an all cabinet meeting in Statehouse. During the event held in the morning, the President witnessed the taking and subscription to the Oath of Secrecy by Major-General Mohammed Abdalla Badi, the Director-General of the Nairobi Metropolitan Services(NMS), a requirement of all persons who attend Cabinet Meetings or participate in the conduct of Cabinet Business.

    “The Director-General shall henceforth attend all meetings of Cabinet and its Committees, pursuant to Executive Order No. 3 of 2020.” Reads a statement from Statehouse.

    The Ceremony conducted by the Head of the Public Service was aprecursor to the Cabinet Meeting held at State House today. The new development now gives General Badi more powers as he’s technically considered a member of the cabinet. Badi takeover of Nairobi has never gone down well with Governor Sonko who has been reduced to a flower girl with soft departments left for him to run. Core city functions are now fully under Badi.

    Large Crowd Receives Ruto In Kisii Amid Protests

    Deputy President William Ruto flew to Kisii town Thursday, despite chaos and running battles between police and two rival groups of youth who clashed ahead of his arrival.

    He was received by Deputy Governor Joash Maangi and a host of other MPs before he addressed residents on his way to Nyamarambe, the venue of his main meeting.

    “We are with the people and God,” Ruto told told a roadside meeting in the town.

    “We will walk together in this journey,” he said in apparent reference to his popularisation campaign ahead of the 2022 presidential elections.

    Earlier, police fired in the air and lobbed teargas to disperse the two groups, one allied to the DP and another supporting the handshake between President Uhuru Kenyatta and ODM Party Leader Raila Odinga.

    Chaos rocked Kisii town on September 9, 2020 ahead of Deputy President William Ruto.

    Chaos broke out in the town as early as 7 am as a group of boda boda riders clashed, while headed to Nyamarambe stadium-the venue of Ruto’s meeting.

    Ruto was set to hold a meeting at the stadium after a fundraising, barely a week after hosting Kisii Deputy Governor Joash Maangi and MCAs at his Nairobi residence.

    “It is the height of barbarism for leaders to organise a political meeting, cause splits among themselves, run chaos and drama and then unnecessarily attempt to drag me in,” Kisii Governor James Ongwae.

    Ongwae was categorical that the region was opposed to divisive politics and asked leaders to exercise restraint and urged them to be accommodative.

    “Kisii is a known harbinger of political peace, the locals are hardworking and always peaceful. It is my appeal to political leaders both from within and without the county to respect the history of political stability in our county and restrain from evil strategies,” he said.

    South Mugirango MP Sylvanus Osoro condemned the chaos, and blamed unnamed leaders for “misusing youth” to further their political agenda.

    Osoro said plans by the DP to visit the region were still on.

    Kisii County Police Commander Jebel Munene cautioned the area residents that those found destroying property will be dealt with according to the law.

    As the chaos raged, the DP was said to have been at State House, Nairobi attending a Cabinet meeting.

    Ruto has been holding meetings in various parts of the country to popularise himself as part of 2022 presidential campaigns in which he hopes to succeed President Uhuru Kenyatta at the end of his second and final term.

    Women in Nyeri County today demanded the unconditional apology from two legislators over insults directed at President Uhuru Kenyatta and the former First Lady Mama Ngina Kenyatta.

    The women threatened to match to Karen office of the Deputy President William Ruto in protest if MPs Johanna Ng’eno (Emurrua Dikir) and Oscar Sudi (Kapseret) do not apologize to Mama Ngina over the insults and bad language they used on her.

    Speaking in Nyeri town and led by the local Maendeleo ya Wanawake Organization (MYWO) chairperson Mrs. Purity Ngunjiri, the women condemned the utterances saying that President Uhuru Kenyatta and the first family deserve respect from the leaders.

    The women spoke as leaders across the political divide continue to condemn the utterances and demand apologies from the two legislators.

    They expressed fear that the utterances were likely to whip ethnic emotions and lead to political violence as the 2022 election approaches.

    “The women and children suffer more during political violence and we do not want a repeat of the 2007/08 post-election violence,” said Nyeri deputy governor Ms. Caroline Karugu who was also present.

    They said Kenyan mothers played a very important role in the society and national levels and insulting Mama Ngina was equally insulting Kenyan mothers.

    The MPs Johanna Ng’eno and Oscar Sudi have been recorded uttering unsavoury remarks against Uhuru and the first family.

    Ng’eno was yesterday charged in a Nakuru court with hate speech and offensive conduct and denied the charges.

    Emurua Dikirr MP Johana Ng’eno is a man walking on a tight rope and seems to be jumping from the frying pan to fire. Following a heated speech that he gave on Monday that has landed him trouble and behind bars, the fuming MP had gone full throttle on President Uhuru and his family.

    “You are not Kenya and Kenya is nor Kenyatta’s or Mama Ngina’s land. This land belongs to 47 million Kenyans, you cannot run it as you wish,” Ng’eno is quoted saying.

    His remarks has earned him a whip from his sponsoring party KANU that has now expelled him from the party giving him the option of seeking a new mandate in a by election using a party of his choice.

    KANU’s Sec-General made the announcement. Salat also cited alleged hate speech remarks that saw Ng’eno arrested on Monday, September 7, as one of the reasons it used to resolve to sever links with the lawmaker.

    We in KANU have found that honourable Ng’eno has fallen short of provisions of Article six of the constitution and he should therefore be stripped off the privileges to serve Kenya as a state officer. In this regard, in as much as we sympathise with the people of his constituency, public interest demands that he does not continue being a member of KANU.

    The people of Emurua Dikirr will have to choose between peace and anarchy. The way he has been behaving is unbecoming, we, therefore, have to part ways. We are parting ways as a party and he has the freedom to pick any other party he wants but as KANU, we are parting ways with him,” said Salat.

    Badi Accuses Sonko Of Frustrating His Office In Fresh Row Over Nairobi Control

    Nairobi Metropolitan Services Director Major General Mohammed Badi is faulting Nairobi County government for frustrating its  efforts to deliver on its mandate of four key functions pursuant to the deed of transfer.

    Badi has blamed frequent court injunctions and alleged diversion of county funds for slowing down their mandate. 

    General Badi said the corrupt revenue system and numerous court injunctions have turned into a nightmare effort by NMS to collect and access revenue raised in the metropolitan area.

    While appearing before the National Assembly Security Committee Badi said  cartels have made it hard for NMS to fulfill its function as revenue collected is allegedly manipulated into personal accounts.

    According to Badi Nairobi County government has been frustrating efforts by NMS to take over development projects.

    The committee also required NMS leadership to explain why they have  accumulated 1.2 billion shillings in pending bills since they assumed operations.

    NMS subsequently told the Paul Koinange led committee that its in the process of putting in place traffic models and revenue collection systems which once successful will be rolled out in all the 47 counties.

    Separately the senate is expected to resume its sittings on Tuesday afternoon after a short recess.

    Senators will once again be expected to debate the controversial county revenue sharing formula that has been a subject of discussion by an ad hoc committee put in place to unlock the stalemate.

    They remain divided on the best formula to share the 347 billion shillings allocated to counties.

    Migori County Assembly Speaker Boaz okoth has adjourned the assembly session to Wednesday morning claiming the COVID-19 containment measures were not adhered to.

    The assembly was set to resume sittings Tuesday with the main agenda being the impeachment of Migori County Governor Okoth Obado.

    There have been differences that have been playing out between the Luo and Kuria members of county assembly with Isebania ward MCA, Elias Nyahure of ODM saying that they will not back the impeachment as the Kuria community for fear of antagonism from the majority of MCAs who are Luo.

    He said their fear as the minority is that they don’t have numbers to defend their interest should the majority turn to another impeachment wave to remove Mhanga Mwita to dethrone him from the top county position a few months after being sworn into office.

    His sentiment was shared by his Ntimaru counterpart Mwise Augustine who said it will take time for the impeachment motion to table at the assembly.

    Mwise, as a member of the speaker’s panel said they are yet to receive communication from the majority leader and the house business committee regarding the impeachment motion.

    He said the impeachment is a process that cannot be hurried as members of the public want it done.

    Meanwhile Suba Council of Elders Chairperson Riogi Riogi has called on the ODM party to stop meddling with the affairs of Migori County.

    Riogi added that external interference has destabilised development in the county and stirred unnecessary tension.

    On Saturday, the Leader of the Majority Party in the Migori County Assembly Ken Edward Ouma said the ODM Party will on Tuesday begin the process of impeaching Governor Okoth Obado.

    Ouma said the ODM party was determined to recall the embattled Governor and will seek the support of like-minded parties in the assembly to push for his impeachment.

    Jubilee party is also rallying its members to back the ouster of the embattled governor who is out on bond after denying graft charges.

    Obado was recently arraigned in court with his four children over alleged embezzlement of over Ksh 73 million public funds.

    (IPS) – The US residential polls are akin to a drama that is staged every four years in which the American are actors on stage and the rest of the world is the audience. With one major difference, however. While in a usual theatrical performance the viewers are there mostly for amusement, though some may be enlightened and enriched by the experience, in the case of the US elections, unlike in others, their fates are inextricably linked to the outcome of the play. This is not predetermined by any playwright, though it can often be predicted. It is not implausible therefore for some on-lookers to want to intervene in what’s happening onstage. It must be done discreetly, and with great circumspection. Take for instance, the Russians in the American elections in 2016. The Russians and President Donald Trump hotly dispute allegations of any such interference.

    Unsurprisingly, there is a great deal of intellectual resources devoted to model-building in order to be able to predict election outcome. The purpose is to develop a methodology superior to mere crystal -ball gazing. So many caveats are often entered into the exercise that robs it of major value. In the US, elections are ultimately decided according to votes cast by the electoral college of 538, comprised of representatives from the States. So, the magic number for victory is 270. Each State chooses its own electors, and these members of the electoral college vote on a ‘winner take all basis’. In other words, if a majority of the voters from a State vote for one candidate, all electoral college votes from that State are meant to be cast in favour of that candidate. Electoral college vote results may not, therefore, as they have not in some cases in the past, reflect the winner in terms of national popular votes.

    For the purposes of prediction, the prestigious British journal ‘The Economist’ has developed a somewhat complex model indicating Mr Joe Biden of the Democratic Party as the winner. At writing, it is giving 91.7% chance of electoral victory and 98% chance of popular majority to Mr Biden. The Financial Time’s tally for Biden stood at 298. Professor Allan Lichtman of the American University and author of “The keys to the White house”, who has accurately predicted every Presidential electoral outcome correctly since 1984 using “13 key factors”, has predicted Mr Biden will win. In the ancient times, Greek and Roman drama-writers used a concept called “deus ex machina’, literally god out of a machine, in their scripts. This is an unexpected power originating from the gods, is introduced which alters the course of the narration.

    It seemed for a while that nothing short of a divine intervention, a remote likelihood for Mr Trump in the view of his detractors, could save him from certain defeat. But then the race began to tighten, partly caused by apprehensions in some quarters with regard to the social unrest currently sweeping America, and Mr Trump’s repeated reassertion of Jeremiads against violence .Given the dichotomized and divided nature of the American electoral , both sides have loyal bases who will vote in accordance with their a priori views, come what may. So, the contest is basically for the minds and hearts of 8 to 9 % who are still undecided. These are the potential Biblical ‘Sauls on the Road to Damascus’ of the electorate, the potential converts to the other side. That is also the percentage point of Mr Biden’s current lead. So even if Mr Trump should win over most of the undecided numbers, which in itself is a stretch, Mr Biden would still have an edge.

    This has encouraged Mr Trump to fight back. Unlike in the UK where the system of governance usually follows a culture of “good- chap model”, whereby political actors conform to a code of conduct perceived to be virtuous, no such tradition appears to shape American political behaviour. The absence of European-style feudalism that helped inspire such norms in the ‘old world’ might have impeded the development of such values in the immigrant political milieu of the ‘new world’. Mr Trump has provided a supreme example of this phenomenon almost all through his entire first term in office. He capped it at the Republican National Convention by using the White House, always seen as an apolitical institution (a ‘Peoples’ House’) as the venue for his speech accepting Party nomination for his second term of the presidency. Past occupants of the official residence of the president of the United states have abstained, indeed recoiled from politicizing what is largely accepted as a national symbol of unity Because of these reasons, the framers of the US Constitution had thought it wise to put down in writing the details of how the polity should be governed. They were wary of putting their trust entirely trust entirely on intrinsic human morality. Their faith in God did not extend to the faith in their own ilk. They were uncertain if their fellow-Americans would be able to rule democratically within a framework of established tradition of good governance unless a written Constitution set-out the guidelines. They were wise, but apparently not comprehensive enough. They left sufficient gaps and loopholes for the system to be gamed by politicians of lesser virtuous pedigree.

    The equivalent of the US President in Britain is, not the Queen, but the Prime minister. Across the Atlantic the Prime Minister is the ‘primus inter pares” or first among equals who governs with the aid and joint responsibility of a Cabinet of colleagues. In the US the Secretaries, often termed Cabinet-officers rather than Cabinet–members, are, though appointees of the President, are approved by the Senate. As heads departments they are loosely equated with British Ministers. But they are not colleagues of the President in a political sense and become a part of their department whose role is apolitical. For instance, the top diplomat in Washington the Secretary of State does not while performing duties at home and abroad, associate his office with domestic politics. Recently, the current incumbent, Mike Pompeo, blatantly broke that rule, by politically using a trip to Jerusalem to advance the President’s political aspiration publicly.

    According to British public service culture, as also in many democracies, officials shun active politics. In the US such behaviour was written into law. The Hatch Act of 1939 prohibits employees of the federal government, except for the President and Vice President, in engaging in some form of political activities. But nowadays some allege that it is being honoured more in the breach than the observance. Many elements of democracy, such as voting rights for all, came later in the US than is often realized. The author and historian Michael Beschloss worries that unless these are protected they may also erode quickly. The incredibly sad consequence would be what the Fathers of the Republic wanted to avoid foremost, a descent into tyranny. Any law has content and spirit. The spirit is often equally important.

    Take the question of leaving office. In Britain, should a Prime Minister lose the elections, or be defeated in a vote of no-confidence in the House of commons, he or she would proceed to the Palace, either kiss the Queen’s hands or offer her a curtsy and resign office. For this politician, it would not mean a withdrawal from politics, and thereby would be less painful. Office is seen as merely a privilege to serve the community. In America on the other hand for the President calling quits is forever, hence there is a burgeoning view that given Trump’s disinclination to conform to ‘good chap ‘ behaviour , he may drag his feet at leaving office , particularly if the results are close , alleging electoral fraudulence. The Biden crowd is suggesting if that be the case, the military would, or should, march Trump out of office. The US military has experience of marching several foreign Presidents out of office, but never one of its own. That would indeed be a unique experience!

    While the component States of the American Union is largely governed by the Governors, foreign policy is the President’s domain. Given the military and economic clout of the US, their politics often become central to our concerns. Hence the need for the world beyond the US to understand, assess and evaluate them. For instance, a re-election of Mr Trump would mean a further retreat of the US into “Fortress America” and a greater disengagement from the world. On the other hand, a Biden Administration would mean a greater engagement, with other nations, multilateral institutions and issues such as Climate Change and Arms Control. That is why a US Presidential election generates a degree of interest in say India, Pakistan or Bangladesh as in Hawaii, Nebraska or North Carolina.

    Text-books in Civics and Comparative politics, particularly in the Anglo-Saxon world, often tend to differentiate the British and American systems, sometime a tad simplistically, as being ‘Parliamentary’ ‘and ‘Presidential’ forms of governance. The French, with their own mixed form, never quite played along with this idea. That was also before China came to salience with their model of government based on ‘socialism with Chinese characteristics”, which no one else follows till now, but is important because China is. The Indian example is too chaotic to be recognized as a norm.

    Writing his classic work ‘The English Constitution’ in 1867, Walter Bagehot argued a Constitution needed two parts: a ‘dignified’ one, to ‘excite and preserve the reverence of the population’ and the other , an ‘efficient’ part , ‘to employ that homage in the work of the government’. In Britain the two parts were sought to be kept distinct and to date has operated more or less smoothly. In the US they became, somewhat of a mixed hodgepodge. Around the mid- nineteenth century, a French political observer visiting America, de Tocqueville, perceived a discernible difference between appearance and reality in America. So, while trying to rid the new world of the tyranny of a King, were the framers of the US Constitution inadvertently creating an Emperor? Some may ponder. Confronted with such a question, Mr Trump might nonchalantly respond, “it is what it is”!

    Sonko Urges Uhuru To Purge The Cabinet Of Corrupt CSs And Not Just The Governors

    Nairobi Governor Mike Mbuvi Sonko has urged President Uhuru Kenyatta to crack the whip on corrupt Cabinet Secretaries.

    Sonko said it was in public domain that some Cabinet Secretaries are implicated in pilferage of public resources and asked the President to sack them.

    The Nairobi governor said the intensified war on corruption that has seen several governors indicted and barred from office should be extended to the cabinet.

    “Cabinet Secretaries are not above the law. We don’t want to see only governors being arrested but the same must be extended to the cabinet,” Sonko said.

    He urged the president to move with speed and reorganize his cabinet by kicking out all corrupt Cabinet Secretaries to enhance service delivery.

    Sonko proposed that the reorganization of the cabinet must include the Orange party to actualize the March 9, 2018 ‘handshake’ and cement Uhuru’s relationship with Opposition leader Raila Odinga.

    “We are supporting the ‘handshake’ and to make it real we want to see ODM Cabinet Secretaries and Principal Secretaries in government,” he said.

    The two leaders Mike Sonko (Nairobi Governor) and Babu Owino, the MP for Embakasi East as they matched alongside church leaders on their way to the final burial site for the late Kevin Oliech who until his death played for top Kenyan clubs including Gor Mahia and Mathare United.     Speaking at Ratta village in Seme Sub-County, Kisumu during the burial of footballer Kevin Oliech, Sonko said the ‘handshake’ was critical in fixing the ills bedeviling the country and urged the two leaders to actualize it through actions.

    “We don’t want to see a repeat of the 2007 post-election violence but as we support the ‘handshake’ we want a genuine and true process,” he said.

    Speaking during the same occasion, Embakasi East Member of Parliament (MP) Babu Owino rooted for the BBI saying it was the only tool to create a unified country.

    He cautioned those opposed to the initiative saying that the move was unstoppable.

    “BBI is stronger than Coronavirus. As you can see the Covid-19 cases are going down and BBI is slowly gaining momentum,” he said.

    Babu further rallied support for ODM leader Raila Odinga saying by all means, the ODM leader will be supported to ascend to power in 2022.

    Kevin Opiyo Oliech, a former Mathare United FC forward died in August in Germany on his way to the United States of America where he sought treatment for cancer.

     

    Opiyo, aged 33 years, was the younger brother to former Kenyan international and Nantes striker Dennis Oliech and former Harambee star player Andrew Oyombe, who also played for the national team Harambee Stars and Gor Mahia.

     

    Opiyo played for Kenyan Premier League teams Tusker, Ushuru, Thika United, and Nairobi City Stars.

     

    Internationally, he played for German fifth-tier side KFC Uerdingen 05 and second-tier Alemannia Aachen, among other teams before hanging his boots.

     

    Opiyo’s death comes two years after the demise of his mother, Mary Auma Oliech who died in July 2018.

    PRESIDENTIAL DECLARATION SPEECH BY DR. ALFRED N. MUTUA

    Fellow Kenyans,

    This morning, millions of educated and hardworking youth woke up unemployed and broke and this evening they will go to bed still jobless and broke. Our women, our girls, our sisters, mothers will today still labour like donkeys and will be fetching water from dirty rivers, and some still giving birth on the sides of our roads like wild animals and sleeping hungry so that their children can eat a meal.

    Sixty years after independence, the dream of a prosperous Kenya where no one is left behind, where hard work is rewarded FAIRLY and properly and where dreams come true, is still an illusion.

    I am proud to be a Kenyan. Najivunia Kuwa Mkenya but I am troubled by what I view as a disconnect between where we should be and where we are.

    Many good things have occurred in our country and I thank the leaders who have guided us up to where we are today. However, truth be told, Kenyans are tired of a system that has over the years let them down. Today, the truth is, Kenyans are FED UP. I am Fed Up and I know you are also FED UP.

    Where did we go wrong? Why have other countries that were at par with and some even poorer than us not so long ago, such as Singapore, South Korea, Thailand, Malaysia and even Croatia, now way richer than us?

    Kenya is a great country and God loves us but our style of politics and the way we chose leaders has made us continue to suffer. We have become a country of a few billionaires and millions of poor, struggling, unemployed and desperate people.

    In the last one year, I have received visits and messages from Kenyans from all over our beautiful land. My Maendeleo Chap Chap Party members from all over Kenya and members of other political parties have told me Tumechoka.

    Tumechoka na tamaa – Tumechoka na political arrogance, tumechoka kupangiwa kwa mistari ya ukabila huku wachache wakiiba. Tumechoka kuwa bila pesa na tumaini. Tumechoka na tunataka mabadiliko.

    It is time for Kenya to usher in a NEW DISPENSATION = a new era – a new period of better leadership and life. We need a new way thinking, of doing things and a new type of leaders.

    At independence, our parents, our freedom fighters, wept with joy as they watched our flag rise and that of the colonialists lowered. We were hopeful. We told ourselves, we will be rich, we will be developed, we will be happy.

    However, the tears of joy at independence have become tears of pain and agony. Our eyes no longer sparkle with hope but are clouded with fear and confusion.

    The Kenyan Computer has frozen. Computer ya Kenya IMEHANG and Kenya needs a reset – a reboot.
    We need to start AFRESH. We need to change the way things are done and the way leaders serve. We need something new – A FRESH START – A FRESH MOVEMENT. If we don’t, fifty years from today we will be asking the same questions we are asking today while languishing in poverty as the rest of the world leaves us way behind.

    I have agonized about the pain and the political circus going in our country. I have listened to the voices of Kenyans who have met me and prayed to God for a way to bring back HOPE to you and all Kenyans.

    I, therefore, declare that in the General Elections of 2022, I, Alfred Nganga Mutua, will vie to be the next President of the Republic of Kenya so as to return Kenya to the RAILWAY TRACKS of where we were meant to be after independence. I am ready to press the reboot button. I am ready to give Kenya a new, fair, organized, caring, rich country of HAPPY people. I am ready to guide Kenya in making a FRESH START. I am ready to be YOUR SERVANT President and I humbly request you for your support.

    When you support me, you will be supporting someone who is tried and tested.

    I have been blessed to have both local and international experience and I understand the dynamics of governance and real development. I know what WORKS and what DOES NOT WORK in Kenya and I know how to change lives.

    We will roll back poverty and restore dignity to all regardless of where you were born or your social or political dispensation.

    I will eliminate bureaucracy, cut wastage and enable our business community to thrive in a predictable environment that rewards success not corruption.

    Under my leadership, you will only require 14 days to get all your licenses and approvals to start your business.

    Under my watch, politicians will never again steal public land and sell the same land back to Government.

    FELLOW KENYANS

    We cannot continue to have a cycle of election violence – every four years. We cannot continue with politics of mobilizing against other tribes. This must come to an end.
    My politics are about mobilizing the economy and against POVERTY.

    We cannot continue THE SHAME OF HUNGER in a country with so much food potential.

    Let me ask you a few personal questions.

    1. ARE YOU HAPPY with the way things are going in our country Kenya?

    2. Is Kenya a fair country where you are treated equal as you seek opportunities and jobs?

    3. Are you okay with your security and that of your family and friends?

    4. Are you happy with the selfish politics and the normal back and forth?

    I bet you have answered NO to those questions.

    This is because, to tell you the truth, things are not right and will NEVER be right unless we change the leaders who lead us.

    WE NEED TO START AFRESH

    We are at a cross road. The development and future of our lives lie in our hands. We cannot continue to be a country with so much brain power, so many human and physical resources, so many blessings by God but continue to suffer every day.

    We need to start AFRESH.

    We need a country of rule of law, of security where our mothers, sisters, daughters can walk in the middle of the night without fear of being raped or being killed.

    We need to start AFRESH.

    We need a country where we do not borrow to steal.

    We need to start AFRESH.

    Kenyans want a leader who does not have baggage, a leader who is not divisive, a leader who does not hold grudges, a leader who will move with all Kenyans despite their tribal, regional, economic and social status. A leader who wants everyone to make money and where you are rewarded. I am ready to be that Leader.

    Recently while in Malindi, I was stopped by a Mzee Mokaya who as a parent has six children. All his children have degrees and diplomas – well educated. He has sacrificed his life to give them education. He has sold his land and everything he had to educate them. Despite his sacrifices as a parent, out of the six children, none is employed.

    They are still depending on him.

    Mzee Mokaya is confused and has been worried for a while but is becoming scared – scared if anything happens to him, there is no hope ahead of us in Kenya for his children and his family.

    Every time he turns on the radio, watcesh TV and sees newspaper headlines, he sees the same people, same squabbling and general selfish confusion.

    Mzee Mokaya’s life is not unique but is what millions are experiencing in Kenya.

    With a FRESH MOVEMENT, There is no region in Kenya, that cannot be developed and cannot become an industrial and economic centre. We have the ability to put up factories and economic zones that will attract trillions of shillings. NO ONE WILL BE LEFT BEHIND.

    Our Youth WE are the majority in our country, yet WE are the poorest and the most desperate. Kenya will not change unless you, each one of us, man, woman, single, married RISE UP and demand a FRESH Kenya. The FRESH MOVEMENT is for you and your parents who have suffered enough.

    Why is it that youth your age in countries with fewer resources than Kenya, are driving cars, having a good life, while you here in Kenya are broke and jobless as some people steal your money and livelihood? DO NOT BE SPECTATORS AS YOUR LIFE IS SCREWED UP. You are a force to reckon with. You are the FRESH MOVEMENT, FOR FRESH THINKING AND FRESH ACTION.

    OPINION: Why Prof.Kagwanja Is Wrong On William Ruto And The Deep State

    Professor Kagwanja’s article in the Daily Nation dated, August 15, 2020, ‘Deep state is a conspiracy theory and scapegoat of election losers’ was out rightly biased. His analysis is eminently ignorable because many Kenyan readers understand his political proclivity. . Even so, the above piece touched on an emotive issue concerning our nascent democracy hence the need to set the record straight. It is important to demonstrate how his views are a potpourri of Ruto phobia writ-largeand makes Kagwanja the Milli- Vanilli of Kenya’s academia.

    According to Prof Kagwanja; Dr Ruto “opened a can of worms when he alleged that the ‘deep state’ or ‘system’ might torpedo his 2022 presidential bid”. He was, however, quick to point out that Dr Ruto was responding to a public comment by Raila Odinga’s brother, Oburu Odinga, to the effect that the opposition chief was assured of winning the 2022 presidential contest because this time round, he has the support of ‘the system’.

    Both Dr Ruto and Dr Oburu have discussed the power of the ‘deep state’ to dictate Kenya’s presidential electoral outcome albeit differently. . It is for the Kenyans to judge who between them may have made remarks that could endanger the country’s peace and stability.

    I will avoid the cherry-picking of Prof Kagwanja’s by reproducing verbatim sections of Dr Ruto’s and Dr Oburu’s sentiments below:

    Dr Oburu: “Why have we always failed to get to State House despite winning the election through votes? It is because there is something we have been missing…it is called the system. Some people say the system is not important, but the system is very important. And now we are with Uhuru Kenyatta, whose is holding the system, we can be sure of victory.”

    Dr Ruto: “We are being told now, we are being threatened with the system or the deep state. That there are people who will steal votes from us even if we win. There are people sitting somewhere who will decide.”

    While Dr Oburu blatantly tells of his brother Raila winning the 2022 using ‘the system’ and dangerously invokes the name of the country’s president, Dr Ruto was merely expressing a belief widely held by Kenyans.

    Prof Kagwanja sees nothing wrong with Dr Oburu’s remarks, but elects to accuse the Deputy President of intending to cause electoral instability. Talk of selective amnesia!

    Prof Kagwanja quoted Dr Karanja Kibicho, the Principal Secretary in the Office of the President that ‘deep states, only exist in totalitarian systems, not in democratic societies like Kenya’.

    Both Prof Kagwanja’s and Dr Kibicho’s views are contrary to evidence available globally.

    The deep state is neither a paradox nor a preserve of the totalitarian states.

    Carne Ross, the UK’s Iraq expert at the UN from 1997 to 2002; writing in The

    Observer in 2010, recounted his experience while giving testimony at the Sir John Chilcot Inquiry. He stated that “this is not so much a problem with Sir John Chilcot and his panel, but rather with the government bureaucracy – Britain’s own ‘deep state’ – that is covering up its mistakes and denying access to critical documents”.

    Peter Dale Scott, a former Canadian diplomat and English Professor at the University of California, Berkeley, has conducted an extensive study on the deep state. In his book, The American Deep State: Wall Street, Big Oil, and the Attack on US Democracy, he sees the deep state ”not as a structure, but a system, as difficult to define, but also as real and as powerful, as a weather system”.

    Further evidence of the existence of the deep state is provided by Chris Hedges, a Pulitzer Prize-winning journalist, the New York Times best-selling author and television host who equates it to; “those perverting constitutional American politics from the margin of the Washington Beltway-‘ the security and surveillance apparatus, the war machine’.

    Last, but not least, Philip Giraldi, a former CIA Case Officer and Army Intelligence Officer, who spent 20 years in Europe and the Middle East, observed in The American Conservative, that ‘many of America’s leaders actually accept that ‘there is an unelected, un-appointed, and unaccountable presence within the system that actually manages what is taking place behind the scenes. That would be the American deep state”

    Finally, it is note-worthy that the deep state or the system can only catapult one to victory when competitors are close. With the Mount Kenya region solidly behind the Deputy President, a shift of political inclination of the Western and Coastal regions towards Ruto and the Rift Valley and Northern Kenya as solid as 2017, Oburu’s Odinga’s brother, Raila Odinga will not only need multiple ‘systems’ but divine intervention to win the 2022 elections. I don’t envy Raila’s political predicament.

    Council Of Governors Threatens A Total Shutdown On County Operations And Dissolution Of The Senate

    County Governments have threatened to shut down effective 17th September and send their employees on leave if the standoff on revenue sharing continues.

    In a statement to the media, Council of Governors Chairman Wycliffe Oparanya expressed the Governors discontent with the Senate for its failure to build consensus on the 3rd basis revenue sharing formula which has delayed the approval of the County Allocation of Revenue act 2020.

    “It is unfortunate that County Governments are unable to pay salaries and allowances for health care workers. In this regard, if the prevailing situation persists, effective Thursday 17th September 2020 Counties will have no choice but to shut down.” Oparanya said.

    The shutdown will mean that County Government services will not be available and that employees will be released to proceed on leave until an amicable solution is agreed on.

    Oparanya said the Senate has failed in its legislation role, saying, “We hereby forewarn the Senate that a petition for its dissolution can be initiated by any member of the public through the High Court as provided for under article 258 of the constitution.”

    The failure to agree on the 3rd generation revenue sharing formula has left Counties without resources to manage County affairs especially in the wake of COVID-19 pandemic.

    “The constitution allows for the current 2ndgeneration revenue sharing formula to apply until such a time that a subsequent formula is approved. To this end we call upon the National Treasury to release the County equitable share of revenue without further delay.”

    Oparanya has further called on the EACC and the DCI to commence investigations on the Senate Public Accounts and Investment Committee over allegations of extortion.

    He says the Committee continues to summon Governors to appear in person to respond to audit queries yet there is an agreement that Governors should only appear virtually due to the restrictions put in place to curb the spread of COVID-19.

    “We hereby categorically state that Governors will not bow down to the extortionist nature of this Public Accounts Senate Committee and will only appear virtually until COVID-19 is over and after funds are disbursed to the County Governments,” Oparanya said.

    The political rivalry between ODM’s Raila Odinga and DP William Ruto appears to be taking center stage of nice again as focus shift ms to Migori where the embattled county’s chief Obado is set to be impeached.

    Obado who’s also scheming to utilize the political clout that this is coming with, has accused ODM of coercing members of the party to impose the impeachment process against him. Obado insists that ODM doesn’t have the numbers to sustain the motion in the assembly.

    The Governor was barred from accessing his office after being charged for theft of upto Sh73M County funds, Obado and his gang were released after paying Sh45M cash bail.

    ODM then convened a meeting of MCAs from Migori immediately and resolved to raise the motion of impeachment on Obado arguing that he’s unfit for office. Separately, the governor is also facing murder and possession of illegal firearms charges.

    Out of the 37 ODM MCAs who attended the meeting convened by the party’s chairman John Mbadi, only 23 appended their signatures with 14 refusing. It is not going to be a walk in the sand for ODM to sail through the impeachment motion in Migori which has 57 MCAs and the threshold for passing it is 43. ODM has 41 MCAs.

    Apart from the numbers, there’s also the fear of the dreaded Sangwenya a violent political outfit that supports Obado and has stormed the assembly on several occasions. MCAs fear that the gang is likely to intimidate and possibly raid the assembly during the motion’s debate in bid to save Obado. However, Mbadi gave surety that enough security officers will be dispatched to man the assembly.

    DP Ruto who’s friendship with Obado dates back in the days when Obado was the Kenya Sugar Board Director and him the Agriculture minister is expected to spring into action to save his friend once again.

    At the sugar board, Obado expanded his networks and started to mint millions which fortified his strength. By the time he made up his mind to vie for KSB chairmanship, fate and fortune clashed to reward his torturous life.

    At the time, Deputy President William Ruto was running the show at Kilimo House as the minister, and he was beginning to take on his boss Prime Minister Raila Odinga.

    Ruto backed Obado while Raila was for Saulo Busolo, a former MP. Obado won.

    Not long thereafter, Raila and Ruto fell apart.

    Sitting at the apex of the board, Obado’s friendship with Ruto blossomed. When Obado showed interest to run for governorship, Ruto once again promised his support.

    Mistrusted, Obado lost in ODM primaries but moved to PDP, an affiliate party in Jubilee coalition to campaign against ODM. Many ODM insiders wished him away, dropped their guard and waited for coronation after the ballot.

    But Obado trudged on headlong in door-to-door campaign with an obscure party, exploiting his sugar political networks. When the results came, he had floored Prof Oyugi Akong’o, an old ally and advisor of Raila.

    Obado has hosted the DP several times against ODM’s wishes, including shortly after he was released from prison on bail over the murder of his pregnant girlfriend Sharon Otieno. The case is ongoing.

    Then, he alluded to ODM’s hand in his woes and asked his constituents to allow him to work with Ruto.

    “As your governor, I want you to permit me to walk alongside the Deputy President everywhere so that my people of Migori can get development… I am seeing a few people want me to be swallowed by crocodiles. I want you to pray for me so that I am not swallowed by the crocodile,” Obado said in November 2018.

    Already politicians affiliated with DP Ruto have subtlety been showing support for the governor. They’re attributing Obado’s predicaments to political witch-hunt and for not being in good books with ODM. Kericho County Senator Aaron Cheruiyot said, “But Okoth Obado, you ought to have known better. How difficult was it to ask your colleague governors from ODM what it takes to get away with looting their counties. Some have even received public endorsements for 2nd term.
    Sadaka ya Enugu is a must. Sasa ona.”
    Ruto is expected to marshal support for Obado both on the county and senate where the field is set for a fierce battle.

    ODM Resolves To Have Migori Governor Obado Impeached

    Migori Governor Okoth Obado’s problems could be far from over. Even before catching a breath from the cells having been released and his team on a Sh45M cash bail, ODM has resolved to have him impeached following graft charges against him.

    The party’s chairman confirms that 37 out of the 41 MCAs in Migori have resolved to impeach the embattled governor.

    Obado who was elected on an independent party is likely to face the wrath of the assembly where the majority of MCAs are ODM.

    Obado is accused of embezzling county funds amounting to Sh73M. Besides, the governor is also in court facing murder and possession of illegal firearms charges.
