    Raila Closed-Door Meeting: Background

Siaya County has been marred by political turmoil in recent months, with Deputy Governor William Oduol becoming a focal point of controversy. The discord seems to stem from a clash between Oduol and Senator Oburu Oginga, who happens to be Raila Odinga’s elder brother.

Impeachment plot discussed in Raila Closed-Door Meeting

The closed-door meeting between Raila Odinga and Siaya MCAs has raised suspicions that an impeachment plot may be in the works. While no concrete evidence has emerged to support this claim, the prevailing political climate suggests that ODM loyalists are keen on removing Oduol from his position.

The motive behind this alleged plot is believed to be Oduol’s perceived resistance to toeing the party line and his refusal to be a mere sycophant.

    Raila Closed-Door Meeting

The strained relationship between Deputy Governor William Oduol and Senator Oburu Oginga adds a complex layer to the situation. Reports indicate that the two political figures do not see eye to eye, which could be fueling the desire for Oduol’s removal. The power dynamics within the Odinga family could be influencing the political landscape in Siaya County.

    The Dangers of Political Machinations

If the rumors surrounding the closed-door meeting hold true, it raises concerns about the state of democratic governance. Impeachment should be a tool used judiciously and in accordance with established legal procedures. When impeachment becomes a political weapon wielded by party elites to silence dissent or consolidate power, it undermines the principles of accountability and transparency.

Raila Closed-Door Meeting: The Importance of Fairness and Due Process

It is crucial for any political process, including impeachment proceedings, to be fair, transparent, and rooted in due process.

If there are legitimate reasons to question the performance or suitability of an elected official, these concerns should be addressed through open discussions, constructive debates, and adherence to constitutional frameworks.

Rushing to impeach without substantial evidence or relying on political calculations tarnishes the democratic principles that should guide our society.

    Bottom-Line

While speculation surrounds the closed-door meeting between Raila Odinga and Siaya MCAs, it is important to exercise caution before drawing definitive conclusions. Allegations of another impeachment attempt against Deputy Governor William Oduol may be premature at this stage.

However, the existing tension between Oduol and James Orengo/Senator Oburu Oginga adds a layer of complexity to the situation. The true test of democratic governance lies in fair and transparent processes that uphold the principles of accountability and due process.

Only time will tell how this political drama unfolds and whether it will have lasting implications for Siaya County and the larger political landscape.

Siaya Deputy Governor Seeks Reconciliation with Governor after Surviving Impeachment

Siaya Deputy Governor William Oduol has expressed his intention to seek the assistance of elders and churches in reconciling with his boss, Governor James Orengo.

This comes after he successfully survived impeachment on Monday, as the majority of Senators voted against the motion to remove him from office.

Twenty-seven Senators opposed the two grounds presented by the Senate Special Committee, which had investigated Oduol’s impeachment by the Siaya County Assembly and found them to be proven and substantiated.

The initial move to remove Deputy Governor Oduol stemmed from a dispute between him and Governor Orengo, which had upset many Members of the County Assembly (MCAs) and other leaders.

Following the triumph, Deputy Governor Oduol pledged to serve the residents of Siaya with dignity and work harmoniously with Governor Orengo. In his statement, he expressed gratitude to God for the victory and extended his appreciation to the Senate for their fair and impartial deliberations. He reassured the people of Siaya that their well-being remained their primary focus.

“I am eagerly anticipating returning to Siaya and collaborating with Governor James Orengo to deliver effective and efficient service to the people of Siaya County. I intend to utilize the wisdom of the elders and the support of the churches to help bridge the divide,” Oduol stated.

The investigation into Oduol was initiated due to allegations linking him to gross violations of the constitution, misuse of public resources, and other legal infringements.

The MCAs who were pushing for his removal argued that the Deputy Governor not only mistreated county employees but also attempted to influence the selection of contractors for payment.

Who wanted Siaya Deputy Governor Oduol’s Head?

Through his lawyer Moses Chelanga, Odul urged senators on Monday to reject the impeachment charges against him, asserting that they do not meet the threshold for removal from office.

During his final appeal, the Siaya Deputy Governor disputed the committee report’s findings, which had deemed him guilty of gross violation of the Constitution, abuse of office, and gross misconduct.

He specifically mentioned the charge related to a chair worth 1.12 million shillings, stating that it had not been substantiated.

Chelanga raised concerns about the integrity of the committee’s reports. While the panel cleared the deputy governor of allegations of pressuring county officers to renovate his office, they found him responsible for interfering with procurement.

The lawyers argued that Oduol is being targeted for political reasons and urged the lawmakers to save him from impeachment.

“We are aware of those who want William Oduol’s head on a platter. This house should vote against the impeachment of Deputy Governor William Oduol,” Chelanga emphasized.

He added, “We should not sacrifice our Constitution for political expediency.”

Siaya Deputy Governor William Oduol is facing a Senate hearing after ward representatives removed him from office. The hearing is conducted by the Senate Special Committee, chaired by Senator William Kisang’ from Elgeyo Marakwet.

The agenda for Wednesday’s hearing includes a conference of parties, the introduction of the Special Committee Members, Members representing the County Assembly of Siaya, and the council. The Deputy Governor and his counsel will also be introduced to the committee.

The committee will read out the charges against the Deputy Governor and proceed to hear the evidence presented by the County Assembly of Siaya. On Thursday, June 22, 2023, the Deputy Governor will present his evidence.

The County Assembly members unanimously voted to impeach Oduol due to gross misconduct, violation of the Constitution, and abuse of office. The Assembly Speaker, William Oduol, pronounced the decision on June 8, 2023, after giving the Deputy Governor an opportunity to be heard.

Throughout the process, the Deputy Governor has the right to appear and be represented before the Senate committee to defend himself. If the committee finds no evidence supporting the allegations, the proceedings conclude.

However, if evidence is found, the Senate will vote on the impeachment charges, ensuring a fair hearing for the Deputy Governor.

If a majority of the Senate members vote in favor of the impeachment, the Deputy Governor will be removed from office. If the Senate rejects the impeachment charges, the Senate Speaker will notify the speaker of the respective county assembly.

However, the same charges can be reintroduced before the assembly after three months if the Senate votes against the impeachment. If the Senate upholds the assembly’s impeachment, a vacancy will occur in the deputy governor position.

In such a scenario, the responsibility falls on the county governor to nominate a new deputy within 14 days. The Members of County Assembly will then vote on whether to approve or reject the nomination within 60 days.

The report by the Special Committee will be presented in the Senate during a Special sitting on June 26, 2023.
