    Nairobi MPs Slam Governor Sakaja for Poor Leadership, Neglect, and Mismanagement

    A section of Nairobi MPs has accused Governor Johnson Sakaja of failing to deliver on his mandate, citing poor service delivery, a lack of cooperation with elected leaders, and negligence in addressing critical issues affecting residents.

    Speaking during an interview with Citizen TV, the MPs criticised Sakaja for sidelining local leaders and ignoring the electorate that voted him into office.

    Westlands MP Tim Wanyonyi revealed that repeated attempts to engage Sakaja on key issues had failed, accusing him of cutting off communication and refusing to collaborate with city leaders.

    “I have tried calling the guy, but he doesn’t pick up. Even if you try, the phone doesn’t go through—we’ve tried everything, and nothing works. He only attended one meeting with Nairobi MPs, where we agreed he would share his work schedule so we could coordinate and support his efforts. Any governor who works with local leaders—MPs and MCAs—will always have an easier time,” Wanyonyi said.

    He added that even during emergencies, such as last year’s floods, attempts to contact the governor went unanswered.

    “I called him directly because his office handles disaster management. But there was no response. We ended up hiring private equipment to assist residents. We’ve tried everything and failed. Now, we’ve left the rest to God,” he said.

    Wanyonyi claimed that his withdrawal from the 2022 Nairobi gubernatorial race, following pressure from the Azimio la Umoja coalition, played a major role in Sakaja’s victory. He said his supporters were angered by the coalition’s decision to replace him with Polycarp Igathe, leading many to vote for Sakaja instead.

    “Even though I wanted that seat, the truth is I was in the race. And this guy knows my votes helped put him there. When I was asked to step down, people were furious and said they’d vote for him, not the endorsed candidate,” Wanyonyi said.

    The MP also accused the governor of neglecting his Westlands constituency entirely.

    “He has ignored Westlands. He doesn’t come here and hasn’t done anything. Everything that’s been done, I’ve done it myself with my team. There are problems everywhere, and our governor has become a man of many travels. My votes are the ones that put him in office.”

    Embakasi East MP Babu Owino echoed Wanyonyi’s frustrations, stating: “If you’re elected as a leader, you must work. The people of Nairobi are suffering.”

    He accused the county of gross mismanagement, citing the Nairobi County-Kenya Power waste scandal.

    “The governor who’s supposed to clean up Nairobi is dumping waste at Stima Plaza. He’s disposing of sewage in the city centre. Is this someone we can even sit down with?”

    Owino described county health facilities as “death traps”. “There are no medicines—just Piriton and paracetamol because county workers have opened their own pharmacies outside hospitals.”

    He called for community-based solutions, including involving youth in waste collection.

    “If you want a real solution to Nairobi’s garbage problem, give the job to the estate youth. Green Army workers are supposed to earn Sh30,000 monthly but only get Sh18,000. Where does the rest go?”

    Lang’ata MP Phelix Odiwuor, popularly known as Jalang’o, said Sakaja’s leadership lacks inclusion and transparency. “Leadership is about teamwork. For the governor to work effectively, he must involve MPs.”

    Jalang’o also criticised Nairobi’s infrastructure, particularly street lighting. “Nairobi shuts down at 8 pm—it’s just darkness everywhere. For every working streetlight before the expressway, I’ll give you Sh1,000.”

    He opposed increasing county allocations, questioning their use. “We passed laws, allocated funds, and they squandered everything. Now you want us to give them more to steal again?”

    He also stressed that water distribution is a devolved function, squarely under the governor’s responsibility.

    Embakasi West MP Mark Mwenje demanded a complete overhaul of Nairobi’s planning systems. “Nairobi needs a proper master plan. We must bring in experts to reorganise the city. Right now, waste collection is being handled by the NYS.”

    Kibra MP Peter Orero argued that MPs, as the most informed about their constituencies, should be involved in service delivery decisions.

    “MPs know their areas best. Every constituency should have a fully functional hospital with adequate medicine, proper roads, and drainage.”

    Starehe MP Amos Mwago said exclusion from county functions had derailed progress.

    “We’ve been sidelined. I don’t see how, in the remaining two years, we can work together to achieve anything.”

    The MPs urged Governor Sakaja to adopt a more inclusive approach, warning that continued disregard for elected leaders would worsen Nairobi’s governance crisis.

    With two years left in his term, they said the time for excuses is over—Sakaja must either step up or face political consequences.

    While he was the marked man for Azimio to take the front seat for Nairobi, Westlands MP Tim Wanyonyi has repeatedly said why he had to coil his tail for the governor seat in what is now emerging as a cocktail of complicated handshake power sharing matrix between ODM and his loyalty to Raila and ODM the party that has seen him win the same parliamentary seat in the last two elections and confidently the third term.

    Many have castigated the legislator for stepping down for a late entrant Polycarp Igathe fronted by Jubilee faction but dut he has dismissed the claims reiterating that the decision was out of principles and more so long term strategies.

    ”I’m not a coward”, the MP said said during a Citizen TV interview on Wednesday hosted by Jeff Koinange.

    The unprecedented move was announced by Azimio la Umoja One Kenya party leader Raila Odinga who laid out the political faction’s much-awaited line-up for the country’s capital.

    According to Wanyonyi, despite his own personal aspirations to lead Nairobi, he made the decision solely because he had the best interests of Nairobi at heart

    “This is politics, you might think it is cowardice but you live to fight another day and I am sure if it (the governorship) was meant to me it will come,” Wanyonyi said on Citizen TV’s JKLive.

    Wanyonyi went on to say that Azimio frontman Odinga’s decision to endorse Igathe also influenced his move, noting that he chose not to go against his party leader’s orders.

    “It’s like a soldier on the battlefield and the commander says we are retreating. Even when you know you are going to hit and win, you have to follow the orders,” said Wanyonyi.

    Wanyonyi went on to liken his exit from the race to City Hall to the allied forces retreating from Dunkirk, France during World War II, owing to German forces breaking through the French defense line.

    Speaking on his chances in Westlands, Wanyonyi who has been a representative for the constituency in the last ten years exuded confidence saying he’ll triumph over his opponents as he’s done in the past. Wanyonyi first took over from the no nonsense Fred Ngumo in what he describes as a daredevil move.

    Currently, his main opponent is UDA’s Nelson Havi, the former Law Society of Kenya President who is less experienced in politics and largely banking on the Luhya vote to clinch the vote.

    ”I will win the vote by a big margin with a big margin and leave my opponents gasping for air.” Said Wanyonyi.

    The MP was speaking before a panel hosting people with disabilities where he also gave a glimpse of how he ended up on the wheelchair.

    “My ending up in this wheelchair was about crime. I was shot by carjackers in Ngara, 1998. Very quickly my life transformed from a young vibrant lawyer to being in a wheelchair.” He said.

    Westlands MP Tim Wanyonyi during a CDF functions on Sunday explained that he bolted out of the Nairobi gubernatorial race because ODM leader Raila Odinga had received Jubilee backing for presidency and therefore they had to relinquish the Nairobi seat.

    Wanyonyi had been touted as the best candidate to occupy Nairobi seat but his ambition was shot down after negotiations with the Jubilee party which will field Polycarp Igathe.

    “Because of the arrangement of parties to work together, it comes along with its challenges. And it is due to those challenges that it was agreed that because ODM had been given the presidency, we had to relinquish the Nairobi Governor’s seat for Jubilee,” Wanyonyi said.

    But what’s not known to many is that Wanyonyi’s bid had been shot down by ODM leaders from his own Luhya backyard. A section of Luhya leaders identifying themselves as ‘Mulembe Grass root Leaders’ drawn from the ODM party had in January stated that Nairobi was their only bargaining for power.

    That was never the case when it came to negotiations. The group led by Vincent Shimoli and drawn from Nairobi’s 85 wards had endorsed Hon. Tim Wanyonyi as their candidate but never backed him during the Azimio negotiations.

    In fact, those who loudly shot down Wanyonyi’s bid are Luhya leaders who have been in bed with Jubilee even way before the handshake between President Uhuru Kenyatta and ODM leader Raila Odinga.

    So Wanyonyi did not step down but was pushed down by his own people led by former Nairobi County Assembly Speaker Beatrice Elachi who is conveniently in ODM under the instructions of her spin masters who are Jubilee big wigs.

    Prior to her nomination as the Chief Administrative Secretary (CAS) in the Ministry of Public Service and Gender, Elachi spent all her precious time abusing ODM leadership and Simba Arati.

    But in the run up to ODM party primaries, she became a sweetheart begging Tim Wanyonyi and SG Edwin Sifuna to help her secure the party ticket to run for Dogoreti North Constituency seat.

    She is a Judas who has no right and moral authority to talk about Luhyas and on behalf of Hon Tim Wanyonyi. The former Jubilee nominated senator has never supported any course that favors the Mulembe nation.

    Elachi is part of a pack of vindictive and dreadful wolves which include top Luhya leaders in ODM who are not happy with Wanyonyi’s fast and stable rise in politics.

    The cabal of Luhya leaders who feel that Wanyonyi is becoming a threat in ODM succession matrix coerced Odinga to throw him, under the bus.

    Because Wanyonyi as the governor of Nairobi would definitely lead to emergence of a new crop of Luhya leaders who would take from the likes of Wycliffe Oparanya who is retiring as Kakamega governor.

    Is Sakaja conveniently Luhya for political advancements?

    As candidates race to capture the Nairobi gubernatorial seat in the coming August polls, ethnicity remains a factor that will play a huge role as it is the norm in Kenyan politics.

    The Luhya community for instance feels that it is their chance to occupy the City Hall after backing their Luo neighbors in the two previous polls.

    In early 2022, a group of individuals identifying themselves as ‘Mulembe Grass root Leaders’ demanded that the Nairobi governor seat be preserved for them.

    They argued that the presidential seat is heading to Luo Nyanza and the deputy president position heading to the Mt Kenya region and so the Nairobi seat was their only bargaining power.

    But not only the distribution of positions, Luhyas also have numbers to front for the coveted seat in Nairobi and their candidate can attract other ethnic groups that vote alongside Luos like the Kisiis, Kambas and others tribes from the coastal region who reside and vote in the country’s capital.

    This has led to many politicians eyeing the seat to front themselves as Luhyas though the seat can go to any Kenyan not necessarily a Luhya.

    Nairobi Senator Johnson Sakaja is man rumored to be Teso, Luhya, Saboati, Kalenjin, Luo and many more but for political reasons and for his quest to clinch the Naiorbi seat, the man says he is a Luhya.

    Sakaja began positioning himself as a Luhya eyeing the Nairobi seat when he maintained walking around ANC leader Musalia Mudavadi in every political gathering to identify with the Mulembe nation.

    But the young senator is always and silent when Luhyas are under attack or in need of a political voice to defend them.

    He was a no show during a mass lay off of City Hall employees where a majority of those affected were from the Luhya community.  City Hall cartels kicked them out on a lazy belief that they were illegally awarded jobs when Beatrice Elach was the Speaker of Nairobi County Assembly but they went through a competitive process.

    Majority of the staffers at the City Hall are from the Kikuyu community followed by Kenya-Somali which ought to have been the targets.

    Sakaja who sits at the senate and ‘was not a Luhya’ then, remained silent when he was expected to raise his voice as a way of playing his oversight role to defend the people he expects to vote for him in the August 9 polls.

    He chose to sit on the fence despite being fully aware that auditing firm, Powerhouse Coopers (PWC) was hired to formulate strategies to streamline City Hall and kick out ghost workers when Elachi came to power.

    Elachi succeeded Alex Magelo who was the speaker Abdi Guyo was the Majoity Leader and Jacob Ngwele the clerk, meaning there were more Somalis, Maasai and Kambas in high ranking positions than Luhyas.

    PWC found out that many Luhyas had been overlooked due to their political incorrectness and advised that they be promoted.

    But the move angered cartels and Guyo who Sakaja had no nerves to take on as they directed for the demotion of Luhyas despite them being promoted by Public Service Commission (PSC) based on merits.

    They approached Sakaja for assistance since the matter had turned into case of nepotism but the self professed Super Senator kicked them out of his office.

    May be he was not a Luhya then or he feared that he could also be exposed since he has been involved in mega scandals including Kenya Medical Supplies Authority (KEMSA) where tenders were awarded to politically connected individuals.

    Sakaja who is flying UDA gubernatorial flag in Nairobi was part of the Sh.7.8 billion PPE scandal at the State Agency. He was reported by the then procurement director Charles Juma who was grilled by Public Investments Committee.

    The UDA politician also came under scrutiny in the run up to 2017 elections after his transcripts were shared online showing that his academic grades oscillated between Es and Ds.

    He was eyeing the gubernatorial seat then but after being deconstructed by exiled Kenyan lawyer Dr. Miguna Miguna who was also eyeing the same seat, Sakaja shelved his ambitions and went for the senatorial seat. He is back and eyeing the gubernatorial seat as a Luhya.

    He will face off with Jubilee’s Polycarp Igathe who was endorsed by President Uhuru Kenyatta and ODM leader Raila Odinga. Before Igathe’s endorsement, the race had shaped up to be a battle between Sakaja and ODM’s Tim Wanyonyi who was coerced to shelve his bid and back Igathe.

    Wanyonyi who belongs to the Luhya extract was expected to give Sakaja a run for his money given his long political experience in Nairobi and a track record that speaks volumes.

    Sakaja who remains desperate for Luhya support was quick to pose with the Westlands MP for a photo to woo the Luhya nation just moments after Wanyonyi dropped his bid.

    Westland MP Hon. Tim Wanyonyi Wetang’ula unveiled his ambitions to become the next governor of Nairobi on November 14 2021 with his bid receiving a boost after he was endorsed by ODM supremo Raila Odinga in January 2022.

    Wanyonyi launched his bid for the Nairobi top seat under the Orange Democratic Movement (ODM) ticket and has maintained spirited campaigns to inherit the seat from Anne Kananu in August.

    “Fellow residents of Nairobi, I speak not from mere theory but from a firm knowledge and understanding of the affairs of Nairobi. Having served in Nairobi County for a total of fifteen years, I am well aware of what residents of Nairobi require and I will fix it!” Wanyonyi said.

    He’s banking on his untainted image and proper use of CDF funds as legacies to propel him to the helm at City Hall. Wanyonyi is promising to transform Nairobi to realize its full potential as the region’s business hub with increased use of ICT in service delivery.

    Wanyonyi who has been active in Nairobi for over 15 years serving as a Councillor and MP, has vowed to transform the Kenya’s capital into a smart city if he wins the August 9 polls.

    He will face Nairobi Senator Johnson Sakaja who will fly UDA’s flag, Tycoon Richard Ngatia who is expected to run on a Jubilee Party ticket, Agnes  Kagure and other questionable characters who have announced their quest for the seat.

    Hon. Wanyonyi has called for peaceful and issue-based politics ahead of the August 9 polls as he castigated politicians engaging in confrontational politics and urged them to seek solutions to challenges facing Nairobi residents.

    “Instead of engaging in dirty politics and attacking our competitors, we should be telling our constituents what we can do for them,” said Wanyonyi.

    He has recieved the backing of more than 30 Nairobi MCAs including Imara Daima’s Kennedy Obuya who called on ODM party leadership to throw its weight behind the Westland’s lawmaker. Karen MCA David Mberia also added that they will rally their support behind Wanyonyi’s candidature not because of coercion but because of his track record which speaks volumes.

    So far the debate there is heated as to whether Azimio La Umoja coalition should settle on one candidate between Wanyonyi and Ngatia.l with latest entrant Polycarp Igathe complicating the matrix.

    Wanyonyi believes he is the man because Ngatia is a controversial figure whose name has been in the mad for years. He is the man behind a controversial firm that got over Sh1 billion contracts for Covid-19 medical supplies at the centre of the Sh63 billion medical kits scandal.

    Kenyan senate said the said the deal was conceived like a criminal enterprise with a damming report by the Senate showing that Ngatia’s Megascope Healthcare Ltd was part of the rip-off and should be investigated by the Ethics and Anti- Corruption Commission (EACC).

    Ngatia who doubles as the president of the Kenya National Chamber of Commerce and Industry also has the authenticity of his degree certificate under scrutiny.

    Serious questions began surrounding the education credential’s of President Uhuru Kenyatta’s affluent after UK officials disowned his purported university degree which is obligatory for all candidates seeking the governor position.

    The British Commissioner of Education the Director-General answerable for Higher and Further Education Paul Kett stated that there is no single university in the United Kingdom that has ever admitted Richard Ngatia.

    “To the best of our knowledge, we would wish to state as follows; there is no University within the territory of the United Kingdom that has ever admitted Mr. Richard Ngatia, or any other student from Kenya by that name, as student in the UK.” Kett stated.

    Wanyonyi who is a lawyer by profession will also face off with Agnes Kagure, a dreaded fraudster who has many land cases including Sh500 million land grab scandal in Karen.

    But with rumors doing rounds that there are ongoing consultations to coerce Wanyonyi to back another candidate, the Westlands MP has affirmed his resolve to the ballot.

    He has refuted claims that he will drop his bid of becoming the city’s administrator to become the running mate to Ngatia of the Jubilee party under the Azimio la Umoja ticket.

    Wanyonyi who also enjoys the backing of Ida Odinga the spouse to Raila, remains ODM’s front candidate and enthusiasts are vowing to stand up with him. On matters integrity, he stands out from the rest of his competitors many of whom are battling corruption cases in different fields.

    When Nairobians voted in Evans Kidero as the first governor, many weren’t aware of his dark past as a corporate fraud who sunk Mumias Sugar, later, the reality became, Kidero ended up being one of the most corrupt governors in the first dispensation of devolution. Since leaving office, the former governor who’s conspicuously scheming to occupy Homa Bay gubernatorial seat, has been spending most of his days in abs out of court battling corruption cases that he engineered in his tenure.

    Nairobi is at a point of making a choice and going through the options of better leadership, there’s an obvious safe hand.

    The Kenya National Chamber of Commerce and Industry(KNCCI) boss Richard Ngatia who’s eyeing the Nairobi’s Gubernatorial seat is not seating easy as more focus has been on him lately more so on his academic credentials.

    In what could open up his untold past, a city resident George Mwanzia, who also says he’s a Jubilee Party member in which Ngatia is contesting on, has filled a petition with the party claiming that Ngatia doesn’t have a degree and the one he purports to be holding is not from a university recognized in Kenya, a key requirement for all gubernatorial contestants.

    He wants him to be stopped from the race over for allegedly holding dubious academic credentials.

    In the last week, a supposed degree certificate for Ngatia has been doing heavy rounds on social media. According to the document seen by Kenya Insights, Ngatia was issued a degree in BA.Corporate Leadership and Governance from San Juan De La Cruz University in Costa Rica. We did a research on the authenticity of the school and while it’s a credited institution, it appears to also be a target of scammers who’ve opened many fake websites targeting those looking for quick degrees.

    We also can’t confirm if the document doing rounds is also indeed Ngatia or not but we’ve written to the university’s board seeking clairity on this and will update. In hit campaigns by opponents, Ngatia’s KCSE certificate was also leaked online with claims that he scored a D(plain) a grade that in Kenya doesn’t qualify you to register with any local University as it’s the second last in grading system.

    Mwanzia maintains that where there’s smoke there’s fire and that the aspirant doesn’t hold a genuine academic certificate which should automatically block him from the race.

    “Richard Ngatia does not hold a degree from a university recognised in Kenya. Therefore, he should not be allowed to participate in the Jubilee party nominations exercise for Nairobi City County gubernatorial position,” reads Mwanzia’s petition sent to the party’s Executive Director.

    Ngatia’s integrity has perhaps been the biggest hit he has had to face in present past as his name has featured prominently in key healthcare scandals. Ngatia who owns Megascope Healthcare Limited, was mentioned as one of the biggest beneficiaries in the now famous billionaires.

    In the midst of all the circus, Jubilee Party is not putting all its eggs in one bucket, an insider has told us that they’re considering Polycarp Igathe as a possible replacement for Ngatia should his qualifications lock him out. The Azimio maths has always been to have a Kikuyu in the equation.

    Already, there are rife talks on the higher tables that Igathe would’ve to deputize Tim Wanyonyi who appears to be the leading contender from various opinion polls.

    Johnson Sakaja the immediate city Senator and now eying the governor seat is also having a rough time as his past come to haunt.

    There are claims that he doesn’t hold a degree and had dropped out of the university after failing to attain the requirements from the actuarial science course he was pursuing at the University of Nairobi.

    In 2017 elections, he became a punching bag for his opponents with one Evans Kidero calling him academic dwarf who didn’t have a degree. He silently dropped out of the governor race and went for senate, many believed it was because of lack of papers that made him bolt out.

    Critics have also edged him out claiming he’s not a fully Luhya but has Kalenjin heritage. There are claims that his father was a Sabaot and infact an ID has been circulated showing his Kalenjin name as Koskei.

    Here’s why this matters, Luhyas make a huge number of voters in Nairobi and with the voting dynamics in Kenya mostly ethnic, one is likely to scoop huge votes from their community. UDA went for Sakaja with hopes that he gets the Luhya votes which Tim Wanyonyi a Luhya to is banking on.

    Like Ngatia, Sakaja has had integrity issues as a company linked to him was mentioned in the Kemsa scandal.

    The race for Nairobi gubernatorial continues to draw mixed reactions and candidates as time goes by. The latest entrant is Polycarp Igathe who was formally the deputy governor of the metropolitan city under ousted Mike Sonko before he resigned.

    Igathe according to sources close to this publication has resigned from Equity Bank to join the city politics.

    It has emerged that Richard Ngatia who was to vie on Jubilee ticket, has taken a step back as his academic papers became questionable. The authenticity of his degree allegedly from a UK university has since been questioned.

    Initially, Ngatia was fronted by the Mt Kenya kingpins who’re determined to have a hold in the city’s dynamics.

    In a speed second thought, Igathe has been fronted to deputize Tim Wanyonyi who’s vying on ODM ticket and opinion polls have put him ahead of other candidates.

    Speaking at a function in Nairobi, the ODM’s Secretary General Edwin Sifuna said Wanyonyi’s ticket is guaranteed as he’s the sole candidate.

    According to power players, Wanyonyi teaming up with Igathe as his deputy is going to boost the chances of the duo taking over the city which is currently under Anne Kananu who has confessed that it was Raila who placed her in the position.

    In a high placed conversation on Twitter that brought together many professionals in Nairobi, an opinion poll run by influential figure Ahmed Mohamed, placed Wanyonyi ahead of other candidates as most viewed him as having higher morality and integrity value than the rest in the race.

    Mt Kenya power players have already endorsed Raila Odinga for presidency and are determined not to lose the control of Nairobi and it is in this view according to our intimate sources that they want Igathe to deputize Wanyonyi.

    Other sources also claim that Igathe is tipped to replace Joshua Oigara as KCB CEO.
