Siaya Public Service Board CEO Wilfred Nyagudi And Board On The Spot Over Health Workers Recruitment Scam Marred By Massive Bribery

Over 380 dismissed health workers demand justice as investigations reveal sophisticated criminal syndicate exploiting desperate job seekers

The Siaya County Public Service Board and its Chief Executive Officer Wilfred Ouma Nyagudi are facing intense scrutiny following revelations of a massive recruitment scam that defrauded hundreds of health workers of millions of shillings in bribes while leaving critical health facilities understaffed.

The scandal, which has rocked Governor James Orengo’s administration, involves over 380 health workers who were dismissed on September 11, 2025, after working for up to eight months without pay, only to discover their appointment letters were allegedly forged.

    The Anatomy of Deception

The elaborate scheme appears to have exploited the aftermath of a legitimate December 2022 recruitment drive that attracted 21,772 applicants for just 380 advertised positions.

While the County Public Service Board (CPSB) claims to have hired only 120 legitimate workers, over 500 individuals reported for duty across various health facilities in the county.

Mary, a Community Health Assistant III whose identity we’ve protected, typifies the victims’ ordeal.

She received what appeared to be an official appointment letter on August 25, 2025, promising a basic salary of Sh26,900 with allowances totaling over Sh70,000 monthly – more than double what genuine recruits earn.

“The letter had all the official logos, reference numbers, and signatures. I borrowed money for work clothes and reported to my assigned facility where I was welcomed,” Mary recounted. “For nearly a month, I worked daily without pay, confident my arrears would come through.”

    The Criminal Network

Investigations reveal a well-coordinated criminal syndicate involving county insiders, M-Pesa agents, and individuals within security agencies who allegedly provided protection to the scam.

Victims reportedly paid between Sh250,000 and Sh500,000 for forged appointment letters and deployment postings.

One victim provided evidence of Sh350,000 in payments to Sharon Beatrice Wafula, made in three tranches over two days in August 2025.

The payments were strategically routed through M-Pesa agents to obscure the money trail.

The sophistication of the forgeries was remarkable. Documents included official-looking transfer letters that convinced colleagues of their legitimacy, and some victims even received formal acknowledgment letters from Health Administrative Officers, further legitimizing their presence in health facilities.

    Systemic Failures Exposed

The scandal has exposed critical weaknesses in Siaya’s recruitment and payroll systems.

Despite a 2022 taskforce led by former Auditor General Edward Ouko recommending reforms including requiring all hiring to go through the CPSB and receive County Executive approval, the system remained vulnerable to exploitation.

CPSB CEO Nyagudi defended the board’s role, claiming it was the board itself that uncovered the scam.

“We flagged the fake appointment letters. We can’t fire people we never hired,” he stated, distancing the board from the syndicate.

However, questions remain about how over 380 individuals could work in county health facilities for months without proper verification.

Nyagudi acknowledged using parameters including sequence of reference numbers to determine document validity, but critics question why such basic verification wasn’t conducted earlier.

    Impact on Healthcare Delivery

The mass dismissals have created a healthcare crisis in Siaya. Usenge Health Centre, recently upgraded due to apparent increased staffing, now faces potential downgrade to dispensary level.

A facility committee member warned, “We were upgraded to a health centre because of new staff. Now they’ve been sacked, and we risk going back to dispensary level.”

Health centers across sub-counties report longer queues, reduced services, and a looming crisis as facilities face sudden understaffing.

The irony is particularly stark as legitimately recruited candidates with genuine CPSB appointment letters remain undeployed more than a year later.

“We passed interviews and received signed appointment letters. But for over a year, we’ve been at home, while people with fake papers took our places,” lamented one frustrated genuine recruit.

    Ramifications

The Community Initiative Action Group Kenya (CIAG-K) has accused county officials of running a “systematic exploitation scheme” targeting jobless youth.

Director Chris Owala demanded Governor Orengo disband the CPSB, compensate victims, and prosecute those responsible.

“We are exposing a scam that victimized over 382 health workers, including nurses and clinical officers, who were fraudulently recruited after paying bribes of up to Sh500,000,” Owala declared.

The Siaya County Assembly has launched investigations, with Speaker George Okode committing the matter to the committee on General oversight.

The committee has been directed to investigate circumstances surrounding recruitment, deployment, verification, and eventual dismissal of the workers within 30 days.

Governor Orengo, responding to mounting pressure, has urged the assembly to fast-track its investigation, calling for completion within two weeks rather than a month.

“The executive will not take any action until the assembly completes its proceedings,” he stated.

    Victims’ Testimony

The human cost of the scam is devastating. Clinical officers Emily Nabwala Anyango and Felix Omondi, serving as spokespersons for the victims, described months of unpaid service while accumulating debts.

“We had been surviving on loans from individuals with the hope that once paid by the county government, we would settle the debts,” Omondi explained.

“How are we going to explain to our families or those that lent us money that has been keeping us going?”

The announcement of dismissals at the county headquarters was particularly traumatic.

Witnesses described scenes of victims fainting and collapsing as reality dawned. Some burst into tears, mourning how they would recover money allegedly paid for employment.

Social media posts, including one by Odhiambo Levin Opiyo, have provided additional insight into the scandal’s scope.

The post details allegations that county officials, including the chief health officer, county secretary, county nurse, and public service board chairman, sent “footsoldiers” to conduct recruitment for amounts as low as Sh300,000.

The post also reveals ongoing extortion, with claims that CPSB Chairman Nyakudi is demanding Sh200,000 from health workers to be added to approved lists, suggesting the corrupt network remains active.

    The Way Forward

County Secretary Joseph Ogutu has maintained that the county government bears no responsibility for those not on the official list, telling victims to “take up the matter with those they gave the bribes to, or with the relevant government authority.”

However, the scale and sophistication of the scam raise questions about institutional oversight and accountability.

The fact that fraudulent workers were seamlessly integrated into health facilities, participated in departmental activities, and even received transfers suggests systemic failures beyond individual criminal activity.

As investigations continue, the Siaya health workers recruitment scam serves as a stark reminder of the vulnerability of desperate job seekers to sophisticated criminal enterprises and the urgent need for robust verification systems in public service recruitment.

The outcome of ongoing investigations by the county assembly, the Directorate of Criminal Investigations, and other agencies will determine whether justice is served and whether meaningful reforms prevent future exploitation of Kenya’s unemployed youth.

This story continues to develop as investigations proceed. Kenya Insights will provide updates as more information becomes available.

  • Concerns and Speculations Over Orengo’s Extended Absence From Office and Prolonged Stay Abroad

Concerns and Speculations Over Orengo’s Extended Absence From Office and Prolonged Stay Abroad

Siaya County plunged into uncertainty as Governor’s prolonged absence fuels leadership vacuum and internal power struggles

SIAYA COUNTY – A deepening governance crisis has engulfed Siaya County as Governor James Orengo’s unexplained absence from office stretches beyond three weeks, sparking widespread concerns about leadership vacuum and administrative paralysis.

The county’s top official has been conspicuously absent from public duties since June 23, when he last appeared before the Senate’s Public Accounts Committee to address audit queries.

Sources within the county administration confirm that Orengo is currently out of the country on what has been described as a “private trip,” though no official communication has been issued regarding the duration or nature of his travels.

The governor’s absence has created an unprecedented situation where County Assembly Speaker George Okode has assumed ceremonial duties typically reserved for the county’s chief executive.

This unusual arrangement has raised constitutional questions about the proper delegation of executive powers during a governor’s absence.

“Siaya today is on autopilot. The governor is away and has not handed over to his deputy to act in his absence, so no one knows what is going on in Siaya,” Deputy Governor William Oduol told reporters, painting a picture of administrative dysfunction.

The situation has become more complex due to the ongoing fallout between Orengo and his deputy.

Despite surviving a turbulent impeachment attempt and being cleared by the Senate, Oduol claims he has been systematically sidelined from county operations.

Oduol’s revelations expose the depth of the internal crisis.

He alleges that his office has been “completely disabled,” with staff instructed not to communicate with him or accept his directives.

The deputy governor claims he has been excluded from cabinet meetings, had his benefits and allowances withdrawn, and even resorts to fueling the official county vehicle from his personal funds.

“Any effort to perform my official duties is futile, as the governor has issued firm instructions that no one should deal with me,” Oduol stated, suggesting a complete breakdown in the county’s executive structure.

The governance crisis has cascaded through various levels of county administration.

Both the County Executive Committee Member for Finance and the Chief Officer for Finance are currently serving in acting capacities without clear supervision from either the governor or his deputy.

This administrative limbo has raised concerns about the county’s ability to make crucial financial decisions and implement development projects.

The situation becomes more troubling considering that Siaya County handles millions of shillings in public resources and oversees critical services for its residents.

Orengo is seen with Ruto at State House, Nairobi when he led a delegation of Siaya leadership meet the president for development discussions on June 5.

Speaker George Okode has attempted to downplay the crisis, confirming that while the governor is physically out of the country, he remains “not out of duty.” Okode dismissed concerns about service delivery disruption, terming the issues as “politically instigated.”

“No law has been breached and there is no cause for alarm over the governor’s short physical absence,” Okode assured, though he acknowledged that it would constitute a legal breach if he, as speaker, were to chair a cabinet meeting.

The speaker explained that Orengo has been nominating different individuals, including MCAs and executive members, to represent him at various functions.

However, this ad hoc arrangement has raised questions about continuity and accountability in county governance.

The governor’s absence has been particularly noticeable during significant county events.

He missed the ceremony for the translation of Canon Ida Odinga at St Peter’s ACK Church, Nyamira, and was represented at a nuclear power stakeholders’ engagement at Jaramogi Oginga Odinga University of Science and Technology in Bondo.

His last public appearance was on June 5, when he led a delegation of Siaya leaders to State House to discuss development projects.

The contrast between his active engagement then and current absence has fueled speculation about underlying issues.

The crisis has broader political implications, particularly given Orengo’s stature as a veteran politician and former senator.

The situation has vindicated some of Deputy Governor Oduol’s earlier warnings about governance challenges in the county.

“All the MPs are now raising the same issues I raised in 2022. I have been vindicated,” Oduol stated, suggesting that the current crisis was foreseeable.

Legal experts are beginning to question whether the current arrangement complies with constitutional requirements for county governance.

The prolonged absence of a governor without formal handover to the deputy raises questions about the continuity of executive authority and accountability to the electorate.

  • Western Ospreys Wow Siaya Village with a Journey from Finland

Western Ospreys Wow Siaya Village with a Journey from Finland

Usalo Village in Siaya County is quickly gaining global attention. For the second time in just five years, a rare Western Osprey from Finland has landed here.

This bird, known for its extraordinarily long-distance flights, was discovered trapped in a fishing net near Usalo Beach. Sadly, it died before help arrived. Yet, its arrival has reignited community hopes that their home will finally be recognized as a vital bird sanctuary.

The Western Osprey’s journey is not just about flight—it’s a story of resilience, nature, and a village’s call to protect what matters.

The tale of the Western Ospreys flying from Finland to Usalo is both tragic and inspiring. Though this latest bird died before it could be saved, its journey has reignited a conversation about conservation, tourism, and environmental protection. [Photo: Courtesy]

Western Ospreys Fly Over 6,900 Kilometres to Reach Siaya County

This week, residents of Usalo Village in Siaya County witnessed something extraordinary. A Western Osprey, a large migratory bird of prey, arrived all the way from Finland. Sadly, the bird was found entangled in a fishing net and died before it could be rescued.

Fisherman Walter Tende Oloo was the first to spot the rare visitor. While inspecting his fishing gear, he discovered the lifeless bird. Fastened to its legs were identification rings, confirming it had been ringed in Finland. One ring bore the inscription “Museum Zool, Helsinki, Finland” and the code C6.U.

The Western Osprey, also called the sea hawk or fish hawk, is no ordinary bird. It is known for its long migratory patterns and incredible survival skills.

In fact, this isn’t the first time the village has hosted such a guest. In January 2020, a similar bird flew over 6,900 kilometres from Finland to the same region, grabbing national headlines.

These birds have a wingspan of up to 180 cm and are skilled hunters. They mainly feed on fish and are often seen diving at high speeds to snatch prey from water surfaces. The Osprey’s unique black eye stripe and white underbelly make it easy to identify.

Bird experts say such sightings are rare and valuable. They use bird ringing—attaching an identification band to a bird’s leg—to track migration patterns.

In Kenya, the National Museums of Kenya works with teams like Nature Kenya and the Nairobi Ringing Team to study these birds.

Calls Grow for a Bird Sanctuary in Usalo

The recent Osprey discoveries have renewed calls from locals to turn Usalo Beach into a protected bird sanctuary. The beach, already rich in bird species, is now attracting global interest. Villagers say exotic birds visit the area regularly, but due to a lack of awareness, many are injured or even eaten.

A 77-year-old resident, whose land has become a common stopover for these birds, urged the government to take action. He said many villagers don’t understand the birds’ value and often treat them as ordinary creatures.

“If the area is protected, we can attract tourists, boost our local economy, and preserve these birds for future generations,” he said in an interview with a local TV station.

Locals believe that formal recognition will help protect the birds and raise awareness. Some even suggested setting up birdwatching towers, nature trails, and educational signs to teach both children and visitors about the area’s biodiversity.

Why Western Ospreys Matter to Conservation

The arrival of Western Ospreys in Siaya is not just a rare event—it is a golden opportunity for conservation.

These birds are strong indicators of a healthy environment. Their presence signals rich fish populations and clean water systems. If Usalo can support these rare migratory birds, then it likely hosts many other species worth protecting.

Also, Western Ospreys are listed under various international conservation programs. Their tracking data helps researchers understand global climate patterns, fish populations, and migration routes. Every time one lands in Kenya, it becomes part of a larger scientific puzzle.

Unfortunately, this latest bird didn’t survive. But its journey has sparked awareness. Villagers now know they are part of something much bigger. The hope is that this awareness will lead to long-term protections—not just for Ospreys but for all wildlife in the region.

Piki Piki Ponki Lawyer Stages Comeback with Oduol’s Case

The renowned lawyer Willis Otieno, also known as “Piki Piki Ponki Lawyer” has made a triumphant return to the public eye through his involvement in the high-profile case of Siaya Deputy Governor William Oduol.

Ponky’s unexpected development has sparked intrigue and curiosity among legal professionals and the public alike, as they eagerly await the unfolding drama at the Senate.

    Piki Piki Ponki Lawyer

Siaya Deputy Governor William Oduol is facing a Senate hearing after ward representatives removed him from office. The hearing is conducted by the Senate Special Committee, chaired by Senator William Kisang’ from Elgeyo Marakwet.

The agenda for Wednesday’s hearing includes a conference of parties, the introduction of the Special Committee Members, Members representing the County Assembly of Siaya, and the council. The Deputy Governor and his counsel will also be introduced to the committee.

The committee will read out the charges against the Deputy Governor and proceed to hear the evidence presented by the County Assembly of Siaya. On Thursday, June 22, 2023, the Deputy Governor will present his evidence.

The County Assembly members unanimously voted to impeach Oduol due to gross misconduct, violation of the Constitution, and abuse of office. The Assembly Speaker, William Oduol, pronounced the decision on June 8, 2023, after giving the Deputy Governor an opportunity to be heard.

Throughout the process, the Deputy Governor has the right to appear and be represented before the Senate committee to defend himself. If the committee finds no evidence supporting the allegations, the proceedings conclude.

However, if evidence is found, the Senate will vote on the impeachment charges, ensuring a fair hearing for the Deputy Governor.

If a majority of the Senate members vote in favor of the impeachment, the Deputy Governor will be removed from office. If the Senate rejects the impeachment charges, the Senate Speaker will notify the speaker of the respective county assembly.

However, the same charges can be reintroduced before the assembly after three months if the Senate votes against the impeachment. If the Senate upholds the assembly’s impeachment, a vacancy will occur in the deputy governor position.

In such a scenario, the responsibility falls on the county governor to nominate a new deputy within 14 days. The Members of County Assembly will then vote on whether to approve or reject the nomination within 60 days.

The report by the Special Committee will be presented in the Senate during a Special sitting on June 26, 2023.

Piki Piki Ponki Lawyer: Orengo Vs Oduol battle

William Oduol finds himself embroiled in a heated feud with his boss, Governor James Orengo.

The conflict stems from alleged plots to oust Oduol from the party, tarnish his reputation with corruption allegations, and even bribe MCAs to remove him from office.

Governor Orengo’s actions are driven by his fear that Oduol could pose a formidable challenge in the upcoming 2027 elections. Determined to hinder Oduol’s future political aspirations, Orengo is leaving no stone unturned in his efforts to frustrate his deputy.

  • MCAs Approve Motion To Impeach Siaya Deputy Governor William Oduol

MCAs Approve Motion To Impeach Siaya Deputy Governor William Oduol

The motion to impeach Siaya County Deputy Governor William Oduol has been approved by the County Assembly.

The motion was tabled by East Ward Member of County Assembly (MCA) Gordon Onguru who accused Oduol of gross misconduct.

38 County Assembly MCAs Monday voted to endorse the impeachment motion that could potentially see Oduol become first Deputy Governor to be impeached after the August 9 polls.

The assembly has now formed a 10-member special committee to look into the matter and report back to the house within the next 10 days.

Oduol, who has been expelled from the ODM Party, accuses the Governor James Orengo-led administration of misappropriation of public funds.

He has vowed to fight to the bitter end until he exposes how millions of public funds were withdrawn from the county kitty in mysterious circumstances.

Nandi County Senator Samson Cherargei was quick to weigh-in on the matter terming the move sickening.

“The impeachment proceedings & removal from ODM party of Siaya Deputy Governor H.E Oduol by Tinga is sickening & nauseating for exposing corruption in Siaya County govt. As a Senate, we shall NOT impeach DG Oduol nor confirm impeachment proceedings from Siaya County Assembly against him. This once again has confirmed Tinga as Lord of corruption, poverty and impunity! Blessed afternoon,” charged Nandi County Senator Samson Cherargei.

  • Siaya MCAs Throws Out Corruption Allegations Against Governor Orengo, Oduol Now Faces Impeachment

Siaya MCAs Throws Out Corruption Allegations Against Governor Orengo, Oduol Now Faces Impeachment

Siaya Deputy Governor William Oduol risks impeachment over his differences with Governor James Orengo after the County Assembly received a notice for the same Monday.

East Asembo Ward MCA Godwin Onguru gave the notice immediately after the county assembly threw out corruption allegations that Oduol had raised against Orengo administration, terming them as unsubstantiated.

Tabling the report of the committee on general oversight that investigated allegations by Oduol, Usonga member of the county assembly, Sylvester Madialo accused the deputy governor of lying that he had been denied some of his entitlements such as security personnel and vehicles, adding that contrary to the claims, the deputy governor had all the entitlements as per the salaries and remuneration commission advisory, with staff appointed by the county public board seconded to him and at his disposal.

“The Deputy Governor is entitled to one body guard and other security officers at his residence as stated in the policy on provision of protective security to state officers and other VIPs” read the reported tabled before the assembly that was presided over by speaker George Okode.

The reported further called out the deputy over failure to recognize that he was subordinate to his boss, the governor as per the constitution of Kenya 2010 and the county governments act, 2012.

“Being a member of the County Executive Committee, the Deputy Governor is accountable to the governor in the exercise of his duties and responsibilities in the county government.

Oduol had demanded that his office allocation be given a budget of 422,334,565 Million as opposed to the current budget which is currently 123,342,231. The extra amount he proposed that it should be deducted from the Health budget which is 1.2 Billion. The extra 398,992,334 Million which the Deputy Governor Siaya William Oduol had demanded to be deducted from the Health Department was going to be swindled by his cronies who camouflage as the inner circle of the DG. Already an investor has lost 72,321,452 Million from them.

Outrageously, the Deputy Governor had also demanded that he be granted 54 international trips annually paid by tax payers money from Siaya County as opposed to the required standards whereby he’s only allowed to travel 12 times per year.

On allegations that Orengo administration was starving projects in Alego / Usonga of resources, the report said that contrary to the allegations, the sub county was the most favoured, with more amounts being channeled to the numerous projects.

The committee recommended that all the 14 complaints by Oduol be dismissed for lack of evidence.

The complaints ranged from alleged illegal transfer of funds into the county imprest account, irregular payments of imprest to officers, alleged payroll fraud, discriminatory budget, unfair disciplinary process and harassment of persons close to the deputy governor among others.

Immediately after the Speaker, George Okode had called for the vote on the report which received unanimous support, the MCA for east Asembo, Mr. Onguru rose to give a notice of motion to impeach the deputy governor.

Onguru said that the Assembly should impeach Oduol for gross violation of the constitution of Kenya 2010 and other laws and for abuse of office and gross misconduct.

Speaker Okode said that the notice had met the threshold pursuant to standing order number 71.

“Motion having been admitted, I will appoint a date upon which the motion shall be placed in the order paper, considered and disposed off” he ruled.

Earlier, Members of the county assembly who contributed to the motion accused the deputy governor of showing open bias against other constituencies, adding that he (Oduol) had forgotten that he was elected to serve the entire county and not just Alego / Usonga.

The war of words between Oduol and his deputy has been dragging from March this year when he accused his boss of keeping quiet as an alleged syndicate was milking the devolved government dry through corruption.

The erstwhile buddies, who campaigned together under the “Nyalore” (It can be done) manifesto are no longer seeing eye to eye, with Oduol accusing his boss of locking him out of cabinet meetings.

Orengo, through his director of communication, Benjamin Agina has denied the allegations, saying that contrary to the charade, his deputy has been attending the meetings.

Two weeks ago, youths allied to the two engaged in a fist fight that disrupted the funeral of Siaya County Public Service Board chairman, Peter Achoch in the outskirts of town.

  • Cartels change looting tact in Siaya

Cartels change looting tact in Siaya

The deeply rooted cartel that has been looting from the coffers of Siaya County since 2013 have diversified their tact from breaching procurement regulations, quoting hiked prices and use of proxy companies to stealing staff pension funds, National Social Security Fund and National Hospital Insurance Fund statutory deductions.

The new theft was first exposed by Asembo West MCA Ambrose Akuno when LapFund demanded notes made public by as NHIF struggled to trace Sh1 billion that was deducted from the staff payments but not been remitted for a year now.

MCA Akuno who spoke through a local FM station also revealed that the cartel is run by rogue chief executive committee members who have bought off corrupt MCAs to let them loot. Many MCAs including Akuno were paid some 150k bribe to conceal the Sh 600 million theft.

The revelations which came barely three weeks since the Directorate of Criminal Investigations ordered the finance department to avail them the records of key accountants from the department who are suspended for stealing county funds has also exposed the rotten theft in Governor Cornell Rasanga’s administration.

The looting is presided over by finance chief officer Dennis Nyonje who swindled Sh600 million through fake allowances to rogue staff members in their looting ring. The hefty allowances are deducted but never remitted just like a portion of the Sh600 million loot which was paid out as bogus allowances to corrupt staffers who were used to pass the money to the accountants for kickbacks.

Most of the accountants them invested their kickbacks in tippers, bulldozers and excavators with the plan to out to road contractors who beg for tenders at the county offices. The investments that don’t much their small salaries has raised eyebrows over the source of the overnight wealth.

Ugunja MP Opiyo Wandayi who is waiting for the endorsement by ODM leader Raila Odinga to go for the Siaya gubernatorial seat also added that corruption is rampant at the finance office. Opiyo who chairs public accounts committee at the national assembly also complained that one of the biggest beneficiaries of Covid-19 stolen billions wants to oust him in Ugunja.

But Nyony’e scheme was exposed by a contractor whom he used and dumped not knowing he was playing a well connected dirty fellow who is working for Rasanga who throws him lucrative tenders for huge kickbacks. The man is part of the powerful cartel that is estimated to have looted close to Sh8 billion since the onset of devolved units in 2013.

  • Inside Orengo, Oburu plot to command Siaya politics

Inside Orengo, Oburu plot to command Siaya politics

The political temperatures in Siaya county are fast rising with elites like Senator James Orengo and former Bondo MP Oburu Oginga crafting a team that would lock out other aspirants out of ODM party which is the most popular one in the region.

Orengo is eyeing the gubernatorial seat while Oburu is going for the senatorial seat, a pairing that is fast gaining momentum but at the same time leaving the ODM leader Raila Odinga who is eyeing presidency with a tough balancing act in his home turf.

Oburu’s is Raila Odinga’s elder brother but his senatorial aspirations have been met with considerable resistance in the past after a section of the electorate expressed opposition to many members of the Oginga family going for elective positions.

He is currently serving as an MP at the East African Legislative Assembly (EALA), in Arusha Tanzania, his son Jaoko Oburu, who is currently serving as a county executive committee member of roads in Siaya county is eyeing the Kisumu Central parliamentary seat while his sister Ruth Odinga is eyeing the Kisumu gubernatorial seat.

Former Police spokesman Charles Owino [p/courtesy]
In 2013, Oburu was forced to shelve his senatorial ambitions in favour of Orengo after his candidature threatened to split ODM into factions. He then opted to go for the gubernatorial seat but he was disqualified together with William Oduol after shambolic party primaries.

After being openly rejected in the ODM primaries, Oburu tried to snatch the nomination certificate from Oduol, a move that led to brutal chaos but being an elder brother to ODM party leader, he was handed a nomination to the national assembly in 2013 and then to EALA in 2017 while his point-man Rasanga was handed the gubernatorial ticket.

Rasanga’s tenure has been marred with massive corruption scandals pushing the residents of Siaya to call for free and fair process to enable them elect a leader of their choice but the pairing of two ODM big wigs looks like a sinister move to lock out possible threats like former police spokesman Charles Owino and former Rarieda MP Nicholas Gumbo.

Eng. Gumbo gave Rasanga a run for his money in 2017 but was not satisfied with ODM nominations which forced him to run as an independent candidate against the ODM euphoria which was sweeping across the county.

Oburu will face off with Tony Lights Yogo Yogo, Peter Muhula from Alego and JT Okinda who have declared their interests for the senatorial seat with Okinda currently is enjoying a massive support in Odinga’s home county.

  • Cornel Rasanga’s Communication Team Embroiled In Sex Scandal With Peoples Wives

Cornel Rasanga’s Communication Team Embroiled In Sex Scandal With Peoples Wives

Siaya governor Cornel Rasanga’s county communications department has been mired with sex scandals that have since sparked off outrage from members of the public who demand quick action before they take the matter in their own hands.

Normally, County Communication teams entails proffesionals that are directly charged with ensuring that the Governor’s deeds, administration and leadership face remains on on a positive public side at all times.

However, things are totally different in Siaya county’s Comm office, as one senior officer Salim Odeny has been alleged of having raucous appetite for married women.

    Siaya Governor Cornel Rasanga

Curious members of the public have been making impromptu visits to the governor’s office in search of Salim Odeny, the hypersexual dude who eloped with a mans wife since the time the husband of the snatched woman went public.

Background checks indicate that Siaya Comm Office is led by Jerry Sando and Eric Juma. Locals speacking to media on anonymity stated that both Juma and Sando are staunch Christian yet shelving the sodom and gomora odeals at the County office.

While campaigning in 2017, Cornel Rasanga said that there will be no employment opportunities in the county for outsiders. A promise that he seems to had fulfiled as his  Siaya communications docket is filled with, apparently, local individuals who are not officially recognized as county employees.

According Siaya county records, Salim Odeny and  Makamu wa Makamu are in governor Rasanga’s communications team but they only get paid based on private assignments from the Governors cut.

Makamu, is described by the locals as governor’s attack dog. He, together with Odeny are always ready to fire up the crowd and through their prowess neutralise any environment considered hostile against their employer, Siaya governor.

Whereas Makamu has fastened to his job, Salim Odeny has turned into a notable wife snatcher and angry locals are now planning to publicly ‘teach him a leason’ in front of the governor.

Odeny, who is a married with three children had capitalized on his closeness to governor Rasanga and snatched the wife of a middle-aged man only identified with street name as Ruler.

Ruler and angry residents of Siaya stormed Rasanga’s office to take action after it emmerged that Odeny had allegedly kept his wife in unrevealed location for three days.

The same accused Odeny according to Weekly Citizen, lost his last job with an international NGO due to his unpaired appetite for married woman and staff.

Salim Odeny is also an alcoholic who can’t stand nor meet any high integrity standards set by any international or local organization. All these, perhaps, indicate why he’s employed by Cornel Rasanga!

So how did he get the Siaya communication gig? According to documents filed at Siaya Comm offices, Salim Odeny, in his CV, is discribed as an activist, public critic, governance and development consultant who was retained from Governor Rasanga’s campaign 2017 team due to his luo-oratory skill.
