    Kenya medical training college (KMTC) is undisputedly, undoubtedly, unarguably the best among the best medical training institute in Kenya and in Africa. KMTC rightfully boasts of producing fully baked, authentic and focused graduates into the healthcare field market and this have in a bigger proportion assisted in the realization of Universal Healthcare (UHC) in Kenya under ruling Jubilee party’s big four agenda.

    Actually the institute has no worthy competitor in Kenya that even Bachelor degree graduates humble themselves before the kmtc Diploma graduates in relation to the depth of practice and knowledge Kmtc pumps into their students. The market favors them and employers prefer them for they have all it takes – fully baked.

    But political forces have taken over the operations and decisions of the institution all the way from the board members and has corrupt the reservations, public respect and the system of the institution.

    From the previous chairman of KMTC Prof Philip Kaloki  whose contract expired in April this year 2021, publicly admitted to be having political ambitions come next year 2022 general election. Gubernatorial position – Makueni county preferably on wiper ticket this time round. Prof Kaloki a one term MP for Kibwezi constituency before it was divided into Kibwezi East and West, Prof Kaloki lectured at Dallas Baptist University and failed to win in his attempt to clinch the gubernatorial position on a Jubilee ticket in previous election. 

    Kaloki used his position as the chairman of KMTC board of directors to impress his home county and double up his scorecard by constructing KMTC campuses in Nunguni in Kilungu, Kaiti constituency whose functions were only delayed by the Covid-19 outbreak.

    The embattled kmtc boss also opened another KMTC college in his home area of  Emali. All these in addition to existing Makueni KMTC in wote. He liased with politicians to do the same in their respective constituencies to increase their political scorecard.

    Prof Kaloki successfully managed to hold hostage the entire KMTC college from the procurement process to employment; he dished out tenders to his tribesmen and buddies and employed people from his Kibwezi backyard, he managed to display and practice his illegalities with IMPUNITY.

    He restructured KMTC’s organizational structure and controlled the board to oust CEO Prof Kiptoo whom they had personal wrangles which were marinated and circled around Kiptoo’s disinterest in his nepotism, tribalism and corruption. He abused power in office and has intergrity case, a matter before the Court.

    Every politician especially Members of Parliament are working their way to use every available resources at their disposal to grasp attention of the board to establish college branches in each of their constituencies to gain political score card points of NG-CDF development. 

    KMTC apparently has 71 campuses branches in Kenya with many more new ones yet to be launched under construction.

    The rapid rate at which KMTC is opening and establishing its branch colleges in the eve to next year’s general election is alarming being that the board directors, members have expressed their low tone political interests. Its downplaying quality of the service. The hoodwinking picture to a regular thinker is development but the interior motive behind these move is political. Here’s why;

    Since September 2017, kmtc have had reduced intake in numbers and many branch campuses across the country have failed to admit new comers till to date in almost all departments, one example is Medical Laboratory Science department who haven’t had admission in 5 of its contrywide campuses for the last 4 years. The admission energy has shifted to Certificate courses like Orthopaedic where admissions are overflowing and the market is already getting overflooded. The Orthopaedic department we’re told is the most underfunded with resources; inadequate lectures and teaching equipments -with available lecturers hired as external with some many campuses only having one permanent on permanent basis with student intake population hitting over hundreds. Monkey business.

    The available campuses are recording and complaining of inadequate facilitation  in terms of development funds allocation which is due to reduced intake that have been recorded in the past 3 years. Lots of funds have been channeled to new institutions they’re building all over the country in a super spreader exodus that’s alarming.

    The existing old campuses are left in limbo as the funds are being chaneled to meet ambitions of the political class behind the wheel. It’s now Quantity to the board over Quality service. 

    There are complaints all over, from the students and also staffs of the institution as they’re the sufferers due to the bulls fight.

     


    KMTC needs to get back on its steady-healthy form, KMTC is limping and simping, KMTC need to value quality over quantity.

    Only Increase the campuses with an aim lower the college fees and increase the quality service of the available properties, staffs and subordinate staff. Increase the campuses and increase lecturers, if you cant afford qualified lecturers in terms of numbers then seize the exercise of expansion. Quality over Quantity is the core value or else you’ll cripple. 

    Increasing campuses in every village now to increase your income in fees and flooding graduates to the overflooded field market is like a monkey business. It’s like supermarket business being done but in denial – by same monkeys and just different forests.

    KMTC board must re-asses itself and value quality over quantity then have limit for quantity.

    Senator Mutula Junior staring at bleak future in Wiper

    Wars have intensified between Makueni Senator Mutula Kilonzo Junior and the chairman of Kenya Medical Training College Hon Philip Kaloki as new arrangements leave the young and hyped senator confused about his future in Wiper Party.

    Both Kilonzo and Kaloki are eyeing the Mukueni gubernatorial seat that will fall vacant when the incumbent, Prof. Kivutha Kibwani retires in 2022 but their wars are splitting the Wiper party into factions with ‘the ground’ dramatically shifting in favor Kaloki.

    The two politicians have been sycophantic supporters of the Wiper owner, Hon. Kalonzo Muysoka who has openly endorsed the 71 year old Kaloki for the job, a move that has dealt Senator Kilonzo’s bid major blows.

    Kalonzo did not disclose his reasons for backing Kaloki’s bid but ‘the ground’ seems happy with the endorsement. The former vice president is said to have been angered when Junior publicly accused the old Kaloki of frustrating his sister Kethi Kilonzo’s bid to succeed their late father in 2013.

    Everybody knows that Kethi WAS NOT legible to run because she was not a registered voter BUT had faked a voter’s card. Her illegibility paved the way for Kilonzo Junior who won in the by-elections in 2013 and successfully defended his seat in 2017.

    But the the person who blew the whistle on Kethi Kilonzo’s fake voter’s card was one Grace Mwendwa who was Kaloki’s opponent in Kibwezi. Grace was being used by the senator’s stepmother Nduku Mutula who was being pushed by the regime to go for Mutula Senior’s seat.

    Kilonzo’s silly attack on Kaloki was completely uncalled and it showcased his desperations when had curved the posture of a serious candidate to succeed Governor Kibwana.

    He got his current position on a silver plate and developed a feeling that his family is entitled to all the top political seats in Makueni. Junior slept on that ‘entitlement’ and now wants to be a governor without initiating any development project for the people.

    Kaloki on the other hand has been using his position as the chairman of KMTC board of directors to construct KMTC camps in Nunguni in Kilungu, Kaiti constituency whose functions were only delayed by the Covid-19 outbreak. The corrupt kmtc boss has also opened another KMTC college in his home area of  Emali.

    He also performed well when he served as Kibwezi MP but Kilonzo Junior has been sleeping on the senators with total disregard of the Makueni residents.

    Junior’s bid is also facing another fresh entrant in the race, Prof. Emmanuel Mutisya, a top class economist who is also leaving his foot prints in Makueni county where he is sinking boreholes for locals and building classrooms to woo voters.

    He is fast becoming an isolated man in Wiper boasting of a handful of online supporters after he lost Kalonzo’s support and confidence to bag the Wiper party ticket. He has also been isolated by key allies including Makueni Mp Dan Maanzo who is also his sister’s baby daddy.

    To avoid being thrown into political cold in post 2022, Mutula’s better option should be defending his senatorial seat to reorganize his gubernatorial bid and amasse campaign funds.

    Mutula Junior is financially limping since he is only relying on his salary and allowances after his stepmother Nduku Mutula too full control of Kilonzo and Company Advocates, a law firm that their late father left them.

    The Kamba political kingpin and Wiper Party leader Kalonzo Musyoka has found an excuse to keep off the bitter war between Makueni Senator Mutula Kilonzi Jnr and Philip Kaloki who are both his close allies.

    In August Kalonzo assured the supporters of the two politician who are eyeing the Makueni gubernatorial seat through the Wiper ticket that he would see how the two can bargain and share power.

    But the entry of one Prof. Emmanuel-Mutisya who is fast becoming an household name in Makueni has spared Kalonzo the headache of having to choose between Mutula and Kaloki.

    Mutisya is a professor of Economics and Mathematics who has track record of development compared to the two seasoned politicians but Kaloki has also used his position as the chairman of Kenya Medical Training College where he looted and used the proceeds to keep his political dream alive.

    Kaloki also used his position and influence at KMTC to ensure that medical colleges are started in interior corners of Ukambani including Nunguni.

    He also announced that he will be breaking ground for construction of a KMTC campus in his home area of Makindu.

    With Senator Mutula Kilonzo Junior’s name off the development records, Mutisya is copying and pasting what Kaloki did when he ran for parliamentary seat.

    He is hoping from one constituency to the next with international development partners including Toyota Kenya managing director Toyoki Kunoue.

    But Mutula is a stranger in his village but he believes that he has been close to Kalonzo enough for Kambas to vote for him on top of the name his father built.

    He is taking every opportunity to be seen by the side of Kalonzo as a strategy to market himself.

    The two professors Mutisya and Kaloki are relying on their work on the ground but Kaloki is specifically being close Kalonzi to get the Wiper ticket where Mutula is a major threat.

    In his Kazi Bila Ubaguzi slogan, Mutisya has also pitched camp in Kilome constituency where he has dug the Kwa Makaa dam in Mavivye. On top of training the youth of Makueni on agronomy and agri-mechanisation whereby youths are trained on how to operate tractors so that they can prepare the shambas of residents, Mutisya has also started the Prof Emmanuel Mutisya Makueni football league. But it is in education where Mutisya who is also the chairman of Kenya Diaspora Community has made the biggest mark constructing classroom blocks for schools and also issuing scholarships to students to join the university.

    Not to be left behind, Kaloki has also been putting his position as KMTC chair into good use ensuring that as many students as possible from Makueni are admitted in KMTC and also settling the fees of some of those who can not afford it. In his Kibwezi backyard, Kaloki also runs scholarship schemes. If development was what determined who became governor in Makueni to take over from Kibwana who has taken Makueni to another level especially on matters health and water provision where he has ensured that UN standards that one must have a health facility within a five-kilometre radius are met, the seat would be Mutisya’s or Kaloki’s. As for water provision, Kivutha has seen dams constructed in every village where locals are willing to avail land for the purpose.

    Following reports of corruption at the Kenya Medical Training College (KMTC), the Inspectorate of State Corporations has launched investigations which range from reports of abuse of office, misuse of college property, illegal recruitment and corruption in the KMTC Board.

    The inspectorate wants to know how the KMTC Board spent money on events, allowances and the use of vehicles belonging to the institution.

    With more than 41,000 trainees in 65 campuses across the country, KMTC makes the largest contribution to Kenya’s health sector.

    An October 8 letter by the Inspectorate of State Corporations Inspector-General Lawrence Okudo to KMTC chief executive Michael Kiptoo demands the board to account for its expenditure.

    Created by an act of Parliament, KMTC – like other parastatals – generates its revenue but is audited by the government. The Inspectorate of State Corporations carries out management audit in government agencies to ensure they comply with set policies, rules and procedures.

    The inspectorate also provides advisory services to the government and other stakeholders on issues affecting State corporations.

    Mr Okudo said the KMTC management may have flouted procurement processes in the payment of tenders. Additionally, board members are suspected to have paid themselves unwarranted allowances for meetings and events they did not attend. For this reason, the inspectorate has asked the college to furnish it with work tickets for vehicles assigned to the chairman and board members, vouchers for allowances paid to board members from 2016 to 2019 and invitation letters for events attended by the board in the said period.

    Also wanted are memorandums of understanding signed between the college and other entities since 2015, Human Resource Committee minutes since 2016 and invoices plus delivery notes for a number of tenders.

    The Ethics and Anti-Corruption Commission (EACC) has commenced as well a parallel investigations on how the board has been recruiting senior college staff.

    At the centre of the row is more than Sh7 billion the college collects from students as fees and money from donors every year. Sources say that the management feels the board is interfering with the day-to-day running of the institution.

    Also being investigated is the appointment of company secretary on November 13, 2015. “The commission is carrying out an investigation into allegations of irregular appointment of Dr Miriam Ndunge Muthoka,” says an October 15 letter sent by the commission to the KMTC Board.

    The letter that is signed by Mr Patrick Owiny on behalf of the EACC chief executive adds: “To facilitate our investigations, kindly furnish us certified copies of the necessary documents.”

    Some of the documents required by the commission are board minutes approving the appointment of Dr Muthoka, a shortlist of the applicants, application documents of the shortlisted candidates, a list of the interviewing panel, the recruitment report and Dr Muthoka’s personal file.

    Prof Kiptoo was appointed to head the college on March 1, 2018. The KMTC Board is headed by former Kibwezi MP Philip Kaloki.

    Many if not all concerned Kenyans are wondering how on earth you would  virtually practise midwifery, how you would virtually practice phlebotomy, how you would virtually perform a surgical operation. Actually how possible to theorise these practical lesson and expect to certify these students to the market as qualified professionals?

    With many Final year students  at home baby-sitting, left frustrated, being confused with heartbreaking Memos every now and then – their dreams and opportunities are now at stake.

    With this year’s graduation plan changed to be conducted virtually, sigh of relief to the graduating class of 2020 for cutting down the usual graduation fees remains a fallacy. The fees has stood still when logically and actually the cost of budget and expenditure will be minimal as compared to normal previous years. Raising eyebrows whether  KMTC is a caring Organization or a Money making organization? An act of wanting to Spend less and Earn more. Act of embezzlement of funds. 

    And being an Independent institution under Ministry of Health which is corrupt to the core, illustrates how arrow points the eater……”

    Schools could in the next three weeks reopen for in-person teaching for three other classes in primary and secondary institutions.

    Education stakeholders seem to have reached an agreement to reopen schools for the second phase. In the proposal, in-person learning for Grade 3, Standard 7 and Form 3 learners will resume.

    The three classes account for about three million learners. The proposal is to be presented to the President. If adopted, it will mean those in Grade 1-2, Standard 5-6, and Form 1-2 and pre-primary will remain at home.

    With four weeks gone by since the first reopening, Nicholas Gathemia who represents the Kenya Primary School Heads Association, said failing to reopen soon enough would create a headache for teachers.

    It is going to be a headache for teachers to manage two parallel calendars.

    Education stakeholders are also concerned about inequity as many learners are still at home, while others are in school.

    Nicholas Maiyo, the Kenya Parents Association chairman, said many parents have a difficult time explaining to Grade 4 pupils why they have to go to school while their siblings in upper classes are still at home.

    “Latest December we should have all learners back in school… we have observed and realised that children at school are more disciplined than while at home,” he said.

    Maiyo said since no vaccine is available, schools will borrow from what other countries have done. He said students should be restricted to the use of reusable masks.

    Maiyo said this is because learners may be tempted to recycle disposable masks, thus exposing them to infection.

    The revised school calendar issued by the ministry showed that the second term, which started on October 12, would end on December 23, allowing learners to break for only one week.

    Learners will report back to school on January 5 for another 11 weeks. Standard 8 candidates will sit the Kenya Certificate of Primary Education exam between March 22 and March 24. Those in Form 4 will sit their exams between March 25 and April 16.
