    Recently detectives raided the private office of Nairobi governor Johnson Sakaja in a probe into claims of intimidation and threats to witnesses in a case under probe. We have information that two of the governor’s aides are on the radar. They are said to be the real masterminds of the multimillions shillings City Hall scandal that saw president William Ruto recently claim while attending the devolution conference that counties are at the centre of mega corruption in Kenya.

    According to sources within the investigations, EACC is likely to take over the case from DCI. It has emerged that State House and deputy president Rigathi Gachagua are keenly following the unfolding events at City Hall.

    According to sources, at least Sh2 billion has disappeared. For now, a multistate security team is profiling what those linked to the scam have recently acquired in the names of proxies including girlfriends and family members, both inside and outside the country.

    Informed sources reveal that those implicated had money transferred from approved budgets for various departments to the departments they wanted nine companies paid.

    Linked to the scandal which many say has even shocked the governor are Osman Khalif, Sakaja’s liaison officer and former South B MCA. Then we have David Njoroge, chief-of-staff, City Hall. One Priscilla Mahinda the chief officer based at the governor’s office name also features prominently.

    They have usurped chief officers and county executive’s powers as they control payments in a hawkish manner. In fact it is said, one CEO of finance, Charles Kerich, has beer sidelined and at one time threatene to resign. According to those privy to investigations, Osman and Njoroge are the faces much feared at City Hall and when they visit one’s office, the are either pushing to have a friendly firm win lucrative tender pushing for multimillions shillings payments.

    Reports we have are that Osman and Njoroge plotted for the downfall of one Josphine then in charge of ward development. They wanted her to ask from contractors 20 percent pocket money on any tender awarded, something that raised eyebrows.

    According to information we have, the theft of departmental budgets is being unearthed. One key forgery at the centre involves forged signature of one Karanja of roads department. It is worth noting that Karanja retired from City Hall but his signature was used in the payment of Sh35m to the controversial nine companies.

    The raid came following leads into claims that one of personal assistants are threatening witnesses. The raid happened on Friday at the offices along Riverside in the city. The officers, according to inside information, interviewed a number of staff there and summoned others for further grilling.

    Suspended Nairobi county attorney Lydia Kwambika was questioned by detectives investigating controversial payments at city hall and money laundering claims. Kwamboka recorded her statement for the better part of Monday afternoon, Wednesday and Thursday before being shown the door.

    However, police are for now treating her as both a witness and whistleblower in the prove they’re conducting. Other officials said the development is a positive move into the probe.

    Sources said she met the top leadership at Criminal Investigations, including the director Mohamed Amin, and head of investigations David Birech who listened to her narration before an investigator was called to record her statement. This is in regard to a case of among others, money-laundering that police are investigating.

    Also seen at the DCI on Monday last week was the county finance chief officer Asha Abdi. She is said to have delivered bundles of documents the DCI wants in relation to the ongoing probe. Other sources said the team has analysed movements of the money that was paid in the saga and they may soon apply for freezing of some accounts.

    They are are moving to even court to seek orders to freeze some accounts. Birech first wrote to the county government in July demanding a number of documents. They include a list of tender documents, requisitions by the user department, award contracts, delivery and inspection reports and all local purchase orders issued to profiled nine companies believed to have been used to siphon the money.

    According to DCI, the nine listed firms are believed to have been used in suspected money laundering services not rendered.

    “This office is investigating a case of suspected money laundering in which Nairobi county government is alleged to have fraudulently made payments to companies which did not render services,” the letter reads. The letter from the DCI was addressed to the Nairobi county secretary Patrick Analo and received on July 24 2023.

    The DCI’s probe into the issue at City Hall comes a month after the Controller of Budget Margaret Nyakang’o declined to approve Sh1.5 billion expenditure requisitions they made to pay legal fees and development expenditure made without properly providing supportive documents.

    The Nairobi county government leadership had planned to effect payments amounting to Sh2 billion and controversially selected 19 law  firms as pending bills without proper documentation.

    In a recent appearance before the county assembly committee on justice and legal affairs chaired by Jared Akama, Kwamboka informed the committee that her roles were usurped by the cartel who went ahead to pay the firms which owe the county huge amounts, contrary to her advice which was targeting to clear pending bills from firms with small amounts.

    She questioned the criteria used in determining matters to be paid despite the sector having a budget to settle the small matters and what happened to the allocated budget of Sh60 million. Sources say Engineer Karanja’s forged signature to facilitate move of millions of shillings in approved budget is key in the probe. Detectives from the cyber crime and general fraud units are involved in the investigations.

    The detectives are also investigating payments totaling to Sh592,558,629 paid to different firms by City Hall in June, 2023. His chief of staff Njoroge alias Davy, Mahinda have bought houses in Kileleshwa, Runda among other areas. Most of the payments are believed to be for work that cannot be authenticated while some are abandoned projects.

    Detectives are also relying on crucial information shared by disgruntled but genuine suppliers whose payments have not been released. This is despite the county having received over Sh70 billion from the exchequer who released all monies owed to counties.

    The nine companies are Brigit West Limited, Future Link Limited, AR Pharmaceuticals Limited, Larsen Investment Company, Burasha General Suppliers Limited, Tweem Limited, Cloud Mobile Technologies Limited,, Istanbul Investment Limited and Ramecon Engineering Limited.

    The documents under investigation include; requisitions by user department, award of contracts, delivery and inspection reports and all local purchase orders. It is alleged that the county had yet to fully comply and that relevant departments were requesting for more time to avail the documents. 

    In July, the Controller of Budget declined the county’s request to approve Sh 1billion in pending bills owed to legal firms that served it.

    The COB directed CEC for finance to reveal why the county failed to provide the payment plan, which would enable the matching of individual payees to the requisition.

    In a letter dated June 27 2023, she requested county executive committee member for finance Kerich to provide clarifications on the exchequer requisition for legal fees totaling Sh1,068,277,305.

    It is not clear how the county maneuvered its way to pay Sh1.4 billion even without approvals from the user department.

    August 9 general elections are drawing closer and all Kenyan politicians and new entrants seeking elective positions are all out with well-oiled propaganda machines to sell fake ideas to the voters.

    Leaders who have been occupying offices for the past five years or more are lining up for re-election without any track records to show. Others who are retiring after the expiry of their tenure are also seeking alternative elective positions to keep enjoying privileges which come with these plum positions.

    Another bunch with their posters all over is individuals who have resigned from senior government positions where they have looted enough to buy their way into political positions.

    It is the practice in Kenyan politics which is laced with high voltage corruption and use of money to bribe voters to ascend to political positions which have become safe havens for corrupt individuals.

    Not many aspirants rely on proven track records or legacies to gain voters’ approval for an elective position. In fact aspirants with legacies, integrity or track records which speak volumes are most likely to be rejected at the ballot than corrupt leaders who can easily buy their way by bribing voters to sail through.

    A perfect scenerio is the case of a former MP for Kasipul-Kabondo Constituency who was the best performing law maker in the Luo Nyanza region for the two terms he served his constituents.

    The man built roads, dug bore-holes and water pumps, improved healthcare facilities, equipped schools with buses, enrolled students from poor backgrounds in schools and initiated a program which took hundreds to driving schools every year.

    He also rehabilitated semi-permanent structures in 240 schools to permanent buildings, equipped classrooms with desks and bought some 28 buses for local schools by end of his second term.

    In fact he was feted as the best performing MP who built the highest number of schools with the CDF allocations but when he sought a higher office, he was played at the ballot.

    He offered his candidature for Homa Bay gubernatorial position in 2017 but was rigged out and accused of going against ODM party politics despite having a track record which mirrors how he would perform at the helm of the county government.

    ODM is the most popular party in Luo Nyanza but this performer was challenging the incumbent who was rigged in during party nominations and at the ballot where he ended as an independent candidate. He was accused accused of going against ODM leadership which preferred that the corrupt incumbent serves his second and final term.

    But the man is back again and he is eying the same position which will fall vacant when the incumbent’s term expires in August but the politics around his candidature right now is that he has been in the cold for five years and no longer has deep pockets to bribe the electorate or to properly oil his gubernatorial campaigns.

    People are being coerced to turn a blind eye on his legacy but to concentrate on his weak financial muscles and favor corrupt individuals who have shifted from elsewhere and are also eying the same seat.

    A former Nairobi governor is among the top aspirants lining up for the Homa Bay top seat despite their corruption records. A man who is facing numerous corruption charges including a case where he was accused of conspiring with Nyakach MP to defraud the Nairobi County Government Sh.58 million.

    In 2020, the High Court gave the Director of Public Proscution go ahead to admit as evidence, details of a bank account belonging to one of his close associates who served in the accounting docket.

    The associate was the head of accounting during this aspirant’s reign at Nairobi County and his bank details showed how Sh 237 million was moved from City Hall to a private individual’s account and then finally to his account.

    The two suspects also conspired with other members of the staff at City Hall to defraud Nairobi County of the said amount. But the tainted figure that the man is and his deep pockets are the ‘qualities’ he will rely on to succeed the current governor whose tenure has also been marked by massive corruption and looting of public funds.

    Even elsewhere downsouth, a leader who served as the deputy president but had been accussed of massive corruption by then president proved to be more appealing to the electorate who gave him the opportunity to ascend to the highest office after the sitting president was suspended by the ruling party.

    The then president was in fact accused of meddling in his succession politics by levling corruption allegations against his deputy, who was a potential succesor, to cut short his dreams of becoming a president. He was rebuked even by the electorate but once his deputy ascended to power, his administration became the most corrupt in South African history and he was kicked out presidency on the same grounds.

    He is still fighting corruption cases to date after being realsed from prison last September and placed on medocal parole. The corrupt ex-president was serving a 15-month sentence for contempt of court.

    The man became a president on zero legacies but for being on the headlines over corrption allegations. It’s almost the norm everywhere, leaders and aspirants with track records that speak volumes are not always lucky at the ballot.

    Majority of the electorate pay less attention to legacy leavers who are the true leaders who operate in a manner that transforms lives and build trust for a greater good.

    Closer home, former Kenyan president Mwai Kibaki is remembered for accomplishing something that set standards on the performance at the presidency, a decade since he left office but voters are still falling in the traps of mediocre politicians.

    How Imwatok’s bribe sucked Sifuna into City Hall fiasco

    The outspoken ODM secretary Edwin Sifuna is under serious criticism over his role in the party’s leadership confusion witnessed in Nairobi county assembly.

    Sifuna became part of the mess after he wrote a letter to counter the ouster of the corrupt majority whip Peter Imwatok who has been tainting the image of the orange party through his dirty deals.

    MCA Imwatok has been bragging of buying off Sifuna to defend him against his own party, members where members are supporting his ouster. He was kicked out of the plum position but still chose to camp at the Chungwa House where he reached a backdoor deal with the starving Sifuna to reverse his ouster by ODM MCAs.

    Imwatok brags that Sifuna had to accept his bribe and save him from losing the prestigious position at the City Hall because they all hail from the same region, Western Kenya. He also added that offering of bribes is the culture at the Raila Odinga led party.

    His deep fall out with the ODM party has been deep to an extent that saw his office being broken into by his colleagues to send a message to Raila Odinga to kick him from the party since he was being fed with lies from hungry cartels like Sifuna.

    Sifuna joint forces with Imwatok to peddle lies that ODM MCAs were being used by their Jubile counterparts who control the County Assembly. Imwatok even went ahead to forge a letter where he accused ODM MCAs of colluding with Jubilee MCAs to plot a coup against him.

    But instead of taking action against the tainted Imwatok, Sifuna purported that ODM did not authorize his removal and that his ouster went against the desires of the party leadership. Imwatok who has been riding on Sifuna’s support then resorted to sending threats to his colleagues who participated in his ouster as he threatened some with expulsion from the ODM party and committees.

    Sifuna now remains a man sucked into City Hall scandals to protect corrupt ODM MCAs especialy Imwatok who was bribed with a Toyota V8, Sh15 million and an apartment along Langata Road. He was bribed by the corrupt city lawyer Prof. Tom Ojienda whom he helped recieve a controversial Sh50 million pay from City Hall.
