    Kisumu County Public Service Board Accused Of Corrupting The Recruitment Of Staff

    Kisumu County Public Service Board (KCPSB) has been out on the spot for irregularities in the recruitment of candidates for different positions in the county government.

    A whistleblower report seen by Kenya Insights from an insider alleges a conspiracy by some members of the board to force their own candidates into the system. “The current short listings that have been posted on the website under KCPSB secretariat staff are positions board  members created for themselves to hire their kids, relatives and people who paid the money to get the jobs which is very unfair to people who genuinely qualify for those jobs.” The whistleblower talking to Kenya Insights alleges.

    The county public service board CEO Hesbon Hongo has particularly been accused of plotting to recruit some of his relatives into lucrative positions. One of the controversially shortlisted candidates is Amondi Wendy Silvia who is said to be the second born child to Mr.Hongo who recently graduated from Maseno University. His firstborn son Emmanuel Hongo also works at the county with a job group higher than what was advertised. Ms. Amondi has been short listed for human resource and development officer position.

    Another relative of Mr. Hongo who’s been shortlisted is Ayata Benfrank Omondi, according to the report, he’s the nephew to the board secretary and is currently serving on the same position but contract basis and has only applied to get confirmed on PnP terms. “Note: he was employed at the board without doing any interviews or there being any existing advertisement, he was just issued an appointment letter November last year.” The report notes.

    Cecelia Tabitha Oduor said to be an acquaintance of the current board secretary for a long time and was promised this position (chief legal officer).

    Other board members have also schemed to bring in their candidates we’re informed.

    Gloria Ndalo one of the candidates we realize that her full names are Gloria Ndalo Orot, she’s the daughter to one of the board members DR.Orot (receptionist position). They dropped her last name on the shortlisting list to conceal her identity.

    The report now hopes that the details reaches the recruiting committee for fairness during the process.

    The secretary was in December last year reported by a local newspaper of using his crude political connections and deep roots in the perceived moneyed docket to blackmail the governor.
    Hongo who came into office during Jack Ranguma‘a regime, is also being accused of overstaying given that his term had come to an end but found ways to extend it.

    Consequently, whistleblowers of his dark operations have appealed to the Ethics and Anti-Corruption Commission (EACC) to launch investigations aimed at establishing circumstances that have prompted the officer to overstay in that particular position.

    Many are questioning why his continued withdrawal of salaries and allowances even after his term in the office ended 5 years ago.

    The newspaper claimed that there’s a plot between Hongo and the governor to interfere with recruitment exercises in perceived lucrative positions in the County.

    Sources revealed that in November, the two had a secret dinner meeting at the governor’s Seme residence where they fraudulently arranged how to position Nyongo’s preferred candidates in the recently advertised jobs for chief officers and directors.

    The officer also reportedly used the nocturnal meeting to bargain for his future placement at the recently established Kisumu County Revenue Authority, well aware that his term at the public service board had expired.

    It’s also emerging that Nyong’o who hails from Seme Sub County strategically chose to retain Hongo, said to be his village mate, as the CEO of the board with the aim of helping the governor to conduct a smooth transition of staff from the previous administration headed by Ranguma.

    Hongo in his own confession has repeatedly narrated to all and sundry how the former governor, Ranguma, picked him from Chemelil sugar factory to offer him a lucrative job at the County government.

    According to reliable sources, Hongo and Nyongo have worked on a harmonized list of preferred chief officers and directors that the governor has ostensibly instructed him to work with.

    The action has reduced the advertisement process as a matter of formality while those earmarked for the jobs are already known, something that appears not to be going down well with local activists.

    The publication said they had in possession a damning recorded conversation between Hongo and Seme North MCA Millicent Omuya in which they shared details of how the CEO’s meeting with the governor was to be put into action.

    Despite his office, Hongo is said to be heavily engaged in local politics and this was exposed recently when he bitterly campaigned against former majority leader Samuel Onyango Ong’ow while supporting Elisha Oraro during the hotly contested county assembly speaker position.

    Omuya had previously declared her undying support for Ong’ow but was cajoled at the last minute by Hongo to vote for Oraro.

    It’s not immediately clear what prompted the current hatred Hongo has towards Ong’ow, despite the fact that it’s Ong’ow who introduced him and persuaded Ranguma to uproot him from ailing Chemilil sugar factory, to the lucrative position at the county government.

    According to sources, on the material day that voting for speaker’s position was conducted, Hongo was strategically placed at the public gallery of the assembly to blackmail MCA Omuya, who previously served as his personal secretary ahead of venturing in politics.

    Omuya later made a confession to the effect the man instilled fear in him and even threatened to expose some of the dirty things she did during her time as the secretary.

    As political temperatures continue to heat up in the country ahead of national primaries, numbers continue to separate the bulls. Mombasa, one of the hottest grounds for ODM being a stronghold, has attracted a lot of attention and tension equally.

    ODM advisory board had said in earlier communications advised that they’d avoid m nominations in areas perceived to be volatile as a way of subverting violence. The party through it’s National Elections Board commissioned several opinion polls that were conducted between different months to help in arriving at the most suitable and popular candidate in hot areas and then bring together contestants to break a deal within themselves.

    It’s this poll that recently brokered the deal between Homa Bay contestants who unanimously endorsed Hon Wanga handing her a direct ticket.

    A similar case was seen in UDA when Malala and Khalwale came to common deal after talks for the Kakamega seats as it became clear through polls that Malala was ranking ahead of Khalwale for the gubernatorial seat.

    At a meeting with ODM party’s top brass  amongst them John Mbadi, Junet Mohammed, Catherine Muma, Mombasa gubernatorial candidates including Abdulswamad Nasir, Suleiman Shabal and other contestants, were holed up at Emory Hotel on Thursday in a bid to broker a deal looking at all the factors to choose on the most suitable candidate. This was the party’s idea to avoid imminent violence in the nominations.

    Sources present in the meeting confided to our writer that the choice of suitable candidate for the ticket was to be informed by opinion polls which were conducted by the national elections board at different times in the country.

    In all the polls presented by the board to the aspirants, Abdulswamad was ahead of his main rival Shahbal. Together with other dissatisfied candidates present in the meeting, Shahbal  protested saying they couldn’t trust the polls.

    Shahbal in protest said the race was too close to call. However, the margin of the polls seen by Kenya Insights shows otherwise as the Mvita MP commands a wider lead in all the polls as Shahbal comes second. The other option on the table that Shahbal refused to give a chance to is consensus amongst the contestants. He’s insisting on universal suffrage which the party understands its dangers and trying to talk all contestants in flagged areas out of.

    There have been two ugly incidences of violence have played out in the recent past, one before Raila during an Azimio rally and another at Tononoka grounds during International Women’s Day, supporters of Shahbal and Nasir’s clashed giving a clear indication of what would become.

    The party offered to conduct another poll for final clarity and for satisfaction of other dissatisfied aspirants. This was also opposed by some.

    Another person present in the meeting tell this writer that Shahbal in protest said “I don’t trust ODM” a statement that left party officials agitated.

    In the latest update, ODM’s Elections Board had to postpone party primaries in Nakuru County amid violence fears.

    The consensus stalemate is not only a headache for the party in Mombasa, in Kisumu, former East African Community chief administrative secretary Ken Obura is playing the hardball on consensus with the incumbent Kisumu Governor Anyang’ Nyong’o for the county’s top seat.

    Kisumu Deputy Governor Mathews Owili called on the ODM National Elections Board to consider issuing Prof Nyong’o a direct ticket to save resources for Mr Odinga’s presidential campaigns.

    “We should not conduct party primaries to please an individual at the expense of the bigger goal of ensuring Mr Odinga’s victory,” he said on Wednesday.

    Opinion poll

    Citing an opinion poll result, Dr Owili argued that there is every indication that Governor Nyong’o will triumph over his sole competitor.

    “The latest poll indicates that Governor Nyong’o garnered 90 per cent against 5 per cent (for) his sole challenger,” he said.

    He called on Mr Odinga’s supporters to rally behind his fifth presidential bid.

    Kisumu governor Prof. Anyang’ Nyong’o has resorted to recruiting 2017 political rejects and left overs to scheme his way into reelection in 2022.

    Nyong’o whose administration has presided over remarkable make-over and rehabilitation of the lakeside city is facing strong political opposition from allies turned opponents who are out to ensure he loses re-election in next year’s polls.

    He is already courting former Muhoroni town council chairman Billy Adero whom he has made a village administrator for the area and former majority leader at the Kisumu county assembly Samuel Ongou whom he made the liaison officer for Muhoroni.

    Nyong’o who was elected on an ODM ticket has sought the support of Ongou who fell out with ODM top luminaries because he was allied to the former Kisumu governor Jack Ranguma who was rigged out of the party.

    The fall-out saw  Ongou losing to Habil Nyasuna, the brother to Gladys Wanga  (HomaBay county Women Representative) who was elected Nyangoma/Masogo MCA.

    Nyong’o also made former Kolwa East MCA John Olum, a liason officer in charge of Kisumu East. Like Ongou, Mr. Olum was also voted out because he was allied to immediate former governor who broke ranks with ODM in the run up to the last general elections.

    The governor who has been bragging of transforming Kisumu City on social media has also fished out forgotten members of defunct Kisumu County council like Fredrick Onyango whom he has made a director.

    Former civic leader Pamela Omino has also been made a liaison officer in Kisumu West constituency while former Kisumu West constituency aspirant John Awiti has been made the chief executive committee member for education, information communication and technology,replacing Obiero Ogone.

    Nyong’o appears shaky and politically weak as 2022 approaches with his formers allies like Kisumu senator Fred Outa ganging with clan cocoons like KKK, mostly politicians from Kano Kajulu and Koru who are out to oust Nyong’o who comes from a smaller clan of Seme.

    The governor won his first term after dramatic ODM primaries where Ranguma was treated as a stranger in the ODM party but Nyong’o claimedhis predecessor had no understanding of devoulution and how it was meant to change lives of the people.

    Ruth Odinga- the sister to the ODM leader Raila Odinga has returned to revive her flopped political ambitions by throwing salvos at Kisumu governor Anyang’ Nyong’o. Ruth recently shocked many when she trashed the fact that Raila has endorsed Nyong’o for a second term over his development records.

    The controversial politician deputized the former Kisumu governor, Jack Ranguma, between 2013 and 2017 but Runguma was beaten by Nyong’o in 2017 after ODM owners including Ruth cut links with him and rigged Nyong’o in.

    But she only settled for the deputy position after ODM elders prevailed over her to shelve her small ambitions in favour of Ranguma and her brother Raila Odinga who ran for presidency in the 2013 polls.

    Ruth made clear her intentions to oust Nyong’o in 2022 after she accused the performing governor of despotism during an interview with a local fm station. She believes that her dismal performance with Ranguma and five years in the political cold qualify her to disrupt the good work that the residents of Kisumu have witnessed during the tenure of governor Nyong’o.

    She now joins a clique of aspirants who are have grouped themselves in clan outfits to deny Nyong’o a win in 2022. Friend turned foe, Senator Fred Outa leads the KKK cocoon that also includes Ranguma and former Kisumu Central Mp Ken Obura.

    Ruth’s candidature does not sit pretty with her elder brother Raila who considers Nyong’o a close ally and reliable think tank. Her entry is further complicating Kisumu’s 2022 gubernatorial arithmetic after Raila openly endorsed Nyong’o for a second term last year.

    “Hasn’t Nyong’o done a great job? Are you happy? he deserves five more years” Raila told Kisumu residents.

    Ruth on the other hand downplays the endorsement adding that she is running on her own merit to serve the residents of Kisumu but not on the Odinga fame which is obvious. “I am Oginga Odinga’s daughter and sister of Raila, but I am vying on my own merit,” Ruth said.

    The outspoken politician ditched Ranguma in the run up to 2017 polls and backed Nyong’o despite working with Ranguma for five years and failing together.

    Governor Nyong’o will rely on his record to defend his seat but he is fighting many enemies after he fell out with his 2017 supporters like Senator Outa who was lining to dish out plum jobs to clansmen and mistresses to loot from county coffers. His former chief of staff Lumumba Ouya is also claiming that the governor is covering up corruption scandals while Ruth is accusing the bearded professor of recycling old staffers from Ranguma’s administration.

    Ruth last made news when the former Director of Public Prosecutions Keriako Tobiko directed police to prosecute her and Senator Fred Outa for attacking Independent Electoral and Boundaries Commission officials and vandalizing electoral devices.     EACC After Anyang’ Nyong’o Led Kisumu County Assembly

    The probe into Kisumu County Assembly corruption and misuse of funds has taken a new twist after EACC launches fresh investigations and seek documents on financial expenditure since September this year.

    The anti-graft agency is also investigating payments that were made to the Budget Committee during Speaker Onyango Oloo’s tenure and has summoned 13 MCAs over unethical behaviour in the assembly.

    EACC is also investigating the Assembly’s expenditure on irrelevant trips made by the ward reps in the last three months. This investigation comes just a few months after the County Assembly ousted Speaker Onyango Oloo.

    Ousted Oloo ordeals exacerbated in September when he was arrested alongside 30 other people, among them Bobasi MP Innocent Obiri, for alleged involvement in the graft over the construction of the Lake Basin Development Authority (LBDA) mall in Kisumu.

    An affidavit filed in court showed that the initial project cost had been set at Sh2.45 billion but was later varied upwards to Sh3.86 billion. The final account submitted by Quantech Consultancy, a firm associated with MP Obiri, valued the final works at Sh4.1 billion.

    The works were, however, later assessed by a team of experts from Public works who prepared a report dated March 2018 and valued it at Sh3,011,166,765. This meant the final account was overstated by Sh1,127,728,339.

    Mr Oloo, who was then the LBDA Board chairman allegedly received a total of Sh15 million, from Erdermann Property Ltd as an inducement to facilitate the allocation of funds to LBDA, for the construction of phase 1 of the project.

    In a letter dated December 2, EACC western Regional Deputy Director Aura Chibole directed the clerk to provide personal files of seven officials, including former acting clerk Linet Ochieng who served during Oloo’s time as well as a sergeant-at-arms by Monday, December 9.

    “The commission pursuant to its statutory mandate … is investigating allegations of abuse of office, corruption, falsification of academic certificates and irregularities in employment of staff. Kindly furnish us with the original payment vouchers for all the trips for the month of November by staff of the county assembly,” reads the EACC letter.

    One officer from the public relations department, another human resource and a commissioner are also part of the investigations. The agency is also probing the payroll of all staff from September to date.

    In his defense, acting Speaker Elisha Oraro yesterday confirmed receiving the letter from EACC.

    “We have already received the letters from the EACC and we are cooperating with them,” he said.
