    Kenya Kwanza faces cracks in its support as Kirinyaga Governor Anne Waiguru and Murang’a Governor Irungu Kang’ata distance themselves from President William Ruto.

    The two leaders, once strong allies of the president, are making political moves that hint at a shift in loyalty.

    Their withdrawal comes after they were overlooked for the deputy president position, which Ruto gave to then-Interior Cabinet Secretary Kithure Kindiki.

    Waiguru and Kang’ata had high hopes of rising within Kenya Kwanza’s ranks. Waiguru reportedly bought an expensive designer suit for the expected inauguration, while Kang’ata allegedly paid a political broker to secure the coveted post.

    Their dreams were crushed when Ruto chose Kindiki instead. Now, with Ruto’s popularity in Mt. Kenya declining due to his role in Rigathi Gachagua’s impeachment, the two governors are adjusting their strategies.

    They are seeking to reconnect with the region’s voters, who feel betrayed by the ouster of one of their own.

    For Waiguru, this is a long-term game as she nears the end of her two-term limit in 2027. Kang’ata, on the other hand, is preparing for reelection as governor and needs local support to secure a second term.

    Signs of a Political Shift

    The rift became evident when Waiguru attended the Murang’a Youth Service graduation, where Kang’ata hosted her.

    She praised the initiative for empowering over 5,200 youth with skills and seed capital, a rare move considering her past alignment with Ruto’s agenda.

    Waiguru’s absence from Ruto’s recent events has fueled speculation. She last appeared with the president during his diplomatic visits to Angola and Ghana, where they discussed Raila Odinga’s failed African Union Commission bid.

    Unlike before, she has skipped Ruto’s public engagements, including key rallies in Kikuyu-dominated areas.

    While she still praises Ruto on social media, her physical absence suggests a cautious repositioning.

    As 2027 approaches, both Waiguru and Kang’ata appear to be crafting their next political moves, potentially signaling a growing divide within Kenya Kwanza.

    Unveiling Corruption in Kirinyaga County Under Governor Anne Waiguru

    The rot in Kirinyaga County Government under Governor Anne Waiguru’s leadership is unmistakable. A recent audit exposed a range of issues, from financial discrepancies to blatant law violations.

    Governor Waiguru’s administration stands accused of siphoning millions from public coffers.

    Funds intended for vital infrastructure projects and social services have mysteriously vanished, leaving the county’s roads in disrepair and its healthcare system in shambles.

    Reports indicate that a significant portion of the county budget has been redirected to dubious contracts and ghost projects that never materialized.

     

    Inaccuracies in Pending Accounts Payables

    Kirinyaga County’s financial statements list pending accounts payable of Kshs. 801,660,183. However, a detailed review shows a discrepancy of Kshs. 105,150,258.

    Additionally, Kshs. 598,345,400 of these payables lack supporting documents. These payables have been outstanding for over three years, violating the Public Finance Management (County Governments) Regulations, 2015.

    This raises serious questions about the accuracy and completeness of these financial records.

    Non-Disclosure of Pending Staff Payables

    The financial statements claim zero pending staff payables. Yet, records reveal a debt of Kshs 33,173,831 owed to the Local Authorities Provident Fund.

    This undisclosed amount undermines the credibility of the financial statements.

    Low Budget Absorption for Scholarship Programme

    The county budgeted Kshs. 108,200,000 for scholarships but only disbursed 30% of the bursaries through the Department of Education.

    In 16 wards, Kshs. 27,399,807 remained unused. This underutilization deprived deserving students of crucial educational funds.

    Unresolved Prior Year Matters

    Kirinyaga County’s management has ignored numerous issues raised in previous audits. The failure to address these concerns indicates a pattern of negligence and lack of accountability.

    Non-Adherence to Fiscal Responsibility on Staff Expenses

    Employee compensation totaled Kshs.2,626,248,656, a staggering 46% of the county’s total receipts, violating the regulation that staff expenses should not exceed 35% of revenue. This misuse of funds is a clear breach of financial management laws.

    Non-Compliance with Basic Salary Rule

    The audit revealed that 122 staff members were paid net salaries below a third of their basic pay, contravening the Employment Act, 2007. This mistreatment of employees is illegal and unethical.

    Lack of Ethnic Diversity

    Kirinyaga County’s workforce is overwhelmingly from one ethnic community, violating the National Cohesion and Integration Act. This lack of diversity is a serious legal and ethical issue.

    Irregular Payment of Salaries

    Two employees received Kshs 7,019,730 while holding other full-time positions in different state departments. This double-dipping is against the Constitution of Kenya and the Leadership and Integrity Act, 2012.

    Long Outstanding Retention Amount

    Deposits and retentions amounting to Kshs. 79,624,695 have been outstanding beyond the allowable period. The lack of action to refund these amounts violates the Unclaimed Financial Asset Act, 2011.

    Lack of Audit Committee

    Kirinyaga County has not appointed a new audit committee since November 2021. This neglect has hindered effective oversight and follow-up on internal audit recommendations, as required by law.

    Incomplete Assets Register

    The county’s asset register, totaling Kshs. 5,542,249,358, lacks supporting valuation documents and proper tagging. This inefficiency in asset management raises concerns about potential asset mismanagement.

    Absence of Risk Management Policy

    Kirinyaga County lacks a Risk Management policy essential for guiding risk assessment and mitigation.

    This oversight is against the Public Finance Management Act (County Governments) Regulations, 2015, leaving the county vulnerable to financial and operational risks.

    NYS Storekeeper Unable To Explain Source Of His Sh227M Wealth

    A National Youth Service (NYS) storekeeper was hard-pressed to explain how he acquired a high-end vehicle and a property valued at Sh200 million in Ruiru.

    David Mbogo Muthee who has worked for NYS for 16 years was at pains to explain how he acquired a Lexus Hybrid, Range Rover Sport and the property in Ruiru.

    The public servant was testifying in the trial of where former Gender and Youth PS Lillian Omolo and 30 other people have been charged with fraud and loss of funds at the state agency.

    Omollo has been charged alongside several civil servants who worked at NYS and business people including Anne Ngirita over the loss of Sh226.9 million at NYS.

    Muthee told the court that he has earned his wealth through genuine businesses.

    He told the trial court that he never came into contact with LPOs or account documents in the course of his work.

    He told the anti-corruption court that on May 23, 2018 he received a call from one Mula from the DCI headquarters, asking him to record a statement in respect of a LPO book series 2581851 to 2581900.

    Muthee told the court that on April 5, 2016 he was called by a former senior official at NYS Evans Kundu, requesting him to pass by the college accountant’s office in Nairobi, when he planned to visit his family in the city and pick a document for him.

    “On April 6, 2016 I passed by Kagiri’s office who confirmed to me that he had been requested by Kundu for an LPO and that the commandant had authorized for the issuance of the same,” he said.

    He told the magistrate that Kagiri recorded the issuance of the said LPO in the counterfoil receipt book register (CRB) and indicated to him where he (Muthee) was to sign.

    “Upon arrival at the NYS headquarters I met Mr Kundu in his office where I gave him the book which was sealed by Mr Kagiri and proceeded to see my family,” said Muthee.

    Ngirita, who is the main trader in the trial is accused of receiving millions from NYS for supplying air.

    The businesswoman has been in remand since last February after the man who stood her surety in 2018 when she was charged, withdrew as a surety. She is yet to get an alternative surety and has been attending trial from Lang’ata Women prison.

    She has been charged together with her mother, her two sisters and a host of former civil servants accused of facilitating the theft of millions from NYS.

    Anne had indicated of joining politics but her ambition was cut-short when Jubilee party rejected her as a candidate.

    David’s case borders with that of one Bernard Masiga Ayienga,

    a senior finance officer at the Public Service ministry under whose scope the NYS operates attracted the attention of investigators because of his lavish lifestyle and love for finer things in life despite remaining in employment for a gross salary of Sh161,800 a month.

    Mr Ayienga: On the right is the compound of the what he described on social media as his Karen home. He belongs to job group P and earns a gross salary of between Sh133,940 and Sh161,800 per month, including allowances

    While his case is active in court, Masiga is said to have been using his wide connections to seal it off, at one point when there was a dragnet laid to arrest him, he bribed his way out, he even bragged about bribing police with Sh1M.

    Ngirici: How Waiguru Planned To Steal From A Sh15B Project In Kirinyaga

    Kirinyaga Woman Rep Purity Ngirici has once again taken on her fierce rival and Kirinyaga Governor Anne Waiguru accusing her of stealing public property.

    While addressing a section of women from Kirinyaga, Ngirici claimed that governor Waiguru had organized a plot to grab a section of land allocated for Kenya Medical Research Institute (Kemri) in Mwea Constituency, Kirinyaga county.

    Ngirici statement comes months after Interior PS Karanja Kibicho accused Waiguru of sabotaging the Ksh 15 billion project that would see Kemri set up a level five hospital, a university, medical supplies factory and a medical research centre in the area.

    At the time, Waiguru clashed with Kibicho over the project noting that the National Government had failed to sign an agreement showing how the project could benefit the locals within Kirinyaga County.

    The stalemate over the project led to an on and off clashes between Waiguru and Kibicho until it reached a time the governor asked President Uhuru Kenyatta to fire the PS for engaging in politics.

    Fast forward, Ngirici now claims that Waiguru wanted Kibicho out of the government because she was against the project and wanted to grab the 100 ha land allocated for the project.

    “There is no single day you will hear me seeking the government to fire one of us because he is helping our people. If you see Waiguru attacking Kibicho, just know that it is because Kibicho gave Kemri. She had opposed the project so that she can steal the piece of land” Ngirici said.

    “Waiguru came and said that the 100ha was too big for the project and it should have been given just 30ha so that the remaining piece be given to the county. We all know what she wanted to do with the remaining piece,” she added.

    Ngirici further claimed that Waiguru is a known “thief” and she cannot hide from that whether she joins United Democratic Alliance (UDA) or supports Deputy President William Ruto.

    There is no way you can employ the youth at the county hospitals and you don’t pay them their salaries for two years. Some youths were fired from the hospital without their knowledge, is that even right?” she posed.

    Ms Ann Waiguru, a once powerful figure in Jubilee government where she headed the devolution ministry, is back in the news. Despite massive backing from Statehouse, Waiguru succumbed to public pressure and resigned following allegations that she masterminded theft of up to Sh.791M from the NYS coffers.

    Waiguru was sold out by her proxy Kabura, a hairdresser that she planted in the syphoning scheme and later ousted her in a scathing affidavit that is still under investigations by the EACC, she particular mentioned Waiguru as the chief architect of the mass looting.

    On her resignation, Waiguru went on water testing overdrive in the political world. She held several meetings and had made her interest in Nairobi’s gubernatorial race open. Her entrance into the already crowded arena with political heavyweights caused immense unease within the Jubilee faction who are determined to grab the seat from CORD- sponsored Kidero.

    Jubilee is still torn on who to give the ticket between Sakaja, Waweru or Wanjiru, who’re equally strong candidates. After deliberations, Waiguru strategically drew back and went on to keep a low profile. According to Kenya Insights sources planted at the house in the hill, Waiguru was advised to drop her bid for Nairobi and promised Kirinyaga gubernatorial seat with statehouse support.

    This was stamped over the weekend when a Statehouse official attached to Waiguru, Mr Patrick Ngatia, publicly announced at a function in Kirinyaga that Statehouse had endorsed her for the county’s gubernatorial seat. Even though Waiguru herself steered off from directly admitting, the subliminal message was home.

    Thanks to this meeting, the loudly mouthed Ngatia revealed that Statehouse was still treating Waiguru with executive privileges including security details, and State officers still accompany her to different functions. “The State House has not forsaken Ms Waiguru, and that is why she is always assigned an official from the seat of power to accompany her wherever she goes.” Mr Ngatia is a senior staff member in the Political Affairs Division in Statehouse.

    Waiguru ceased being a State employee on her resignation and shouldn’t be legible to such a like privileges which contravene laws and exposing abuse of power. Not a single cent of taxpayers money should be spent on her in the capacity of an official unless she’s serving under unknown position.

    NYS looting scandal is still undergoing investigations, and Waiguru maintains innocence. She boasts of having won over ten awards in her three-year tenure, and it goes without mentioning that it’s within these three years of her tenure that NYS lost nearly Sh 1B in fraudulent deals that sworn affidavits link her to.
