    It has now come to surface that Financial Reporting Center (FRC) the body responsible for anti-money laundering fight in Kenya have joined forces with Ethics and Anti-Corruption Commission (EACC) in investigating Kenyatta National Hospital CEO Dr. Evanson Kamuri.

    The embattled Kamuri, arrested on May 22, 2024, for alleged corruption, recently faced another setback. A Nairobi court ordered the freezing of Ksh 28 million, which is suspected to have been corruptly acquired from the hospital.

    Principal magistrate Celessa Okore allowed the application as sought by the Ethics and Anti-Corruption Commission (EACC).

    The anti-graft body submitted that it was investigating Dr Kamuri over allegations of abuse of office, unexplained wealth, conflict of interest, procurement irregularities, and irregular award of tenders to companies linked to him.

    “The preliminary investigations have established that the said public officer has accumulated assets which are not commensurate to his known source of income to a tune of Kshs800 million,” the EACC said in the application.

    The two bank accounts are at Housing Finance Company (HF) and the court allowed the EACC to access the bank accounts and obtain information relating to withdrawals and deposits among other documents.

    Mr Paul Mugwe, an investigator asked the court to grant him the order so that he can look at the account opening documents, statements, cheques, deposit slips, and payment vouchers among others

    The investigator said preliminary investigations revealed that Dr Kamuri  as the CEO of KNH, engaged in abuse of office, conflict of interest, and procurement irregularities in two tenders.

    The investigator said for purposes of the investigations, it was necessary to freeze the bank accounts.

    Mr Mugwe said any funds available in the bank accounts will form part of the exhibits to be produced in court should suspects be charged with a criminal offence.

    It’s now emerging that EACC has cast its net wide on Kamuri’s accomplices including Rose Njoroge, director chain management and who’s believed to be his key partner in the looting of the national hospital and who is also Kamuri’s office wife.

    The beseiged CEO, has been accused of using his position to get sexual favors from junior female staff at the government’s health facility.

    Sources claim Kamuri demands these favors before recommending promotions. Some of his victims are enjoying favors, including international and local seminars at the expense of qualified officers.

    Kamuri who had previously boasted of powerful protection and could easily throw in the name of Deputy President Rigathi Gachagua has now been left harmless and is on his way out after his 40 days came to an end.

    As his clandestine operations come to surface, his wife is also in trouble as most of their properties being investigated could eventually be attached to recover the looted cash.

    The CEO is now warning that Ruto’s government risks plunging Kenya into a foreign exchange crisis with the introduction of the new charges which he claims will not only kill the vibrant banking industry in Kenya but also alienate major transactions.

    “Kenya has been a leading light in financial inclusion globally. A unnecessary tax on banking transactions will make us uncompetitive. Large FX transactions will be offshored. Completely unnecessary!” He posted on X.

    National Treasury in the Finance Bill 2024 to raise the excise duty levied on fees charged on transactions on mobile wallets and bank accounts.

    The Bill wants to raise the excise on fees charged for mobile money transfers between wallets to 20 percent from the current 15 percent.

    Similarly, the Bill raises the excise on fees charged for such transactions in banks, money transfer agencies and other financial service providers like Saccos to 20 percent, from 15 percent.

    The proposals effectively reverse the cuts that had been made on money transfer charges in the 2023 Finance Act, a move that was meant to cushion Kenyans from higher costs of transacting cash in a tough economic climate.

    In 2023, the tax on airtime, data and bank cash transfers had been cut by five percent, while that on mobile wallet transfers had been increased from 12 percent.

    In addition to the excise changes, the National Treasury is also proposing to introduce value added tax (VAT) on financial services, including forex transactions and cheque processing.

    Other financial services targeted for VAT, which is levied at 16 percent, include the issuance of securities for money such as bills of exchange, promissory notes, money and postal orders.

    Financial institutions will also levy VAT during the issuance of credit and debit cards if the proposals receive the nod of Parliament.

    The measures are part of a wider effort by the government to improve its tax collection performance, which has lagged behind target for the current fiscal year.

    Overall, the government is targeting tax collections worth Sh2.94 trillion in the next fiscal year, up from Sh2.62 trillion in the current year. By the end of March, the government had collected total revenue of Sh1.86 trillion, against a pro-rated target of Sh2.13 trillion.

    In the current fiscal year, the State’s target from excise duties stands at Sh350 billion, which is expected to go up to Sh400 billion in the 2024/2025 fiscal year.

    3. Ahmed is married to Major General (Rtd) George Owinoh, also a veteran military officer.
    4. She joined the military in 1984 as an officer cadet.
    5. Ahmed was commissioned as a Second Lieutenant in the Kenyan Women Service Corps in 1985.
    6. She holds a degree from the National Defence College and the Institute of Diplomacy and International Studies.
    7. Ahmed transferred to the Kenyan Air Force when the Women Service Corps disbanded in 1999.
    8. She has served in various roles, primarily in human resources within the military.
    9. Ahmed made history in 2015 by becoming Kenya’s first female brigadier.
    10. In 2024, she achieved another milestone by becoming the first woman to hold the position of Commander of the Kenya Air Force.
